RE: LIMITED LEAD-BASED PAINT SURVEY RESULTS

IMPACTED GUARDRAILS REMOVAL PROJECT

PROJECT AC-820541/ ER 9999-302

Dear Mr. Lafuente:

AECOM Caribe, LLP (AECOM) is pleased to submit to your attention the results and conclusions of the Limited Lead-Based Paint (LBP) Survey performed at several guardrails impacted during the Hurricane María in the municipalities of Arroyo, Guayama, Salinas and

Jayuya, Puerto Rico.

2.0 DESCRIPTION

AECOM submit the results and conclusions of the Limited Lead-Based Paint (LBP) Survey performed at several guardrails impacted during the Hurricane María in the municipalities of

Arroyo, Guayama, Salinas and Jayuya, Puerto Rico (Refer to Appendix A for Location Map).

The Puerto Rico Highway and Transportation Authority (PRHTA) authorized AECOM to perform a limited LBP survey at guardrails impacted by the Hurricane María, located on specific segments as per contract from road PR-178 in Arroyo; PR-15, PR-179 & PR-713 in Guayama;

PR-712 in Salinas; and PR-140, PR-141, & PR-144 in Jayuya which are in schedule for removal and replacement as part of the proposed improvements. The purpose of this survey was to determine the presence of LBP at the previously identified painted guardrails along the mentioned guardrails.

Sampling activities were conducted between January 22 and 29, 2019. The sampling points were determined based on the presence of traffic yellow painted guardrails and in accordance with the recommended protocols for sampling inspections. The structures were evaluated to identify the presence of Lead-Based Paint (LBP) in the mentioned guardrails scheduled for removal and replacement.

As part of the evaluation, fifty-one (51) paint chip samples were collected due to the presence of suspect LBP in painted guardrails along the mentioned roads.

The paint chips samples were analyzed for detection of lead in paint using EPA Method “EPA

Standard Operating Procedure for Lead in Paint by Hotplate or Microwave Based Acid Digestion and Atomic Absorption or Inductively Coupled Plasma Emission Spectroscopy”.

Lead-Based Paint (LBP) is defined as any paint or other surface coatings with a concentration equal or greater than 1.0 milligram per square centimeter of lead, when the analysis is conducted on site with an X-Ray Fluorescence Detector, or 0.5 percent by weight when the analysis is conducted using Atomic Absorption (AA) by an external laboratory.

No Toxicity Characteristic Leaching Procedure (TCLP) composite paint samples were collected as per approved proposal.

4.0 CONCLUSIONS

Based on the results of the sampling program, the following conclusions are made:

Four (4) out of four (4) paint chip samples collected at the guardrails of PR-178 in

Arroyo exceeded the established limit of 0.5% by weight of Lead.

Two (2) out of the three (3) paint chips samples collected at the guardrails of PR-713 in

Guayama exceeded the established limit of 0.5% by weight of Lead.

Two (2) out of the two (2) paint chips samples collected at the guardrails of PR-15 in

Guayama exceeded the established limit of 0.5% by weight of Lead

Two (2) out of the sixteen (16) paint chips samples collected at the guardrails of PR-179 in Guayama exceeded the established limit of 0.5% by weight of Lead.

None (0) out of the six (6) paint chips samples collected at the guardrails of PR-712 in

Salinas exceeded the established limit of 0.5% by weight of Lead.

Eight (8) out of the ten (10) paint chips samples collected at the guardrails of PR-140 in

Jayuya exceeded the established limit of 0.5% by weight of Lead.

Four (4) out of the four (4) paint chips samples collected at the guardrails of PR-144 in

Jayuya exceeded the established limit of 0.5% by weight of Lead.

None (0) out of the six (6) paint chips samples collected at the guardrails of PR-141 in

Jayuya exceeded the established limit of 0.5% by weight of Lead.

The results of the survey identified paint chip samples that exceed the established limit of 0.5% by weight of Lead in the evaluated guardrails located at PR-178, PR-713, PR-15, PR-179, PR-

140 and PR-144.

The samples collected at PR-141 in the Municipality of Jayuya and PR-712 in the Municipality of Salinas resulted negative to LBP. A certification of No presence of Lead-Based Paint for these roads is included in Appendix F.

A total length of nine hundred and fifty (950) lineal feet of guardrails resulted positive to LBP and need to be removed and properly disposed in compliance with applicable regulations.

Based in the findings, the Authority can proceed in compliance with the procedures authorized and emitted by the Environmental Quality Board (EQB) in the Resolution R-10-14-5 of May 27, 2010 and the Resolution R-10-20-1 of July 2, 2010 concerning LBP mitigations activities and disposal of solid waste generated during roadways repair or reconstruction.
