About this file
This is a Request for Special Procurement (SP) filed by the Department of Administrative Services, State Procurement Services (DAS SPS) on January 30, 2026. The procurement seeks to extend a sole source contract for Community Information and Referral Services (211Info) that link individuals and families to vital community services throughout Oregon. The services include basic human needs resources, physical and mental health resources, work support, non-English language access services, support for older Americans and persons with disabilities, and children, youth, and family support. The contract is requested for a ten-year term from June 30, 2026 through June 30, 2036. The procurement will be advertised through OregonBuys and allows for a seven-day protest period during which other firms may demonstrate capability to provide equivalent services. The special procurement notice will serve as the primary advertisement and notification mechanism to the vending community.
The total estimated cost of this procurement exceeds $5 million based on spending since the original 2015 contract was issued. DAS SPS designates 211Info as the incumbent and sole source provider, as it is recognized by the Federal Communications Commission as the only entity authorized to provide community referral services through the 211 phone number in Oregon. The justification for special procurement cites the FCC designation and the continuity of essential services provided since 2015 to multiple state agencies including the Department of Human Services, Department of Early Learning, Agriculture, and Oregon Emergency Management, as well as city and local governments. DAS SPS reserves the right to evaluate and potentially award contracts to additional providers offering similar services. The awarded contract will not be amended if a protest is submitted and sustained.

DAS SPS is requesting Contract DASPS-2431-15 to be extended for an additional 10 years. This Contract is still a sole source service. The Department of Justice has asked that we restate the Sole Source.
b. Background:
February 26, 2015, DAS SPS issued Sole Source DASPS-2368-15. This was issued to meet the needs of multiple agencies in the state like, Oregon Department of Human Services, Department of Early Learning, Agriculture, city and local governments, and Oregon Emergency Management.
211 typically works a bit like 911. Calls and texts to 211 are routed by the local telephone company to a local or regional calling center. The 211 center’s referral specialists receive requests from callers, access databases of resources available from private and public health and human service agencies, match callers’ needs to available resources, and link or refer callers directly to an agency or organization that can help.
Types of Referrals Offered by 211
• Basic Human Needs Resources – including food and clothing banks, shelters, rent assistance, and utility assistance.
• Physical and Mental Health Resources – including health insurance programs, Medicaid and Medicare, maternal health resources, health insurance programs for children, medical information lines, crisis intervention services, support groups, counseling, and drug and alcohol intervention and rehabilitation.
• Work Support – including financial assistance, job training, transportation assistance, and education programs.
• Access to Services in Non-English Languages – including language translation and interpretation services to help non-English-speaking people find public resources (foreign language services vary by location).
• Support for Older Americans and Persons with Disabilities – including adult day care, community meals, respite care, home health care, transportation, and homemaker services.
• Children, Youth and Family Support – including childcare, after-school programs, educational programs for low-income families, family resource centers, summer camps and recreation programs, mentoring, tutoring, and protective services.
c. Current Need:
Currently, this contract is used by multiple agencies (see above in Section b.) to share critical information with Oregonians. The spend since this contract was issued is over $5 million dollars.
d. Proposed Contracting Procedure:
This Special Procurement Notice will be issued through OregonBuys and serve as advertisement and notice to the vending community. The notice will include a provision that any affected person may protest the approval of the Special Procurement. DAS SPS will respond to and resolve protests, if any. If no protests are received and sustained, DAS SPS will proceed with extending the current 211infor Contract.
If a firm believes it can provide the same level of services within the same deadline as described in the notice, it must notify the Sole Point of Contact in writing within the 7-day posting period of the notice as follows: Any such firm must clearly document its capability of providing the services referenced in the notice, have the required experience, and demonstrate its ability to implement solutions on similar scale to DAS SPS’s current need as set forth in this Special Procurement. If no other firms can provide the required services, DAS SPS will proceed with extending the current 211infor Contract.
If a contract amendment is determined to be necessary in order to extend the term of the resulting contract beyond what is listed in the section above DAS SPS, to amend this Special Procurement. The awarded contract will not be amended if a protest is submitted and sustained.
Contract Period: Any resultant contract will have available the term (including any extensions) described in this Special Procurement.
11. Justification for use of Special Procurement: Describe the circumstances that justify the use of Special Procurement. Attach relevant documentation.
211info, is recognized by the FCC as the only phone number able to be used for this service. Since 2015, 211infor provided essential assessment-related services to Oregonian and thy are positioned to continue this urgent work. See attached from the FCC.
12. Findings to Satisfy the Required Standards: This proposed special procurement:
X (a) will be unlikely to encourage favoritism in the awarding of public contracts or to substantially diminish competition for public contracts because:
Extending the contract with 211inbfo is unlikely to encourage favoritism and will not have a negative effect on competition for this scope of work, 211Info is the only vendor that is able to provide community referral services through the FCC in Oregon. Through this Special Procurement, 211info would provide the necessary, services described in this Special Procurement for State agencies and ORCPP’s, in order to serve the public’s needs.
and
______ (b)(i) will result in substantial cost savings to the contracting agency or to the public because:
or
X (b)(ii) will otherwise substantially promote the public interest in a manner that could not practicably be realized by complying with the requirements of ORS 279B.055, 279B.060, 279B.065, or 279B.070, or any rules adopted thereunder because:
Procuring 211’s services through this Special Procurement would allow State Agencies and ORCPP’s to meet an immediate or ongoing need for technical assistance to access critical services needed during an emergency, weather-related shelter information, ongoing childcare, SNAP information and more. DASPS seeks to ensure these services are available for agencies or ORCPP’s to use.
DAS PS will review the services and evaluate use by the state agencies of companies providing similar services and possibly award a contract to another provider as well
