About this file
This is a Request for Information (RFI) issued by the Internal Revenue Service (IRS) Taxpayer Services division regarding the Enterprise File Storage (EFS) Program Expansion. Released June 24, 2026, with responses due July 8, 2026 at 10:00 AM EST, the RFI seeks market research on firms capable of providing program support services for the ongoing development, testing, maintenance, and enhancement of the EFS Digitization/Pega Platform. The Government's acquisition strategy has not yet been determined, though it intends to post the opportunity on SAM.gov, NASA SEWP, and GSA, with preference for established Government-wide acquisition vehicles. This is explicitly not a solicitation for proposals, offers, or quotes, and responses cannot be accepted to form binding contracts. All response costs are the responsibility of the responding party.
Respondents must submit PDF-format responses of no more than 12 pages using 11-point font, with a maximum file size of 10 MB, via email to Contracting Officer Tonitta Jones (tonitta.l.jones@irs.gov). Responses are divided into two parts: Part I requires company profile information including SAM.gov UEI, business size/classification, technical points of contact, relevant GSA or GWAC contracts, employee count, and recommended NAICS and Product Service Codes; Part II requires capability information addressing company experience with Pega implementations, modernization of legacy federal Pega applications, relevant project examples from the past five years, Pega certifications held, enterprise case management experience, low-code/no-code with Process AI integration experience, subcontracting possibilities, technical approach to modernization, testing and compliance methodology, cloud deployment experience, pricing recommendations (FFP, LH, hybrid), and assessment of whether the draft requirements document contains sufficient information for pricing and future solicitation response. The Government reserves the right to use non-proprietary technical information in resultant solicitations and may contact vendors for additional information, though no obligation exists to acknowledge receipt or provide feedback.
