The oral solicitation will evaluate the following:
Factor 1: Technical Solution
Under this factor, the Government will assign the factor an adjectival rating of Acceptable or Unacceptable, as defined in Table 1 below.
Table 1 – Factor 1 Ratings
Rating Definition
Acceptable Quote meets the measure of merit for Factor 1.
Unacceptable Quote does not meet the measure of merit for Factor 1.
For this factor, the Government will evaluate the quote using the following measure of merit: Meets the entire requirement and provides a delivery timeframe within the limitations.
Factor 2: Price
The Government will evaluate the quote to determine if the total proposed price is fair, reasonable, complete, and balanced.
For evaluation purposes, the Total Evaluated Price will be calculated by adding the total price for all option periods to the total price for the basic requirement. The price quote will be evaluated, but it will not be assigned an adjectival rating.
The Government reserves the right to hold discussions or negotiations to arrive at a final price that is fair and reasonable. The evaluation will consider the following aspects:
Completeness: The quote will be reviewed to ensure a price has been provided for all required CLINs and that the prices are traceable to the technical approach.
Reasonableness: In accordance with FAR 12.209, the Government will determine if the proposed price is fair and reasonable using the price analysis techniques defined in FAR RFO 15.404-1.
Unbalanced Pricing: The Government will analyze the quote to determine if the pricing is unbalanced.
Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items is significantly over or understated. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced, as this may pose an unacceptable risk to the Government.
Information obtained from sources available to the Government will be used as part of the responsibility determination made in accordance with FAR RFO 9.104-1, FAR RFO 9.105-2(a)(1), and R-DFARS 9.104-
1. The Government reserves the right to obtain information relative to present and past performance on its own.
All vendors must be registered in System for Award Management at https://www.sam.gov/portal/public/SAM/ at the time of quote submittal.

https://www.sam.gov/portal/public/SAM/

Note: The vendor acknowledges that should the proposed terms and conditions and/or agreement conflict with mandatory provisions of the Federal Acquisition Regulation (FAR) and other Federal law applicable to commercial acquisitions, to the extent of such conflict the FAR and Federal law govern and conflicting vendor terms and conditions and/or agreement are unenforceable and are not considered incorporated into any resultant contract.
