About this file

This document is a Request for Information (RFI) issued by the U.S. Coast Guard's C5I Service Center seeking vendor input on modernizing an existing RF matrix control system (MCU-8). The RFI aims to gather industry insights on solutions for remotely controlling and monitoring RF switches, with a focus on modern control software platforms, hardware interfaces, networked control capabilities, automation features, and scalability options. The Coast Guard is specifically interested in replacing their legacy RF Matrix Control Unit, which currently manages RF switches through keypad entry and video display of matrix status.

Key submission details include a response due date of October 26, 2025, at 1400 EST, with responses to be submitted electronically to Gregory.J.Ducker@uscg.mil. Vendors are requested to provide comprehensive information including company details, proposed solution specifics, rough order of magnitude cost estimates, technical specifications, implementation considerations, and references. The RFI emphasizes that this is an information-gathering exercise only, with no intention to award a contract, and respondents will not be compensated for their submissions. The total response should not exceed 5 pages and be submitted in PDF format.

REQUEST FOR INFORMATION (RFI)

RFI Number: 70Z04426QCMPL0001 Title: Potential Solutions for Modernizing RF Matrix Control System (MCU-8) Agency: US Coast Guard, C5I Service Center, CG-C5I-C31 Date Issued: September 26, 2025 Response Due Date: October 26, 2025

1.0 INTRODUCTION

The U.S. Coast Guard is seeking information from qualified vendors regarding potential solutions for modernizing or replacing an existing RF matrix control system also known as an MCU-8 system. This RFI is for informational and planning purposes only and does not constitute a solicitation for bids, proposals, or quotations. The Government does not intend to award a contract based on this RFI. Responders will not be paid for any information provided.

2.0 BACKGROUND

The Agency currently utilizes a system for remotely controlling and monitoring RF switches in a matrix configuration. The existing system, referred to internally as the "Legacy RF Matrix Control Unit," provides the following key functionalities:

· Remote control of RF Strip Line Switches (similar to Model SLS-4M, Model SLS-5M, and Model SLS-7M). Note that actual switch models in use may vary.

· Keypad entry of matrix control commands.

· Video display of the matrix status, either as a schematic diagram of RF paths (for matrices up to 16 inputs x 20 outputs) or a tabular listing of transmitter and antenna connections (for larger matrices or multiple matrix systems).

The Agency is seeking information on modern solutions that can provide equivalent or enhanced capabilities, addressing potential obsolescence of existing hardware and enabling improved performance, scalability, and security.

3.0 OBJECTIVES

The objective of this RFI is to gather information from industry regarding available technologies, solutions, and best practices for RF matrix control systems. The Agency is interested in learning about:

· Modern control software platforms suitable for managing RF switch matrices.

· Hardware solutions for interfacing with RF switches (both legacy and modern types).

· Networked control and monitoring capabilities, including remote access and security considerations.

· Automation features for streamlining switch operations.

· Scalability options to accommodate future growth in matrix size and complexity.

· Integration capabilities with existing network management systems (details available upon request, subject to appropriate Non-Disclosure Agreements).

· Estimated costs associated with potential solutions, including software licenses, hardware purchases, installation, training, and ongoing maintenance.

4.0 INFORMATION REQUESTED

Respondents are requested to provide the following information:

· 4.1 Company Information:

· Company name, address, and point of contact (name, phone number, and email address).

· Brief description of your company's capabilities and experience in RF matrix control systems.

· Provide size standards if available (ie Large Business, SB, set-aside)

· Any relevant certifications or qualifications.

· 4.2 Proposed Solution:

· Please provide any strategic vehicles (GWAC Contracts) that could support the required solution as listed.

· Description of your proposed solution, including hardware and software components.

· Explanation of how the proposed solution addresses the functionalities of the legacy system (remote control, status display, etc.).

· Details on the types of RF switches supported by your solution.

· Information on network connectivity options and security features.

· Discussion of scalability and future expansion capabilities.

· Information on any integration capabilities with other network management systems.

· Details on the user interface and ease of use of the proposed solution.

· 4.3 Cost Information:

· Rough order of magnitude (ROM) cost estimate for a system that supports a matrix size of [Specify Matrix Size, e.g., 32x32]. Include costs for software, hardware, installation, and training.

· Information on ongoing maintenance and support costs.

· 4.4 Technical Specifications:

· Provide relevant technical specifications for the proposed hardware and software components.

· Include information on power requirements, environmental operating conditions, and physical dimensions.

· 4.5 Implementation Considerations:

· Describe the typical implementation process for your solution, including required resources and timelines.

· Potential lead time and rollout capability

· Highlight any potential challenges or risks associated with implementation.

· 4.6 References:

· Provide a list of relevant past performance references, including contact information. (Note: The Government may not contact all references.)

· 4.7 Support Questions

· Provide screenshots or a link to a demo video illustrating the system's user interface, specifically highlighting the methods for displaying matrix status (schematic diagram or tabular listing). Describe the features included to streamline common operational tasks, such as creating predefined switching patterns, automating routine operations, or managing user access and permissions. Explain how your user interface minimizes the potential for operator error and supports efficient troubleshooting.

· Assuming the system will eventually control a matrix size of [Repeat the Matrix Size from Section 4.3], what is the maximum latency (measured from initiation of a control command to confirmation of successful switch operation) that can be expected in the worst-case scenario (e.g., under high network load)? Also, describe the system's scalability limitations, specifying the maximum number of switches, users, and concurrent operations it can handle. What architectural changes, if any, would be required to support a matrix? Provide benchmarks, if available, that support your claims.

· For the RF switches described in Section 2.0 of the RFI (and modern equivalents), provide a detailed list of switches that are fully supported by your proposed solution, specifying the exact model numbers and any limitations or known compatibility issues. Furthermore, describe the command structure used to control these switches, including example commands for common operations such as setting a specific path or querying the switch status. Explain the method used to determine if a switch model not on the list is supported by your solution.

5.0 RESPONSE FORMAT

Responses should be submitted in electronic format (PDF preferred). The total response should not exceed 5 pages including cover sheet and table of contents, excluding company brochures or marketing materials. Font size should be no smaller than 12 point.
