1.0 INTRODUCTION/SCOPE
The International Space Station (ISS) Program is requesting the REMIS Contractors to prepare a Task Order Proposal (TOP) for providing Mission Integration and Operations (MI&O) for the biomolecular science facility known as “BioMole” (reference Attachment 1, “NASA Provided Hardware for use on this Task Order” for the list of BioMole facility hardware provided by
NASA).
BioMole is an Intravehicular Activity (IVA) lab support facility that will be used by various payloads/experimenters to support life science investigations on the ISS that require identification of gene nucleotide sequences. For deployment on ISS, BioMole will be stored until needed and then aisle deployed using work surfaces and/or securing hardware to hold components during use.
The scope of this Task Order (TO) is to perform the MI&O tasks required to execute science objectives in the BioMole facility on-board the ISS Vehicle, utilizing the flight hardware provided by NASA. NASA will provide delivery of the hardware to orbit. The offeror can assume that the flight hardware is certified to operate on ISS.
Logical follow-on orders and activities tightly coupled with this initial order may be ordered exclusively from the awardee of this initial order by the Government, at the Government’s discretion without any additional competition.

3.0 PAYLOAD MISSION PRICES
3.1 Price per Payload per Contract Year
Offeror’s proposals shall provide a response to the price per Contract Year as defined in the table below. For proposal purposes, offerors shall assume two payloads for CY22, four payloads for CY23, and two payloads for CY24.
As missions are assigned, the contractor will be responsible for identifying when resupply of limited life items and consumables are required. The contractor will also be responsible for the procurement and reflight certification of needed limited life items (e.g. Oxford Nanopore Flow Cells and consumables (e.g. pipette tips)). Additionally, the contractor will be responsible for procurement and certification of other experiment specific science materials such as reagents (swab kits, sequencing kits, PCR kits, etc.) that are required to support the science requirements of that mission.
For the purposes of this RFTOP, the contractor should assume reagents and limited life items are Toxicity Level 0. Additionally, science payload materials should be assumed to contain items with the following BioSafety Levels (BSL): two BSL-0, two BSL-1, two BSL-2M, and two BSL-2H. Contractor should assume an average of three sessions required per payload.

3.2 Materials Table

4.0 TASKS/REQUIREMENTS
The Contractor shall complete the following tasks/requirements:
1. The Contractor shall perform the Mission Integration and Operations (MI&O) Support for BioMole as defined in the REMIS contract Statement of Work (SoW) section C.5.0.
Note: The Contractor shall assume that no sustaining engineering tasks are required to be performed for the NASA provided Hardware and Software specified in Attachment 1, “NASA Provided Hardware for use on this Task Order”, unless specifically noted in this RFTOP. Should the NASA provided hardware become non-usable, the contractor shall utilize existing NASA BioMole facility on-orbit spares.
2. The Contractor shall perform these unique or modified REMIS SoW requirements:
o The Contractor shall develop and deliver a Concept of Operations for the full implementation of BioMole onboard the ISS, to include the interface to the science community and ISS interfaces.
o The Contractor shall support operation and checkout of total capabilities of BioMole Flight Hardware and Software, ensure delivery of the telemetry data to the Principal Investigator (PI), and maintain insight into the systems comprising BioMole hardware and software required to support the science investigations.
o NASA will maintain the on-orbit software configuration of MinION (part of the BioMole facility hardware [reference Attachment 1, “NASA Provided Hardware for use on this Task Order”]). The contractor shall maintain the appropriate ground software version/configuration of the MinION real-time DNA and RNA sequencing device to match the on-orbit version.
o The Contractor shall perform integrated hazard analysis and process this hazard analysis through the safety panel, as required to address any on-orbit hazards associated with the scope of this TO. This includes, continuing to update the hazard analysis and conduct delta safety reviews, as required for each specific investigation.
o The Contractor shall procure all the materials and parts required to contain, transport, and launch the required science specific materials and limited life items.
Note: Science objectives will most likely require the use of NASA cold stowage resources, and those resources shall be provided as Government Furnished Service and identified in the TOP (reference Section 9.0, “GOVERNMENT OWNED SERVICES AND FACILITIES”).
o The Contractor shall develop and maintain the crew training products for science unique activities of BioMole for the duration of this Task Order and share those training products with the PI for review and approval.
o The Contractor shall provide the capability to procure and process reflight certification for life limited items and consumables, and procure and certify other science materials such as reagents (swab kits, sequencing kits, PCR kits, etc.).
o The Contractor shall deliver all required SSP 57000 integrated verification products via the VERITAS system. The Contractor may use their verification process for the performance/functional requirements independent of SSP 57000.
4.1 BIOMOLE MANAGEMENT
The Contractor shall provide the overall management of BioMole including integrating the science requirements and developing the implementation of those requirements with the ground and/or flight hardware and software.
The Contractor shall perform milestone reviews, customer briefings and technical interchanges with the science community requiring the use of BioMole.
4.2 PRINCIPAL INVESTIGATOR (PI) INTEGRATION
The Contractor shall perform the integration functions required for the PI’s use of BioMole. The specific proposed methodology shall be contained in the TOP.
5.0 DELIVERABLES AND DELIVERY SCHEDULE
In accordance with the REMIS Contract, the Contractor shall utilize their process defined in REMIS-PM-01, Commercialization Approach, to deliver all products and deliverables defined below following Task Order award.
The Contractor shall deliver their draft Concept of Operations as their technical solution to this
RFTOP.

7 Contractor proposed reviews to support flight readiness that includes PI/PD approval and concurrence that all science requirements have been integrated and fulfilled.
8 Contractor support of on-orbit operations based on an operations support plan that encompasses scope defined in the REMIS contract Statement of Work (SoW) section C.5.4.

6.0 PLACE OF PERFORMANCE
The Contractor may perform tasks under this TO at any location of their choosing. Therefore, please specify your proposed place of performance in your TOP.
If ground crew training is deemed to be required, that training shall be performed at the Johnson Space Center.
7.0 TOP PRODUCTS
All REMIS TOP products shall be developed in accordance with REMIS-MA-01, “Task Order Plan” unless otherwise specified. If any elements from REMIS-MA-01 are not required, please indicate as such.
For this FFP TO, the Offeror shall provide their proposed cost/price and fee. The cost/price proposal shall provide a summary of cost, by each Contract Year, detailing the proposed labor, hours, and material cost and fee, divided between the Prime and all proposed Subcontractors and teammates. The level of detail provided must correlate to the basis of your technical inputs.
The contractor shall electronically submit the following products in response to this RFTOP to the REMIS Contractor SharePoint site not later than 4:00 pm Central Time on April 25, 2022. Any questions to this RFTOP must be submitted not later than 4:00 pm Central Time on March 31, 2022. Please submit any questions to with a subject title of: “CUI: BioMole RFTOP Question”.
Questions from contractors will be reviewed to determine if a revised RFTOP is needed to provide clarifications. If a RFTOP revision is necessary, an update to the proposal due date will be provided as part of the RFTOP revision if additional time is deemed necessary by the Government. Questions and answers will not be provided back to any contractors.
The Contractor shall electronically submit the following products in response to this RFTOP:
1. Technical, price, and schedule data per DRD REMIS-MA-01.
a. The technical data shall include Concept of Operations.
b. The schedule delivered as part of the TOP shall be of sufficient detail to ensure that the technical team reviewing the proposals clearly understands the total approach being proposed by the offeror. The schedule shall include a representative example of each payload type with associated milestone plan (reference Section 11.0).
c. As part of the price data, a basis of estimate for the TO with sufficient detail such that key tasks are identified, skill sets scheduled for tasks are identified, assumptions and corresponding time duration.
d. Technical data shall be provided in Microsoft Word.
e. Schedule data shall be provided in Adobe PDF.
f. Price data shall be provided in Microsoft Excel.
2. The offeror shall provide their travel required to support all requirements in this task order based on their proposed Commercial Approach.
3. All costs should be a part of the proposal.
4. For this RFTOP, offerors shall assume the BioMole facility will already be available on-orbit.
5. Page Limits:
a. The technical data, inclusive of the Concept of Operations and the contractor’s proposed implementation of their commercial approach to be utilized, shall be limited to 20 pages.
• A cover page, table of contents, and list of acronyms may be included at the contractor’s discretion and will not count against the page limit.
• The “NASA Provided Hardware for use on this Task Order” list (Attachment 1) will also not count against the page limit.
• However, any Government Services or Facilities tables will count against the page limit for this RFTOP.
b. There are no page limits on the price and schedule data.
c. A page is defined as one side of a sheet, 8 1/2" x 11,” with at least one inch margins on all sides, using not smaller than Times New Roman 12 point type. Foldouts count as an equivalent number of 8 1/2" x 11" pages.
d. Pages submitted in excess of the limitations specified in this provision will not be evaluated by the Government.
8.0 DELIVERY INSTRUCTIONS
8.1 Hardware and Software Delivery
Authorized Government personnel shall accept all products delivered via DD Form 250 or 1149.
The Contractor shall deliver any flight hardware and software using the appropriate shipping and handling processes for flight hardware to the Cargo Mission Contractor at the Johnson Space Center for ISS Program launch processing and operations to the following delivery address:

8.2 Data Deliveries
The Contractor shall upload all DRD and data deliverables in support of this task to the appropriate REMIS folder in EDMS, unless otherwise specified.
9.0 GOVERNMENT OWNED SERVICES AND FACILITIES
The available NASA provided hardware is listed in Attachment 1, “NASA Provided Hardware for use on this Task Order” and NASA will provide replacements of any of this hardware that becomes non-operational. If the Contractor believes that there are additional existing NASA hardware/software, etc., that can benefit the cost effectiveness of their proposal, the Contractor may propose that hardware/software in their TOP as an update to Attachment 1.
Applicable FAR and NASA FAR Supplement property administration clauses in the base contract are applicable to this TO in addition to any clauses in this TO.
If the Contractor is requesting either Government Service be provided or the use of Government Facilities, include these tables in your TOP. Cold stowage will be provided for contractor use inline with ISS research priorities.

10.0 PERIOD OF PERFORMANCE
The period of performance for this TO shall be (TO Award) to 9/5/2024.
11.0 MILESTONE PAYMENT PLAN
NASA recommends the following milestone for the work defined within this TO. Contractors shall propose dates for any cell containing OFI and may propose alternative milestones with rationale to support their proposal.

(RFTOP) Rev 1 Development of Gateway Payload Enclosure
Concept and Specification

The Gateway Program is requesting the REMIS Contractors to prepare a Task Order Proposal (TOP) for development of a Gateway Payload Enclosure Concept, Concept of Operations, and Requirements Specification.
The Gateway is NASA’s pressurized space station orbiting the moon, and will support science experiment hardware—payloads—during periods of crewed and uncrewed operations. NASA is considering providing government furnished equipment (GFE) enclosures to payload developers to house their powered payload hardware. The task order will be for the development of the concept and requirements for a GFE payload enclosure.
• The Gateway Payload Enclosure is intended to contain powered payload experiment hardware and to serve as the mounting interface between a single payload and the Gateway Payload Bank.
• The Payload Bank is a module-mounted coldplate that provides mechanical, thermal, power, and data interfaces for payloads mounted to it.
• The Payload Bank is capable of accommodating up to eight individual payloads at a time, and there is anticipated to be one Payload Bank present in the initial Gateway configuration, with more to be added as future Gateway elements are launched and integrated with the vehicle.
• The Payload Enclosures will:
• Be used for a variety of payloads over the lifetime of Gateway, including physical sciences, human research, biology and biotechnology, technology, earth and space sciences, education/outreach, etc.
• Developers of these payloads will be responsible for designing/building their hardware to be compatible with the GFE payload enclosure if they do not opt to design their own enclosure
• Provide the mechanical, thermal, power, and data interfaces between the Payload Bank and the science hardware and electronics within the Enclosure. There are no fluid interfaces such as gas venting and water supply.
• Provide a front face that will accommodate payload controls/displays
• Be capable of being hard-mounted during launch
• For deployment on Gateway, the Payload (enclosure with experiment hardware inside) is being integrated into a Gateway Payload Bank outside of this RFTOP.
Logical follow-on orders and activities tightly coupled with this initial order, such as the design, manufacture, test, and delivery of the Payload Enclosure, may be ordered exclusively from the awardee of this initial order by the Government, per the Optional Tasks at the end of this task order, at the Government’s discretion. However, the Government retains the right to not pursue the Optional Tasks in this task order for any reason.
2.0 Documents

3.0 CONTRACT VALUE

4.0 TASKS/REQUIREMENTS
The Contractor shall complete the following tasks/requirements:
1. The Contractor shall create and deliver a baseline Gateway Payload Enclosure Requirements Specification Document, for a Payload Enclosure compatible with the Gateway Payload Bank and meeting the requirements of GP10037, Gateway Payload Interface Definition Document.
o GP 10037 – Payload Interface Definition Document (PIDD), which documents the requirements for Gateway Payload Bank interfaces and other requirements for launch and use on Gateway, will be provided to the contractor.
2. The Contractor shall develop and deliver a Concept of Operation for the following:
o Integrating payload hardware into the Payload Enclosure and assembling for test/delivery o Ground installation of the Payload Enclosure to the Payload Bank for launch (on-orbit installation is specified in GP10037) o Crew manipulation of the Payload Enclosure using a handle(s)
3. The Contractor shall conduct Trade Studies to determine:
o Whether the Payload Enclosure interface with the Payload Bank coldplate can have an interchangeable coldplate or a thermally conductive baseplate on the rear face, or whether there should be two models of payload enclosure (one with a coldplate, one with a baseplate)
4. The Contractor shall develop and deliver a conceptual mockup and/or Computer Aided Design (CAD) model of the proposed Payload Enclosure concept.
5.0 DELIVERABLES AND DELIVERY SCHEDULE
In accordance with the REMIS Contract, the Contractor shall utilize their process defined in REMIS-PM-01, Commercialization Approach, to deliver all products and deliverables defined below following Task Order award.
Specific schedule requirements:
The government requires this work to be completed in FY22.
The Contractor shall deliver their Gateway Payload Enclosure Requirements Specification document and Concept of Operation document to this TO.
The Contractor shall deliver their Trade Study recommendations for the coldplate vs baseplate to this TO.
The Contractor shall provide a conceptual mockup/CAD model of their proposed Gateway Payload Enclosure based on their Requirements Specification and Concept of Operations.

10.0 OPTIONAL TASKS
This section details optional tasks that may be requested per NASA discretion as part of this TO.
The Contractor shall include the cost, technical, and schedule proposal for these options in their
TOP.
10.1 Tasks/Requirements
Option 1: Trade Study for Payload Enclosure Thermal Filler
The Contractor shall conduct Trade Studies to determine:
• A recommended thermal filler for the enclosure’s coldplate/baseplate surface o Trade shall include filler heat conduction performance after Enclosure removal/reinstall each of four times at Payload Bank type of interface, and whether the filler must be removed and replaced when moving the enclosure from one Payload Bank to another, due to thermal filler thermal performance degradation when reused, and if so, whether the Gateway crew can do so relatively quickly on-orbit.
o Parker THERM-A-GAP 579 must be included in the trade. Other gaskets may be included in the trade at the contractor discretion. Shore 00 hardness not to exceed 30.
Option 2: Design, Build, Verify, Deliver Payload Enclosures
• 2.a – The Contractor shall deliver a finalized design of the single locker sized Payload Enclosure.
o As part of this work, the Contractor shall create and deliver an Interface Control Document for payload developers to install their hardware into the Payload Enclosure.
o The Contractor shall coordinate with the Gateway Program and identify any new requirements to be added to the GP10037 Payload IDD for payload developer and on-orbit use of the Payload Enclosure.
• 2.b – The Contractor shall manufacture and deliver a prototype of the Payload Enclosure.
o The Contractor is responsible for the verification that the payload enclosure is in compliance with the interface requirements established in the Gateway PIDD, and that the “as built” status is in compliance with the Payload Enclosure Requirements Specification.
• 2.c – The Contractor shall manufacture and deliver 1 Flight unit and 1 Ground unit of the Payload Enclosure.
o The Contractor is responsible for the verification that the payload enclosure is in compliance with the requirements established in the Gateway PIDD, and that the “as built” status is in compliance with the Payload Enclosure Requirements Specification.
o In the event stand−alone verification of each of the two mating parts of an interface is not sufficient, and that active participation from the Gateway is necessary to fully verify the compliance with the Gateway PIDD requirements, both the Gateway and the Contractor are jointly responsible for the successful completion of interface verification.
o The Contractor is responsible for all qualification testing. The Contractor shall provide documentation for maintenance and sustaining of the hardware if completed by another Contractor. The Contractor shall deliver the associated supporting documentation (CAD models, drawing package, fabrication and assembly procedures, acceptance test procedures, vendor list etc.) to allow the Government to manufacture future builds.
• If the Contractor believes that there are additional existing NASA facilities or services that can benefit the cost effectiveness of their proposal, they may propose utilizing them in their TOP.
10.2 Deliverables and Schedule
In accordance with the REMIS Contract, the Contractor shall utilize their process defined in REMIS-PM-01, Commercialization Approach, (unless otherwise specified in this TO) to deliver all optional products and deliverables defined below following notification by NASA that the optional tasks are required and are executed on this TO.
Specific schedule requirements:
Option 1: The Contractor shall deliver their thermal filler trade study recommendations to this TO.
For the purposes of this RFTOP, the Contractor may assume the following:
NASA shall notify the Contractor NLT May 31, 2022 that the optional task is required.
The due date for the optional task completion will be notification of task requirement + four months.
Option 2: The Contractor shall deliver their finalized payload enclosure design, payload enclosure prototype, and payload enclosure flight/ground units and associated documentation to this TO.

If Options are exercised the Period of Performance will not exceed the date found in Section F, Clause F.4, Period of Performance. The delivery of the items awarded will not exceed the limitations of contract clause FAR clause 52.216-22(d) found in Section I.A.6 (d) of the parent contract.
Contract rates that go beyond September 5, 2024 shall be proposed to this RFTOP in the contractors cost proposal; these rates will be negotiated prior to TO award. 12.0 TOP PRODUCTS
All REMIS TOP products shall be developed in accordance with REMIS-MA-01, “Task Order Plan” unless otherwise specified. If any elements from REMIS-MA-01 are not required, please indicate as such.
Cost Data:
For this FFP TO, the Offeror shall provide their proposed cost/price and fee. The cost/price proposal shall provide a summary of cost, by each Government FY, detailing the proposed labor, hours, and material cost and fee, divided between the Prime and all proposed Subcontractors and teammates. The level of detail provided must correlate to the basis of your technical inputs.
The contractor shall electronically submit the following products in response to this RFTOP to the REMIS Contractor SharePoint site not later than 4:00 pm Central Time on March 9th, 2022. Any questions to this RFTOP must be submitted not later than 12:00 pm (noon) Central Time on February 23rd 2022. Please submit any questions to with a subject title of: “CUI: Gateway Payload Enclosure RFTOP Question”.
Questions from contractors will be reviewed to determine if a revised RFTOP is needed to provide clarifications. If a RFTOP revision is necessary, an update to the proposal due date will be provided as part of the RFTOP revision if additional time is deemed necessary by the Government. Questions and answers will not be provided back to any contractors.

Task Order Proposal (TOP) for providing Mission Integration and Operations (MI&O) and Sustaining Engineering (SE) for the Keyence BZ-X810 Microscope System.
• The Keyence ISS Fluorescence Microscope is IVA lab support equipment that will be used by various payloads/experimenters to support life and physical science investigations on the ISS that require microscopy.
• For deployment on ISS, the Microscope is being integrated into the MSRR (Microgravity Sciences Research Rack) Alpha Storage Area outside of this RFTOP as shown in Attachment 3.
The scope of this Task Order (TO) is to perform the MI&O and SE tasks required to provide the Keyence ground and flight hardware to support science objectives on board the ISS Vehicle.
NASA will provide for the delivery and physical integration of the flight hardware into the MSRR through a different contract mechanism. In addition, NASA has ensured that an initial set of science holders are certified for use on-orbit. A list of these holders is in Attachment 2, and additional information about them is located in the reference material.
Logical follow-on orders and activities tightly coupled with this initial order may be ordered exclusively from the awardee of this initial order by the Government, at the Government’s discretion without any additional competition.

The Task Order Manager will make the final decision on the definitions to each payload covered by this Task Order.
Simple Payload: The Simple Payload is a payload that utilizes the basic capabilities of the microscope without any addition of experiment unique equipment. Observational campaigns will be short term in nature. The experiment does not require modifications to the hardware, nor does it utilize chemicals, biological materials, or any other substances assessed as greater than a “marginal” hazard severity per SSP 51721, ‘ISS Safety Requirements Document’, section 4.7.2, ‘Hazardous Materials’.
Average Payload: The Average Payload is typically a life sciences payload that may utilize a wide variety of the microscope’s capabilities to support on orbit processing. This type of payload may require some minor to moderate modifications to existing space flight hardware and typically involves a moderate amount of space flight hardware, as well as experiment unique hardware development to conduct the experiment on orbit. Extended observation times and limited facility scheduling may be required.
Complex Payload: The Complex Payload is typically a physical sciences payload that may utilize a wide variety of the microscope’s capabilities and may require significant hardware modifications or new space flight hardware design and development. This level of payload typically requires significant experiment unique hardware development in addition to the primary space flight hardware provided as standard for the Microscope and requires extensive crew interaction and operations. Extended to long term observations and facility scheduling may be required.

4.0 TASKS/REQUIREMENTS
The Contractor shall complete the following tasks/requirements:
and Sustaining Engineering (SE) for the Keyence Microscope as defined in the REMIS contract Statement of Work (SOW) sections C.5.0 and C.4.0.
o The Contractor shall develop and deliver a Concept of Operations for the full implementation of the Keyence Microscope onboard the ISS, to include the interface to the science community, ISS interfaces and maintain operability of the hardware.
o The Contractor shall develop and implement the capability to perform command and control of the on-orbit Keyence Microscope from the ground, inclusive of full capabilities that the Keyence Microscope can provide to the science community.
2. The Contractor shall perform these unique or modified REMIS SOW requirements:
o The Contractor shall support initial operation and checkout of total capabilities of the Keyence Microscope Ground and Flight Hardware and Software, provide assistance to the PI with command and telemetry data, and provide necessary insight into the systems and sensors comprising the Keyence Microscope hardware and software required to support the science investigations.
o The Contractor shall operate, monitor, and oversee the Keyence Microscope during operations aboard the ISS.
o The Contractor shall develop and deliver a Flight Certification that states all requirements (science, safety, and verification) have been met and the payload/sample is safe and ready to launch and operate on the ISS for each flight.
Documentation that supports this Flight Certification shall be in the
Contractor’s best practices format and content and will be retained for the duration of the task order.
The Flight Certification Statement shall meet the requirements defined in the OZ CoFR Plan for a payload/sample for launch and on-orbit operations.
o The Contractor shall define and deliver their proposed solution to addressing any on-orbit hazard controls for the experiment and plans to mitigate any hazards.
o The Contractor shall procure all the material and parts required to contain, transport, launch, process, and return the science samples. If Contractor proposes to use NASA Cold Stowage resources, those shall be provided as Government Furnished Service.
o The Contractor shall provide SE services that ensure the Keyence Microscope and associated systems (hardware and software) remain functional as designed and meet the requirements of the science investigators for the duration of this Task Order.
o The Contractor shall maintain the configuration and operability of the Keyence Microscope for the duration of this Task Order.
o The Contractor shall provide engineering support, near real-time on-call support during Keyence Microscope operations, provide engineering analysis, and resolve anomalies and/or failures of Keyence Microscope and associated systems.
Anomaly resolution will require interactions with the Mission Evaluation
Room (MER) and Payload Operations and Integration Center (POIC).
Should hardware modification or repair be required, it will be done as a revision to this TO.
o The Contractor shall provide the capability to procure and certify additional
Keyence sample holders should new requirements by the science community require a new capability that was not identified as part of the initial capability for the Keyence science investigations, as directed by the Contracting Officer. These specific requirements will be documented as a revision to the Task Order.
4.1 MICROSCOPE MANAGEMENT
The Contractor shall provide the overall management of the Keyence including integrating the science requirements and developing the implementation of those requirements with the ground and/or flight hardware and software.
The Contractor shall perform milestone reviews, customer briefings and technical interchanges with the science community requiring the use of the Keyence.
4.2 PRINCIPAL INVESTIGATOR (PI) INTEGRATION
The Contractor shall provide the systems engineering for developing requirements and integration capabilities for PI use of the Keyence.
