About this file
This document contains a federal contract opportunity for landslide repair projects in Puerto Rico and a review of the related geotechnical report.
The federal contract opportunity is a solicitation seeking proposals from certified Small Business Concerns to conduct landslide repairs on five roads in Puerto Rico municipalities damaged by Hurricanes Irma and Maria. The repairs include embankment reconstruction, reinforced soil slope systems, drainage installation, retaining walls, pavement work, and guardrails. The project will be split into multiple schedules with a total cost between $5 million to $10 million. Proposals are due on June 22, 2022 as specified in the solicitation. Offerors must demonstrate experience with landslide repair construction projects. The solicitation process will have technical and price proposal stages.
The geotechnical report review notes the design computations were not available to confirm stability of proposed alternatives. The reviewer recommends providing the computations. No changes were made as the report had already been submitted.

Severity Ratings Comments generated should pertain to the adequacy and accuracy of the PS&E and supporting documents at the level of completion that is commensurate with the design stage.
Value added comments help the project, as represented by the PS&E preparation and supporting documents:
- address the specific project scope and associated/relevant requirements,
- meet the constraints imposed by earlier environmental and engineering studies and decisions,
- support its bidability and successful contract acquisition,
- ensure its constructability, and
- be consistent with our safety philosophy.
LOW severity rating is for minor deficiencies, such as format, that are readily correctable.
MEDIUM severity is for substantial deficiencies that would entail re-work and/or may result in an amendment or CM if not addressed.
HIGH severity is for any comment that is both (a) not readily correctable and (b) would require an amendment or CM, or might affect safety if not addressed.
N/A is for remarks, such as status on supporting documents, or for comments on Standards that do not affect the project.
