Summary: City of Long Beach Request for Information HE-24-416
This is a Request for Information (RFI) issued by the City of Long Beach seeking market intelligence on compact mobile food carts from qualified manufacturers and sellers. The RFI was released on March 29, 2024, with responses due by April 12, 2024, at 11:00 AM Pacific Time via the LongBeachBuys.com electronic bidding platform. The City is gathering information to support its "Sidewalk to Success" program, which aims to provide compact mobile food carts to eligible sidewalk vendors in compliance with California's newly legalized sidewalk vending regulations that took effect January 1, 2023. The RFI seeks carts capable of vending multiple food types including fruit, ice cream, corn, hot dogs, tamales, grilled foods (with and without raw meat), churros, shaved ice, and coffee. Respondents are requested to provide information on cart types, compliance with California Health and Safety Code requirements, pre-approvals from health jurisdictions, pricing structures, and order fulfillment timelines, specifically the ability to deliver within one month after receipt of order.
Respondents should provide comprehensive pricing information including unit costs, shipping fees to Long Beach, additional delivery fees, warranty costs, and total fully-loaded costs. The RFI explicitly states this is not a binding contract opportunity and does not constitute a Request for Proposals; no contracts will be awarded directly from this RFI, and all response costs are the sole responsibility of respondents. The City reserves the right to use the information gathered to determine the best procurement method for acquiring multiple compact mobile food carts and may issue a subsequent solicitation through its electronic bid notification system. Contact for the RFI is Abraham Torres at rfppurchasing@longbeach.gov or (562) 570-6200.

1 The Opportunity
1.1 Project Summary
The City of Long Beach is requesting information from qualified compact mobile food cart manufacturers and sellers that may be interested in selling carts to the City. The regulatory landscape of sidewalk vending is changing quickly, with California state law Senate Bill 946 Safe Sidewalk Vending Act, decriminalizes sidewalk vending in California and Senate Bill 972 California Retail Food Code allowing sidewalk vendors to easily obtain health permits already in effect as of January 1, 2023, and Long Beach’s ordinance containing public health and safety standards went into effect as of February 26, 2024. The City is rolling out several programs aimed at supporting sidewalk vendors to come into compliance with the new regulatory landscape, including a program that will provide compact mobile food carts to eligible vendors to support their compact mobile food operation (CMFO) while supplies last.
The purpose of this Request for Information (RFI) is to better understand the market for carts and CMFOs
(see Exhibit A for definitions). The City seeks to learn more about compact mobile food carts that meet the following specifications:
• Provide the ability to serve a variety of packaged and unpackaged types of food that current and potential sidewalk vendors are interested in vending.
• Follow all requirements of applicable health codes and have been pre-approved by any environmental health jurisdiction in California.
In particular, the City would also like to understand the following information:
• Market rate/pricing
• Order fulfillment timelines
1.2 Goals

o Support sidewalk vending entrepreneurs to fully participate in the newly legalized arena; and o Reduce cost barriers for sidewalk vendors to become licensed and operate in compliance with new regulations, particularly California’s Health and Safety Code.
The City seeks information about carts that meet the following standards:
• Meet all requirements of California’s Health and Safety Code and have been pre-approved by any health jurisdiction in California (see Exhibit A)
