Request For Information/Sources Sought
Introduction/Background
The Department of State has a requirement to procure worldwide Conventional Weapons Destruction (CWD) services in support of the Bureau of Political and Military Affairs’ Office of Weapon Removal and Abatement (PM/WRA). This program strengthens peace, security, and stability across the globe by providing tools that reduce the threats posed by landmines and explosive remnants of was as well as the likelihood of illicit trafficking of weapons and ammunition. This sources sought notice seeks full and open competition. However, this notice is also issued for the purpose of determining the availability and technical capabilities of at least two qualified small businesses, woman-owned small businesses, veteran-owned small businesses, service-disabled veteran owed small businesses, or HUBZone small businesses capable of providing the required services.
CWD is a foreign assistance program which comprises two main lines of effort: 1) Humanitarian Mine Action (HMA), and 2) Small Arms/Light Weapons (SA/LW) threat reduction. HMA assistance includes clearance of landmines and explosive remnants of war (ERW; e.g. unexploded ordnance, improvised explosive devices, and abandoned ordnance); non-technical and technical survey to identify land contaminated by landmines and ERW; explosive ordnance risk education (EORE) for civilian populations vulnerable to the threats posed by landmines and ERW; medical, rehabilitative, psycho-social, and vocational assistance to survivors of landmine and/or ERW accidents; and capacity building for host nation governments to conduct survey, clearance, and EORE activities independent of sustained U.S. assistance programming.
SA/LW threat reduction assistance includes helping host nation security forces to differentiate obsolete, aging, unstable, and excess munitions from usable stockpiles; destroying obsolete/aging/unstable/excess munitions; strengthening munitions stockpile facilities with enhanced security measures and other physical infrastructure improvements; developing basic munitions inventory control systems; and building sustainable host government capacity in physical security and stockpile management (PSSM).
Scope
The U.S. Department of State provides CWD assistance to more than three-dozen countries globally. The selected contractor may be required to deliver any/all aspects of CWD assistance in any country at time. CWD operations are typically executed in remote, challenging, and inhospitable environments, sometimes under semi-permissive security conditions. The selected contractor will be responsible for independently arranging all logistics necessary to execute the required work; the contractor shall not assume the ability to tap into existing U.S. government logistics capabilities, such as U.S. military airlift or ground transport networks, diplomatic pouch courier services, U.S. Government information management systems, etc. The selected contractor must also be capable of recruiting, evaluating, training, and deploying local/third-country foreign nationals to perform required CWD tasks and complying fully with all local labor laws, regulations, and requirements. Additionally, all HMA-related work must be executed in strict adherence to the International Mine Action Standards (IMAS) and host nation mine action standards.
PM/WRA advances U.S. foreign policy priorities through the development and implementation of comprehensive solutions to the security challenges and harmful humanitarian effects caused by the illicit proliferation of conventional weapons of war, and the existence of public hazards from such weapons following cessation of armed conflict. Conventional weapons and munitions addressed by PM/WRA include but are not limited to landmines, unexploded ordnance (UXO), abandoned ordnance (AO), SA/LW, and advanced conventional weapons such as man-portable air defense systems (MANPADS) and anti-tank guided missiles (ATGMs). If encountered, suspected chemical, biological and radiological items or any other item including large conventional weapons would also be included. The Office strives to limit the access of terrorist or criminal groups to such weapons and munitions. At the same time, by addressing acute humanitarian needs, this Office demonstrates the United States commitment to a set of values that respects human life. The Office works closely with other U.S. Government agencies as well as non-governmental organizations, international organizations and private enterprises.
Replacement for key personnel must be provided within 14 days of position vacancy and all other vacancies must be filled within 30 days of position vacancy.
