About this file

This Statement of Work (SOW) details a contract for replacing dock levelers at Building 822, Patrick Space Force Base in Florida. The project requires installing one 20,000-pound hydraulic dock leveler and one 25,000-pound manual dock leveler, with a 30-day performance period. Key requirements include removing existing dock levelers, installing new units with weather brush guards and heavy-duty bumpers, and providing operation and safety training for 45 Logistics Specialists.

Specific technical specifications mandate detailed shop drawings, anticorrosive materials, professional engineer-certified welding plans and load calculations, and safety features like three-position safety systems and velocity fuse mechanisms. The contractor must submit multiple documents for government approval, including an Accident Prevention Plan, Quality Control Plan, Project Schedule, and Welding Inspection Reports. Acceptance will be conducted through Beneficial Occupancy and Final Acceptance Inspections using the 45 CES Contract Acceptance Report for Construction.

Drawings Shop Drawings: Detailed drawings of the dock levelers and how they will be installed.

Submit drawings depicting dimensions, tolerances, surface finishes, hardnesses, flush edge angles, method of mounting and anchoring schematics and diagram. Show complete wiring schematic diagrams and any other details required to demonstrate that the system will properly function as a unit. Show proposed layout and anchorage of equipment and appurtenances. Show the concrete pit details including flush edge angles, dock bumpers including fastening materials in compliance with ASTM A123/A123M and ASTM D2000, and sloped pit bottom; method of mounting and anchoring; and location of disconnect switches. Show weather brush guards. Show all proposed dock bumper locations on drawings per section 2.1.1.1.

Materials Exposed metal surfaces and fastening materials will be made of anticorrosive material complying with ASTM A123/A123M, ASTM A143/A143M, and ASTM A153/A153M per section 2.2.1.

Cleaning, Treatment and Painting Shop clean, treat, and paint ferrous surfaces including platform, lip, frame, springs, motor, pump, cylinders, valves, and any other non-cadmium plated or non-galvanized surface in accordance with manufacturer's published instructions and recommendations. Do not paint bearings, gear contact surfaces, parts protected by lubrication, or other surfaces not usually painted or coated. Clean ferrous surfaces, shot pen, and protect the base metal with an application of 99.9 percent pure zinc coating with a thickness of 0.010 to 0.012 in accordance with AWS C2.18 and protect the base metal with an application of a paint manufactured with rust inhibiting chemical additives to a thickness of 2.5 to 3 mils followed by a final coat of standard primer with a thickness of 2.5 to 3 mils. Protect nonferrous parts against corrosion per section 3.3.

AF103 and Training

1. Obtain an approved Base Civil Engineering Work Clearance Request

2. Provide operation and safety training for (2) government employees.

Manual Dock Leveler

1. Remove (1) manual dock leveler from job site and dispose of properly.

2. Install (1) new manual deck, 25,000-pound suspected rated load capacity dock leveler. Contractor will field verify all measurements. Licensed professional engineer will include signed and sealed welding plans and load calculations and will be responsible for visually inspecting the welds.

3. Provide a three-position safety system to limit platform fall to dock level and 4 and 8 inches below dock level by means of double structural steel safety legs. Do not deactivate safety legs by dock leveler. This ensures that safety legs are independent of dock leveler motion and retractable from the top of the platform for below dock level control per section 2.3.5.2.

4. Install (2) new weather brush guards with the neoprene rubber seals along the length of the new dock leveler.

5. Replace (4) heavy duty dock bumpers with ones in accordance with ASTM D2632 and ASTM D624, and capable of sustaining repeated impacts from trucks or trailers without damage to the dock, dock levelers, or bumpers per section 2.8.2.

Provide laminated rubber, tire-fabric, or equivalent dock bumpers recommended by the dock leveler manufacturer. Submit one fully assembled loading dock bumper with supporting rods, end angles, bolts, and nuts.

6. Test dock leveler with a maximum load from the forklift with cargo.

Hydraulic Dock Leveler

1. Remove (1) hydraulic dock leveler from job site and dispose of properly.

Government personnel will keep the hydraulic hoses and motor.

2. Install (1) new 20,000-pound suspected rated capacity dock leveler w/ 120 VAC, single phase motor. Contractor will field verify all measurements. Licensed professional engineer will include signed and sealed welding plans and load calculations and will be responsible for visually inspecting the welds.
