Questions and Answers Document Summary
This is a Questions and Answers (Q&A) document from a Request for Information (RFI) phase regarding a Wireless Intrusion Detection System (WIDS) solution for federal government facilities. The document addresses three substantive inquiries from potential vendors.
Project Scope and Location: The WIDS solution targets government facility(ies) on the East Coast within the Continental United States. The government will disclose exact performance locations only to cleared offerors during the formal RFP phase, citing Operational Security (OPSEC) constraints that prohibit release of specific physical addresses, room numbers, and digitalized floor plans during the RFI market research phase. The solution must cover a minimum of 50,000 square feet and should be capable of standard commercial-off-the-shelf turnkey installations that can cover multi-floor office spaces or building-wide solutions.
Security Clearance Requirements: The exact security clearance level remains under finalization. The government will not sponsor either Facility Clearance (FCL) or personnel security clearances (PCL); however, an active FCL will be required for the prime contractor at award. Uncleared vendors with strong technical capabilities are encouraged to submit RFI responses and may pursue teaming agreements, joint ventures, or subcontracting arrangements with cleared defense contractors for any future formal solicitation. This RFI is intended as market research to identify optimal technical solutions regardless of current clearance status.

REFERENCE QUESTION ANSWER
1 General Can the government provide any insight as to the targeted location of the potential WIDS solution?
The targeted location(s) for the potential WIDS solution is/are Government facility(ies) located within the Continental
United States - East Coast. Exact performance locations will only be disclosed to cleared offerors during the formal RFP phase. Due to OPSEC constraints, specific physical facility addresses, room numbers, and digitalized floor plans will not be released during this market research/RFI phase.
2 General Can the government provide any insight as to estimated size of the targeted location of the potential
WIDS solution?
For the purpose of RFI capability statement, vendors should assume standard commercial-off-the-shelf turnkey installations capable of covering standard multi-floor office spaces or building-wide solutions. Any WIDS solution should at a bare minimum cover at least 50,000 sq. ft.
Security
Clearance
The RFI is asking for "corporate clearances" and "facility clearance and your capacity to provide cleared personnel for engineering and installation tasks." Is the security clearance requirement a hard requirement for this RFI, or if there would be any possible opportunity that our technical staff could be sponsored for clearance application if and when a formal solicitation is released?
The exact security clearance level required for this effort is still being finalized. However, the Government does not intend to sponsor a Facility Clearance (FCL) or personnel security clearances (PCL). An active FCL will be a requirement for the prime contractor at the time of award.
However, uncleared vendors are still highly encouraged to submit capability statements in response to this RFI. This
RFI is for market research to identify the best technical solutions available. Vendors without active clearances who possess strong technical capabilities are encouraged to respond, and should explore teaming agreements, joint ventures, or subcontracting arrangements with cleared defense contractors for any future formal solicitation.
