416 SCMS SAMPLE TASK
26 September 2023
Avionics Intermediate Shop Product Support Integration
(AIS/PSI)
Statement of Objectives for:
416 SCMS Representative Task
Prepared By:
416 SCMS/GUMAA
6070 Gum Lane Bldg. 1213
Hill AFB, UT 84056-5825
1.0 Background
The Avionics Intermediate Shop (AIS) Systems Sustainment Program, located in the 416 Supply Chain Management Squadron (SCMS), utilizes a Product Support Integrator (PSI) to ensure operational capability of Advanced Computer Avionics Intermediate Shop (AdC AIS), Improved Avionics Intermediate Shop (IAIS), Versamodule Extensions for Instrumentation Improved Avionics Intermediate Shop (VXI-IAIS), and Rackmount Improved Avionics Intermediate Shop (R-IAIS) test systems worldwide by providing system-level support for systems engineering, integration, problem resolution, sustainment, and procurement activities. AIS Systems consist of Automatic Test Equipment (ATE), ATE components, Test Program Sets (TPSs), and ancillary Support Equipment (SE) hardware and software. These systems are used by the United States Air Force (USAF) and European Participating Air Force (EPAF) / Foreign Military Sales (FMS) customers throughout the world to perform fault diagnostic testing and repair of F-16 Line Replaceable Units (LRUs). These systems are critical in order to meet warfighter requirements and rapidly return faulty LRUs to operational condition. To ensure that requirements are fulfilled in the most cost-effective and timely manner possible, the 416 SCMS utilizes a PSI to develop, test, integrate, and provide logistics and engineering sustainment support.
2.0 Purpose
The purpose of this Statement of Objectives (SOO) is to solicit a proposal for the 416 SCMS that will result in a Firm Fixed Price (FFP) Performance Based Task Order for on-site and off-site contractor technical services in support of AIS System Sustainment Program activities, to include software and hardware sustaining engineering technical support as well as system integration software maintenance.
3.0 Scope
The Scope of this effort is to obtain AIS/PSI services for AIS system-level software integration maintenance and sustaining engineering technical support for system hardware and software sustainment requirements. Support shall be provided on-site and off-site at government and contractor locations, as well as F-16 field locations worldwide, on behalf of 416 SCMS requirements. The scope of this effort also includes providing programmatic technical support throughout the entire Period of Performance.
This Task Order shall:
• Obtain AIS/PSI technical services.
• Provide the proper skill-set mix, and number of on-site and off-site Full Time Equivalent
(FTE) personnel for this effort with knowledge, experience, and expertise in Automatic Test System (ATS) software and hardware, and system integration software maintenance.
o 9 FTE AIS/PSI personnel - Hill AFB o ½ FTE OEM TPS personnel – Ft. Worth, TX
• Provide all necessary supplies, spares, tools, test equipment, consumables, hardware, software, automatic data processing equipment, data/documentation, and other applicable services, in the most cost-effective/efficient manner, ensuring that the requirements for purchasing materials and other ODCs (to include travel and subcontracted labor) are in full compliance with the terms and conditions of the core Performance Work Statement (PWS).
• Provide Program Management (CDRL A001, DI-MGMT-80227/T).
• Obtain sufficient rights in technical data, both software and hardware, such that the
Government can maintain and modify the equipment using government personnel and third-party contractors as required now, and in the future, as applicable.
4.0 Period and Place of Performance
• The Period of Performance for this effort is 12 months.
• Work shall be performed at Hill AFB, UT; end user facilities, and contractor facilities.
