About this file
This is a Request for Information (RFI) issued by the Defense Information Systems Agency (DISA) for market research purposes regarding commercially available turnkey Wireless Intrusion Detection Systems (WIDS). DISA seeks a comprehensive end-to-end solution that continuously monitors the radio frequency spectrum from 70 MHz to 6 GHz, including Wi-Fi, Bluetooth, cellular, and Internet of Things protocols. The system must be 100% passive with zero RF emissions, operate in a completely air-gapped offline environment without cloud connectivity, provide real-time threat detection and geolocation capabilities on digitized 2D or 3D facility floorplans, maintain 95% system uptime, and comply with ICD 705 acoustic/RF shielding standards and Trade Agreements Act requirements. The solution must also include site validation surveys, system engineering design supporting DISA's authority to operate (ATO) process, procurement, installation, configuration, testing, validation, and training services.
Interested parties must submit white paper responses no later than June 26, 2026, at 2:00 p.m. EST to the designated DISA contacts. Responses are limited to five single-spaced pages using 12-point font with one-inch margins and cannot exceed 5 MB. Submissions should address corporate capabilities including CAGE code, relevant contract vehicles (ENCORE III, SETI, GSA OASIS, ALLIANT II, VETS II, STARS III, NASA SEWP V, and others), facility clearances, CMMC levels, and original equipment manufacturer certification status, along with detailed descriptions of the proposed WIDS solution or equivalent alternatives that meet at least five of the minimum technical characteristics. Questions must be submitted in writing by June 12, 2026, at 12:00 p.m. EST. This RFI is for information and planning purposes only and does not constitute a commitment to issue a subsequent solicitation or award a contract. Responses become Government property and will not be returned.

REQUEST FOR INFORMATION
The Defense Information Systems Agency (DISA) is seeking information from industry to assist with the development and planning of a potential new requirement.
THIS IS A REQUEST FOR INFORMATION (RFI) NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS (RFP). NO SOLICITATION IS AVAILABLE AT THIS TIME.
1. Overview: In an evolving and ever-increasing complicated technologically advanced environment, DISA is conducting market research into commercially available turnkey Wireless Intrusion Detection Systems (WIDS). The WIDS solution must continuously monitor the Radio Frequency (RF) spectrum and be capable of continuously scanning, detecting, geolocating, and alerting of unauthorized wireless emissions and Portable Electronic Devices (PEDs) for an entire facility. Expectations for this effort include a site validation survey, system engineering design supporting the DISA authority to operate (ATO) process, procurement and testing of all necessary components (hardware, software, etc.), installation services, system configuration, system testing & validation, and training services. The resulting system must provide security personnel with real-time situational awareness of the RF environment, effectively extending the physical security perimeter into the wireless domain to prevent unauthorized data transmission, bridging, or eavesdropping within high-security areas.
2. Scope of Effort: The scope of the effort includes the following:
a. Site Survey & Engineering Design Validation
b. System Procurement
c. System Installation
d. System Configuration
e. System Testing & Validation
f. System Training
3. Technical Characteristics: The fully comprehensive end-to-end WIDS must meet the following minimum requirements:
a. Frequency: System must continuously monitor the 70 MHz to 6 GHz radio frequency spectrum with full-spectrum visibility including but not limited to Wi-Fi (802.11 a/b/g/n/ac/ax), Bluetooth, Bluetooth Low Energy, cellular ((GSM, CDMA, UMTS, LTE, 5G), and Internet of Things protocols (such as Zigbee and Z-Wave).
b. Monitoring: System must be 100% passive with zero RF emissions. System must comply with ICD 705 acoustic/RF shielding standards. System must provide 24/7 monitoring of the RF spectrum for the facility.
c. Power & Connectivity: System must hardwired. No wireless connectivity is authorized.
d. Threat Detection & Location: System must be able to immediately identify the room or zone that a device is in and individually distinguish a single device transmitting a radio frequency signal from surrounding devices. The location data must be displayed in real-time on a digitized, scaled 2D or 3D floorplan of the facility. System must simultaneously scan all radio frequencies and be able to detect both ends of Bluetooth pairing. The system must provide context enabling the Government to assign various levels of risk.
e. Air-Gapped Operation: The entire system must function at 100% capacity in a completely air-gapped offline environment. The system must not require a “cloud” connection or external telemetry “phone-home” capability for standard operations or threat detection.
f. Geofencing / Whitelisting – System must allow for custom geofenced zones and must be able to whitelist various devices.
g. Audit & Forensics – System must maintain a complete record of wireless activity with records going back at least 90 days prior.
h. System Availability: System must have a 95% uptime, excluding scheduled maintenance windows.
i. Compliance – Hardware must be Trade Agreements Act (TAA)-compliant and approved for use within Department of War National Security Systems. Must strictly adhere to National Defense Authorization Act Section 889 prohibitions.
4. Requested Information: DISA is requesting the following information be provided by respondents:
a. Corporate capabilities and clearances.
i. Company name and address
ii. Name of company representative and their business title;
iii. Small Business Socio-economic status (if small);
iv. CAGE Code;
v. Prime contract vehicles; to include ENCORE III, SETI, NIH CIO-SP4, NASA SEWP V, General Service Administration (GSA): OASIS, ALLIANT II, VETS II, STARS III, MAS (including applicable SIN(s), groups or pools), or any other Government Agency contract vehicle that allows for decentralized ordering;
vi. Facility clearance and your capacity to provide cleared personnel for engineering and installation tasks;
vii. CMMC level; and
viii. Original Equipment Manufacturer Certification Status.
b. Potential WIDS solution that meets the minimum technical characteristics described in paragraph 3; or
c. Any similar WIDS solution that meets five or more of the minimum technical characteristics described in paragraph 3. Deviations from the minimum requirements must be specifically listed.
RESPONSE GUIDELINES:
Interested parties are requested to respond to this RFI with a white paper. Submissions cannot exceed five (5), single spaced, 12-point type with at least one-inch margins on 8 1/2” X 11” page size. The response should not exceed a 5 MB e-mail limit for all items associated with the RFI response. Responses must specifically describe the contractor’s capability to meet the requirements outlined in this RFI. Oral communications are not permissible. SAM.gov will be the sole repository for all information related to this RFI.
