About this file

This is a Request for Special Procurement (SP) filed by the Department of Administrative Services, State Procurement Services (DAS SPS) on behalf of State of Oregon Agencies, Oregon Cooperative Purchasing Program (OrCPP) members, and other authorized purchasers. The procurement seeks to amend an existing Price Agreement (PA No. DASPS-2431-15) with 211INFO, an Oregon non-profit corporation, to continue providing Community Information and Referral Services that link individuals and families to vital community resources throughout Oregon. These services include referrals for food and clothing, shelter, rent and utility assistance, health insurance and medical information, financial assistance and job training, language translation services, elderly care services, and childcare and educational programs. The contract amendment will extend the current agreement for an additional ten years, from July 1, 2026 through June 30, 2036.

The total estimated cost of the extended contract exceeds $5 million, representing cumulative spending since the original Price Agreement was issued in February 2015. 211INFO was originally selected through a Sole Source Determination because it is recognized by the Federal Communications Commission (FCC) as the only entity authorized to provide community referral services through the 211 phone number in Oregon. This special procurement is justified under Oregon Revised Statute 279B.085 because the services are uniquely available only from 211INFO and are essential for state agencies to meet immediate and ongoing needs for technical assistance and critical services access during emergencies, weather-related situations, and ongoing community support. DAS SPS will publish notice of the approved special procurement on OregonBuys for a seven-calendar-day protest period, after which the amendment will proceed pending legal sufficiency approval from the Oregon Department of Justice.
