Question #Solicitation Section or PageReferenceQuestionAnswer
1Section M4.1.4.2 – 4.1.4.5 states ‘the Government intends to compare each Offeror’s proposed total compensation by labor category to the incumbent bidder’s 2025 rates in the predecessor contract as the basis of consideration (and potential disqualification)’. Further Section M states that being below the predecessor contract 2025 total compensation in any labor category “may represent an unrealistically low compensation which may indicate lack of sound management judgement and lack of understanding of the requirement.”Since only the incumbent offeror would have knowledge of these compensation rates and not meeting the minimum of these rates may be considered to be “a failure to comprehend the complexity of the contract requirements”, would the Government please consider providing the following information within the solicitation documents to ensure equal access for all offerors?1. Total compensation (direct labor and fringe) CY 2025 rates on the predecessor contract by labor category (on-site and offsite). 2. Additional information on the basis for the determination that the predecessor contract CY 2025 total compensation rates are representative, fair, and realistic for the successor contract. In any acquisition where there is an incumbent, they have an inherent advantage that cannot be controlled.1. The total compensation (direct labor and fringe) CY 2025 rates from the predecessor contract are proprietary to the contractor. These rates are not releasable.2. The predecessor contract CY 2025 rates were determined fair and reasonable through competition and were evaluated based upon the evaluation factors of the previous acquisition.
2Section L2.1.6 Approved Accounting and Purchasing Systems: As portions of this contract will be other- than fixed price, the Offeror must provide evidence of an approved accounting and purchasing system for themselves and any sub-contractors who will be issued other-than fixed price subcontracts. The Offeror shall indicate whether the accounting or purchasing systems are government approved and if so, provide evidence of such approval.Would it be acceptable for the prime to have a Government approved accounting system, but not a Government approved purchasing system or is a purchasing system required by the prime (even if no subcontractor utilization will occur)?accounting system, but not a Government approved purchasing system or is a purchasing system required by the prime (even if no subcontractor utilization will occur)? If an Offeror has a Purchasing system, but not Government approved, would that be deemed as acceptable to meet the requirements of Section L.2.1.6?An approved purchasing system will ensure that the contractor’s purchasing policies and practices are efficient and provide adequate protection of the Government’s interest.

If the contractor does not have an approved purchasing system has a review of the system by DCMA/DCAA been requested or initiated?

3Are contractor-owned facilities required for this solicitation or would it be acceptable for offerors to propose all work at the Government location? The availability of space at the Government location is limited to the “key personnel” as listed in the solicitation.
4If work is required at contractor facilities, is there any requirements of certification of the facility being utilized, required as part of our proposal submission? The DD254 attached to the solicitation should detail the security requirements for this requirement.
5PWS, F-16 AVIONICS INTERMEDIATE SHOP (AIS) PRODUCT SUPPORT INTEGRATION (PSI) PROGRAM (pp 3) and 416th SCMS Sample TaskThe PWS states “The contractor shall perform Product Support Integration activities to identify and resolve program management, data management, engineering, and logistics issues impacting existing operational users and potential new equipment customers. This includes, but is not limited to, the effort required to analyze, procure, fabricate, integrate, test, and install non-Radio Frequency (RF) capable as well as RF-capable, non-deployable and deployable test capabilities to support USAF Continental United States (CONUS) Homeland Defense operations, USAF and EPAF/FMS Overseas Contingency operations, and operations at the USAF Depot industrial complex at Hill AFB, Utah; and Kadena AB, Japan…” we know we do not need personnel “standing by the equipment each day”….what are the geographic requirements of personnel and of each labcat? We assume there are none except for in the 416th SCMS ST, but labcats are not specified for this task. There are no requirements for personnel to be located at each base that has the test equipment identified in the PWS. The 9 employees at Hill AFB are identified in the labor categories by an *.
6PWS, F-16 AVIONICS INTERMEDIATE SHOP (AIS) PRODUCT SUPPORT INTEGRATION (PSI) PROGRAM -labcatsThe PWS outlines 32 labcats, some of which require college degrees. We believe some of these labcats can be filled with individuals who do not possess college degrees, but instead have completed certificates of competency in various technologies and practices. Are equivalencies permitted? The requirements for the labor categories are firm.
7PWS, F-16 AVIONICS INTERMEDIATE SHOP (AIS) PRODUCT SUPPORT INTEGRATION (PSI) PROGRAM – Section 5.6.2Does the RFP ask for a PMP in the response, or a description of how we will build one upon award?Section L 3.2.4 states Sub-factor Four, Program Management Plan (PMP): The Offeror shall

submit a PMP in accordance with DI-MGMT-80004A. Section L corresponds to Section M 5.6.2.

8PWS, F-16 AVIONICS INTERMEDIATE SHOP (AIS) PRODUCT SUPPORT INTEGRATION (PSI) PROGRAM (section 2, Services, table in 2.3)The 416th S.T. does not clarify incumbent performance on all of the 4.2.x objective requirements… shouldn’t that be shared with all bidders in order to allow for appropriate risk to be calculated by each bidder in meeting these objectives. Same for 4.1.1, and 4.8 – existing performance should be shared with other bidders to allow for equal footing. The services summary in Table 2.3 of the PWS states how the performance of the successful offereror will be sureveilled during the performance of the awarded contract and does not directly relate to the performance of the current contractor.
9PWS, F-16 AVIONICS INTERMEDIATE SHOP (AIS) PRODUCT SUPPORT INTEGRATION (PSI) PROGRAM 4.1.3.3 Page 12…416 SCMS Sample TaskThe requirement states –“ The contractor's SCRM program and processes shall apply to the prime and their suppliers, subcontractors, associated integrators, and vendors, spanning the entirety of the supply chain, from the raw material stage to delivery of a finished product and/or service.
“ – how far down toward raw material does this requirement reach? As stated, it seems it goes down to the mine where materials may have been unearthed?CDRL A/B028 and FARpart 25 should answer this question.
10PWS , F-16 AVIONICS INTERMEDIATE SHOP (AIS) PRODUCT SUPPORT INTEGRATION (PSI) PROGRAM 4.2.8.7, Page 23We know Equipment is GFP on a separate contract …I am not sure how incumbent equipment used in the legacy contract for SW and HW development be shared with the new contract winner? At what level of maturity is the documentation? Ref: “The contractor shall develop either a material or non-material test capability for use at USAF or EPAF/FMS intermediate or depot maintenance facilities as defined at the Task Order level.”GFP at the subcontractor facilities will be available to the successful offeror for use in the performance of task orders issued. It is unclear why the maturity of the documentation is being questioned.
11PWS , F-16 AVIONICS INTERMEDIATE SHOP (AIS) PRODUCT SUPPORT INTEGRATION (PSI) PROGRAM 4.2.8.7, Page 23We know that ATE is not accountable to the AIS/PSI contract….why is a relationship with LMCO or Bae required? This puts non-incumbent bidders at a disadvantage. Can we instead offer proof or relationships with other OEM’s and would that be satisfactory to the evaluators?Section M 5.4.1.1 states Evidence that the hardware to resolve obsolescence is sourced from the correct OEM. Section M 5.5.1.1 states Evidence that the ATE OEM is involved in the ICO process. Section M 5.5.1.3 states Evidence that SERDs will be sourced from the correct OEM & Evidence that hardware is sourced from the correct OEM and management approach meets government requirements. Section M 5.5.1.4 states Evidence that TPS software is sourced from the correct OEM to ensure delivered software is properly configured with end user equipment.
12RFP/PWS and new section LWhat level of capability will be required at day 45 if a new contractor wins? All of the reqts in the PWS seems onerous to meet within 45 days if a new bidder wins. The PWS states that "It must ensure the

contractor has operational control 45 days after the current support task ends." The successful offeror will be made aware of when the current support task ends. As of now the current support task is scheduled to end on 23 January 2026.

13Section M items 4.1.4.3 and item 4.1.4.5The RFP states that rates below the incumbents previously bid rates “may indicate” lack of understanding, etc. Has the incumbent has had trouble staffing at their previously bid rates? If so, is it possible that their staffing process and staffing sources weren’t up to standards? If so, then this evaluation factor might not be useful to the ASG. Would the USG consider relaxing that requirement? There is no indication that there has been staffing issues with the incumbent.
14PWS , F-16 AVIONICS INTERMEDIATE SHOP (AIS) PRODUCT SUPPORT INTEGRATION (PSI) PROGRAMThere are requirements in the PWS to have worked with AFMC APS, PPS, PGC, and listings of specific inventory transfer items ….Will the evaluation panel consider experience using similar logistics and milestones systems as sufficient, or are these hard requirements?Task orders issued during performance of the basic contract may require use of these systems. The use of these systems will be dictated by the CDRL A003- A004 attached to the basic contract. These systems will not be part of the representative tasks.
15PWS Section 4.1.1.1, pgs 10-11Please confirm each of the 29 CDRLs listed in the table in Section 4.1.1.1 will be due to the Government only after contract award and identify those due dates for each. Each task order will identify the appropriate CDRLs and the due dates for each submittal will be identified in block 16 of each CDRL.
16PWS Section 4.1.2.2, pg 12Please confirm the first sentence in this section should read “This effort requires a valid Facility Clearance with SECRET safeguarding capabilities.”The DD254 attached the solcitation validates that the facility clearance required is secret.
17PWS Section 4.1.4, pg 13Please confirm this heading should read “Continuity of Operations.”The word contingency is correct.
18L Section 3.2.3, pg 7 of 9This section indicates we are to identify “the labor categories and personnel.” Please confirm we are to identify “the labor categories and number of personnel,” rather than identifying specific personnel, by name.Section M 5.6.1.1 states Technical Support/Program Management: Approach identifies the correct number of on-site Full Time Equivalent (FTE) personnel at Hill AFB.
19M Section 5.6.1.1, pg 6 of 7This section requires offerors to identify “the correct number of on-site” and “the correct number of off-site” personnel to meet the Government’s requirements, indicating there is only one “correct” number for each of these requirements. This language creates a built-in advantage for the incumbent contractor and limits fair and open competition. Please provide these numbers to all offerors or change the language to invite offerors to propose numbers that reflect innovations in our approach to the Government’s requirements.416th Representative Task scope states the correct number on page 2.
20M Section 5.6.1.1, page 6 of 7This section requires that “FTE personnel identified possess the knowledge, experience, and expertise…” However, there is no requirement for named key personnel. In addition, there is a requirement to describe how we will retain incumbent personnel. Please confirm we are to provide a staffing table of representative personnel and their qualifications, rather than specific key personnel. The Government confirms that the offeror shall provide a staffing table of actual personnel they are proposing and the qualifications of those personnel. The proposed personnel do not need to be called out by name.
21RT3 Section 3.0 4th bullet, pg 3 and PWS Section 4.1.1.1, pg 10This bullet references CDRL A001 for Program Management, but CDRL A001 in the PWS is the Monthly Status Report. Please clarify. The newly posted Representative Task Three should clarify this question.
22RT3 Section 5.0 last bullet, pg 6 and PWS Section 4.1.1.1, pg 10This section indicates trip reports are to be included “in the next Monthly Status Report…” but references CDRL A009, Technical Reports. Does this mean the trip report is to be provide “with” the Monthly Status Report, but use the format developed for technical reports? That is correct. If the DD1423 does not provide other specific delivery requirements the specific task requirements will determine when the information needs to be submitted.
23RT3 Section 6.0 first bullet, pg 6This section indicates “The contractor shall …document…” a quality system. Please identify which CDRL should be used to develop and maintain this documentation. The establishment, documenting and maintaining of the quality control system is not a data deliverable and does not have a CDRL associated.
24RTS Section 6.0, 3rd bullet, pg 6Given the period of performance for RT3 is 12 months and the Software Engineering Institutes (SEI) statistics for median times to rise from Level 1 to 2 are 5 months and from Level 2 to 3 are 21 months, how long does the contractor have to achieve CMMI Level 3 certification after the start of the task order?CMMI Level should be in place at the time of proposal and maintained throughout performance of the basic contract.
25PWS, 1.1.6 - NREThe PWS states “The contractor shall perform Non-Recurring Engineering (NRE) activities in order to develop new test capabilities and/or develop resolutions to obsolescence issues over and above Form-Fit-Function interface component replacement. For the purposes of this effort, NRE shall refer to the one-time cost to research, develop, design, and test new or replacement product(s).” How will the FFP nature of this contract accommodate unspecified NRE? Shouldn’t this be a CP element? Couldn’t find that in the CDRL list.If there is any NRE it will be determined at the task order level and shall be proposed as FFP. There is no CDRL.
26Bidders List attachmentThe Bidders List doesn’t list potential bidders – it lists documents needed to bid this. Where do we get the documents? The document is "bidders library" and the instruction in the document state that "Requests for any documents listed below will be made to the contracting officer." These docuemnts can be sent through DoD Safe and are available as a PDF portfolio.
27Section L and M disconnected with the PWSSection L and M don’t really connect the PWS with the four 20 pp artifacts used to determine technical acceptability. Is the PWS to be addressed in each of the ST responses, and also in its entirety in the PMP?The PWS outlines the basic requirements for the performance of all tasks issued during the ordering period and sections L & M are for the proposal submittal and evaluation of the proposals the information submitted should align.
282. Volume 2 – Price, 2.1.5Section L FinalWould the Government please confirm a salary screen shot from our HR system is sufficient as a basis of evidence for existing employees using their actual rates? Providing Paystubs / Earning Statements would require a PII classification to submit.A system screenshot would be sufficient. The labor category the employee will be performing must be identified along with a description IAW with Section L
29For the representative tasks, the proposed material burden rates will be averaged (Attachment P1, Pricing Workbook, ‘Material Burden’ Tab, Cell A9) and applied to the proposals where deemed applicable by the Offeror. The rates proposed and their use are considered representative, and the methodology of application will be used throughout the performance period of the awarded contract. Attachment P1, cell A9 averages the years into one consolidated rate.Section M FinalPlease clarify what the Government intends by the statement, “the methodology of application will be used throughout the performance period of the awarded contract.” Does that mean that the material burden rate or rates used for the representative task must be used for the duration of the period of performance of the contract? If not, what does it mean? Can Offerors propose a discount off their standard material burden rate for the representative task, but use the standard rate (if that is disclosed in the proposal) for other tasks? The material burden rates proposed will be the rates used throughout performance and for the price proposal on all task orders issued during the ordering period. The offeror shall not deviate from the rates in the material burden worksheet on their price proposals for the representative tasks.
30Representative Task One USAF, Representative Task Two FMS and Representative Task Three 416 SCMS TabsP1 Pricing WorkbookWould the Government please confirm additional columns may be added to allow for the proposed travel and material values under the representative task tabs?Travel is a cost element that is not requested for the price proposal. Proposed travel shall be included in the technical proposals if deemed necessary in order to complete the task as described.
31Section H - Special Contract RequirementsSolicitation – FA825124RB001Can government provide Wage Determination Rates to use for this solicitation?Wage determination rates will depend on the offerors proposal based upon location of performance.
32GENERAL INSTRUCTIONS Section 3.2.4, Sub-factor Four, Program Management Plan (PMP) 5.6.2 Section M 4.2.1.3 PWSSection L Section M PWSThe solicitation states that “The Offeror shall submit a PMP in accordance with DI-MGMT-80004A.” Will the Government please provide the most recent DI-MGMT-80004A so Offerors can assure compliance with PMP requirements?DI-MGMT-80004A can be found at http://everyspec.com/DATA-ITEM-DESC-DIDs/DI-MGMT/download.php?spec=DI-MGMT-80004A.004408.pdf
33Page 3 1st page, Block 9Section L Final Solicitation - FA825124RB001Our interpretation is that the bidders will be provided a DoD SAFE drop off code and the copy dropped off at the DoD SAFE site is the One e-copy, and this is the only copy required. Is this interpretation correct? If the proposal cannot be submitted by e-mail the offeror will request a DoDSafe dropoff.
34For all volumesSection L FinalOur interpretation is that the table of contents, list of table and drawings, and glossary are not included in page count. Is this interpretation correct? All pages will be included. Tables and drawings are at the offerors discretion.
355.4.1.6. Program Management/SupportSection_M_FinalSubfactor 2 Section 5.4.1.6. appears to incorrectly reference the Program Management Plan (PMP) that is being delivered in response to Subfactor 4. Recommend the Govt amend Subfactor 2 Section 5.4.1.6 as follows: "5.5.1.6. Program Management approach correctly demonstrates the support approach to meet requirements of the overall PMP, the PWS, and the USAF Representative
Technical Task.”The PMP for this factor are for the representative task specifically.
36Cost WorkbookIn Section F, POP is 30 Mar 2025 to 29 Mar 2035 but P1 Pricing Workbook asks for data for year 2024 and 2036 and these are outside the POP range. Can Government define if the Rates 2024-2036 are Calendar Fiscal Year or Government Fiscal year?It is anticipated that the ordering period will consist of two 5 year periods. Performance for tasks issued during theordering periods can extend through 11 years, 2036. Requested rates are for calendar years.

All labor categories have notional hours applied, the notional hours applied are not be the same for all years; however, the same notional hours will be used for evaluating all offers. The Government generated notional hours and labor distribution will not be disclosed outside of the Government at any time and are not contractually binding, but the labor rates proposed shall be contractually binding.”Section MQues: Due to the LPTA nature of this procurement, will the Government please provide the ratio anticipated between total cost of the representative technical tasks and the cost associated with government-generated hours? For example, the Government generated hours will contribute approximately 2/3 of the total evaluated price. The ratio of the anticipated prices is unknown and will be different for each offer based on what prices they offer.
61Sec M.4.1.3.1 states “The TEP will be calculated as the sum of the following: Multiplying government generated notional hours against each offeror’s proposed fully-burdened Not-To-Exceed (NTE) labor rates for all performance years (for both Government Site and Contractor Site). All labor categories have notional hours applied, the notional hours applied are not be the same for all years; however, the same notional hours will be used for evaluating all offers. The Government generated notional hours and labor distribution will not be disclosed outside of the Government at any time and are not contractually binding, but the labor rates proposed shall be contractually binding.”Section MQues: What methodology do the Govt use to develop the notional hours across all performance years? Are they generated on historical level of effort or determined through another method? The notional hours were developed using a random number generator by excel.
62In Section M.5.6.1.1 requests a plan for retaining current incumbent on-site personnel supporting 416 SCMS in order to provide uninterrupted technical support required by USAF, EPAF, and FMS customers.Section M
Ques: In order for an offeror to provide uninterrupted technical support, will the Government please provide the LCAT for each of the on site personnel? The labor categories for the on site personnel are shown in the pricing spreadsheets a nd the PWS. The pricing workbook states "* Indicates Key Personnel on all sheets in the workbook" The PWS states "(*) Are identified as key personnel positions"
63SF-4, Program Management Plan (PMP): The Offeror shall submit a PMP in accordance with DI-MGMT-80004A.Section MRecommendation: The Offeror recommends that this section be renumbered from 5.6.2 to 5.7.No change will be made.
64Pricing_WorkbookQues: The RFP says 10 years total months, and the Workbook has POP from 2024 to 2036 which has 2 more years. Will the Government update the Workbook to align with the RFP?It is unknown when award will be made so it may be necessary to have 2024 and 2036.
65Pricing_WorkbookQues: Will the Government allow the offeror to submit one unit price for Task 1 and Task 2 rather than Labor Category Hours-Year, Rate-year as these task orders are Firm Fixed Price (FFP)?The purpose of submitting all data is so the Government can ensure that the offeror has a full understanding of the requirement.
