(a) Basis of Award: This is a best value (Lowest Price Technically Acceptable) competition conducted in accordance with FAR Parts 12 and 13 as supplemented by the DFARS and SOFARS. The Government will evaluate the vendor’s quote to determine whether it satisfies the minimum requirements for successful agreement performance. To be considered for award, vendor quotes must pass qualifying criteria, receive an “acceptable” technical capability rating for Factor 1, and price will be evaluated to determine that it is fair and reasonable IAW FAR Part 13. All qualifying criteria are evaluated on a pass/fail basis. Technical Capability will be evaluated on an acceptable/ unacceptable basis in accordance with the RFQ. Price will be evaluated for reasonableness and balance. It is the Government’s intention to award a Multiple Award Blanket Purchase Agreement(s) to up to three (3) vendor(s) whose quote represents the Lowest Price Technically Acceptable (LPTA) quote. As a basis for award, trade-offs between price and non-price factors are NOT permitted.

1. Qualifying Criteria- Information submitted for the qualifying criteria will be evaluated to determine if the quote meets the definitions below to “pass.” If the offeror fails any of the qualifying criteria, they shall “fail” to qualify and shall not be further evaluated.

The vendors will be assessed as passed if the minimum requirements definitions below have been met:

a. Fully Executed Quote and Contract Forms. The vendor indicated that it is eligible for a government contract based on the offeror’s responses to the representations, certifications. Vendor provided all required contract forms and attachments, and other statements required by the RFQ, including acknowledging any amendments.

b. Service-Disabled Veteran Owned Small Business. The vendor has demonstrated that it is a SDVOSB Business under NAICS 611710 “Educational Support Services” at the time of quote submission. For Joint Ventures, all parties to the Joint Venture have adequately demonstrated that they possess a TOP SECRET FCL as accredited by the DCSA at the time of quote submission. A TOP SECRET facility clearance is not required for the Joint Venture (JV) itself if the Offeror is an unpopulated JV and all members of the JV possess a TOP SECRET FCL.

e. Cyber Security- The prime vendor AND any subcontractors/teaming partners demonstrate(s) a minimum Basic Confidence Level score of 110 in the Supply Risk Performance System (SPRS) NIST SP 800-171 Assessment. Figure 1:

Rating Description Acceptable Quote meets the minimum requirements of the RFQ.

Unacceptable Quote does not meet the minimum requirements of the RFQ.

3. Factor 2: Price- As authorized under FAR Subpart 13, Simplified Procedures will be used to evaluate quotes and award the BPA(s). Quotes will be evaluated for reasonableness and balance as described below.

a. Reasonableness: Reasonableness will be determined by comparing the vendor’s total price to the total prices proposed by other vendors, inclusive of all ordering periods and travel combined. If only one technically acceptable offer is received, reasonableness will be determined by comparing the vendor’s proposed price to the Independent Government Estimate (IGE), market research, or any other practical basis in accordance with FAR 13.106-3(a)(2). A price is reasonable if, in its nature and amount, it does not exceed that which would be incurred by a prudent person in the conduct of competitive business.

Price will be determined to be fair and reasonable IAW FAR 13.106-3.

i. Travel: The Government will provide a plug figure for all travel CLINS and vendors may submit their proposed travel G&A. If the offeror proposes a G&A, the proposed G&A will be added to the Governments plug figure and evaluated for reasonableness.

b. Balance: The Government may determine that an offer is unacceptable if the annual ordering periods are significantly unbalanced. Balance will be evaluated IAW FAR 13.003(c)(1)(ii) utilizing procedures in FAR 15.404-1(g).

3.1 Price Sheet Submission: Price shall be quoted in accordance with the CLIN structure provided in Attachment 001 – Price Sheet. The unit price shall include a firm fixed price for each priced CLIN. For evaluation purposes the Government will use a plug figure of $25,000 for each Travel CLIN and any proposed G&A.
