About this file
This Request for Proposal (RFP #94844) is issued by the County of Sacramento for design and construction administration services related to HVAC system replacement at the Sacramento County Rio Cosumnes Correctional Center (RCCC). The project involves replacing twenty packaged gas-electric rooftop HVAC units in Buildings 555 and 570 with new four-pipe air-handling units paired with a centralized chilled water and heating hot water heat pump plant. The proposed system will be all-electric and compliant with Chapter 11 of the 2025 California Mechanical Code. Additional work includes electrical infrastructure extension from the existing south utility yard, site modifications for plant installation, controls integration into the campus HVAC network, and connection to an existing chiller at Building 448. The RFP was released on March 23, 2026, with a non-mandatory pre-proposal meeting scheduled for April 8, 2026. Questions must be submitted by April 15, 2026 at 5:00 p.m., and proposals are due electronically by April 30, 2026 at 2:00 p.m. The selected consultant team will be required to complete design within a six-month timeframe, including multiple deliverable milestones (100% Design Development, 50% and 95% Construction Documents), attend County-led bidder conferences, and provide construction administration services through project completion. County staff will facilitate site visits following contract execution to validate existing record drawings.
Cost proposals must be broken into five categories: Design Development (lump sum with cost estimate), Construction Documents inclusive of permitting (lump sum with cost estimate), Bidding (time and material), Construction Administration (time and material), and Closeout services (lump sum). Proposers must provide estimated hours per labor level for each deliverable and submit an hourly rate sheet for potential additional scope during the design phase. The evaluation criteria weight qualifications and experience of the proposing team at 50 percent combined, proposal quality compliance at 15 percent, cost at 20 percent, availability at 5 percent, and references at 10 percent. Selected proposer must execute the County's standard consulting agreement (Attachment A) and comply with all County terms and conditions, including insurance provisions. Team members requiring on-site access must pass a local background check. The contract will be effective upon approval by the County Board of Supervisors or its designee, with no binding obligations if the Board does not ratify the agreement.

Request for Proposal #94844 Title: Request for Proposal - RCCC - Buildings 555 & 570 - Replace HVAC Units with Chilled Water-Hot Water System, CC-080079-00
1. Introduction
1.1. Summary
The County of Sacramento (County) is soliciting Requests for Proposals (RFP) for the Sacramento County
Rio Cosumnes Correctional Center (RCCC) Building 555 and 570 Replace HVAC Units with Chilled Water-
Hot Water System (Project). This project scope will provide full design services to replace twenty (20) packaged gas-electric rooftop HVAC units with individual rooftop chilled water and hot water air handler as replacement units. The air handlers will be paired with a new grade level chilled water and heating hot water heat pump plant. The design shall comply with Chapter 11 of the 2025 California Mechanical
Code, that limits I-3 occupancies from receiving air conditioning from high-probability direct expansion systems. This will be an all-electric system.
1.2. Background
Existing mechanical infrastructure at the RCCC campus is aging and the existing rooftop HVAC units that serve incarcerated persons at buildings 555 and 570 are beyond their useful life. Since 2016, the
California Mechanical Code no longer allows high-probability, direct expansion refrigeration systems to replace existing direct expansion HVAC units (also known as packaged units) in kind at I-3 occupancies.
The common approach to addressing this is to create centralized hydronic chilled water plant(s) to deliver cooling capacity to newly provided custom chilled water air handlers in place of their direct expansion existing counterparts.
Concurrently, as of November 2024, Sacramento County now has an approved Climate Action Plan (CAP) which requires approximately 85% carbon reduction from 2021 emissions levels by 2045. One way to help achieve this goal is to replace natural gas sourced HVAC units with air source heat pump alternatives. In pairing the CAP needs with the 2016 refrigerant requirements, this prompts an approach to delivering chilled and heating hot water from a central air source chiller/heater unit to replace the existing HVAC units at RCCC.
The electrical connection for this larger service at the central plant will come from the existing South electrical yard as a new feeder for this plant.
1.3. Contact Information
Any inquiries or requests regarding this solicitation must be submitted via OpenGov. Contact with unauthorized County personnel during the selection process may result in disqualification.

Classification of data as trade secret data will be determined pursuant to applicable law, and, accordingly, merely labeling data as "trade secret" does not necessarily make the data protected under any applicable law.
In order for the County to assert the confidentiality of any such information in the event a California
Public Record Act request is received, the proposer must request, execute and submit a County-prepared written agreement to defend and indemnify the County for liability, costs and expenses incurred in asserting such confidentiality as part of the proposal. California Public Records Act request.
The proposer agrees, as a condition of submitting its proposal, that the County will not, as between the parties, be liable or accountable for any loss or damage, which may result from a breach of confidentiality related to the proposal. The proposer agrees to indemnity and hold the County, its officials, agents, and employees harmless from all claims arising out of, resulting from, or in any manner attributable to any violation of any provision of the California Public Records Act, including legal fees and disbursements paid or incurred to enforce this provision.

2.2.13 Conflict of interest
The proposer affirms that to the best of its knowledge the submission of its proposal, or any resulting contract, does not present an actual or perceived conflict of interest. The proposer agrees that should any actual or perceived conflict of interest become known, it will immediately notify the County and will advise whether it will or will not avoid, mitigate, or neutralize the conflict of interest.
The County may make reasonable efforts to avoid, mitigate, or neutralize a conflict of interest by a proposer.
