PERFORMANCE WORK STATEMENT (PWS)

Psychological Assessment Support Services

Part I

General Information

1. GENERAL: This is a non-personal services contract to provide psychological services. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. The Contractor, in turn, shall be accountable to the Government for Contractor or subcontractor personnel.

1.1. Description of Services/Introduction: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform psychological services as defined in this Performance Work Statement (PWS), except for those items specified as government furnished property and services. The Contractor shall perform in accordance with (IAW) the terms and conditions of the contract and consistently with the established standards in this PWS and contract.

1.1.1. The contractor shall provide all direct labor, material, supervision (of contractor personnel) and other items and services (not specifically identified herein to be Government-furnished), necessary to provide the United States Army Special Operations Command (USASOC), Directorate of Psychological Applications (DPA) psychological services in support of Army Special Operations Forces (ARSOF). These services shall be conducted in support of and in coordination with major command elements and USASOC subordinate units that include, but are not limited, to the United States Army John F. Kennedy Special Warfare Center and School (USAJFKSWCS), the 1st Special Forces Command (1stSFC), the 75th Ranger Regiment, and the 160th Special Operations Regiment (160th SOAR) and other ARSOF units as required. In addition, the contractor may also provide psychological services in support of and in coordination with other United States Special Operations Command (USSOCOM) components, to include, but not limited to the Naval Special Warfare Command (NAVSPECWARCOM). While typical requirements are for 1-4 psychologists per event, as many as fifteen (15) psychologists, dispersed at six (6) or more locations, may be needed across the command to provide services on any one day.

1.2. Background: The DPA is responsible for providing a broad range of psychological services to USASOC. These services include, but are not limited to, support for personnel assessment, selection, training, and development processes. All of these services work in a building block fashion with key developmental checkpoints over the course of an ARSOF soldier's career.

1.3. Objectives: The basic service objective includes the following:

1.3.1. The first objective of the DPA's psychological services mission is the candidate assessment and selection mission conducted within the command. The DPA supports this component through program development, program execution (to include the provision of all required psychological services including: development, planning, administration, and interpretation of psychological assessment instruments and other selection events; interviewing of prospective candidates; preparation of psychological reports; presentation of candidate profiles to respective selection boards; consulting with organizational leadership; and providing candidate feedback services as required), and program validation (includes research on the data collected in the candidate assessment and selection process.

1.3.2. The next objective involves psychological training support. This training support consists of curriculum development, performance enhancement and the provision of operational psychology training. Performance enhancement may include individual, group and organizational consultation, to include test interpretation and feedback, direct observation, development coaching, and leadership consultation. The advanced training in operational psychology requires experts in operational and industrial and organizational psychology to present the state of the art techniques and procedures in these domains to both operational psychologists and non-psychologists.

Also training support may be within USASOC’s CSCs and CSUs to help provide performance enhancement, and other operational psychology training to the troops with the unit operational psychologist.

1.3.3. The final objective involves operational psychology factual research, white paper creation, testing applicants, and providing Subject Matter Expert (SME) input for plans pertaining to regulations and policies. This includes, but is not limited to the study of operational psychology areas such as performance enhancement, resiliency, leadership dynamics, advanced assessment, detecting deception, etc. The products expected to be produced may include, but are not limited to, white papers, research articles, education and training documents, programs of instruction, and professional development seminars. Performance of this component would entail work on short-term, well defined topical projects resulting in one or more of the above outputs as required for the particular product i.e. one of the aforementioned courses taught to command psychologists requires updated research into the latest trends in assessment and selection of personnel in high risk occupations. The output would be a summary of current research in the form of a presentation and supporting training documents.

1.3.4. Additionally back-up psychological support to USASOC Survival, Resistance, Evasion, and Escape programs.

1.4. Scope: Services include psychological support for assessment and selection (A&S), training, factual research, white paper creation, testing applicants, and providing SME input for plans pertaining to regulations and policies, and Survival, Resistance, Evasion, and Escape (SERE) programs. The Contractor shall accomplish requested number of psychologist needed for each day to support the different events and activities. Each completed mission is dependent on the location and the command that requests the service.

1.5. Period of Performance:

1.6. General Information

1.6.1. Quality Control: Quality Control is the responsibility of the Contractor. The Contractor is responsible for the delivery of quality services/supplies to the Government (see FAR 52.246-1 Contractor Inspection Requirements).

1.6.1.1. Quality Control Program: The Government is committed to a highly interactive relationship between quality control by the Contractor and quality assurance by the government recipient of services. This relationship shall be achieved through an effective Prevention Based Quality Control Program dedicated to ensuring the best possible products and services to end users. The Contractor shall provide their final written Quality Control Plan (QCP) no later than (NLT) 10 days after contract is awarded to COR or KO and within five (5) days of any proposed changed to the COR and KO.

1.6.1.1.1. The Contractor’s quality program shall demonstrate its prevention-based outlook by meeting the objectives stated in the PWS throughout all areas of performance. The QCP shall be developed to specify the Contractor’s responsibility for management and quality control actions to meet the terms of the contract. The QCP as a minimum shall address continuous process improvement; procedures for scheduling, conducting and documentation of inspection; discrepancy identification and correction; corrective action procedures to include procedures for addressing Government discovered non-conformances; procedures for root cause analysis to identify the root cause and root cause corrective action to prevent re-occurrence of discrepancies; procedures for trend analysis; procedures for collecting and addressing customer feedback/complaints.

1.6.1.1.2. Upon request from the COR the Contractor shall provide, all reports generated as a result of the Contractor’s quality control efforts. This shall include any summary information used to track quality control, including any charts/graphs.

1.6.1.1.3. The Contractor’s QCP shall be incorporated into and become part of this contract after the plan has been accepted by the KO. Proposed changes made after KO acceptance shall be submitted in writing through the COR to the KO for review and acceptance prior to implementing any revision. The Contractor’s QCP shall be maintained

Attachment 1 – Performance Work Statement Page 27 of 85 throughout the life of the contract and shall include the Contractor’s procedures to routinely evaluate the effectiveness of the plan to ensure the Contractor is meeting the performance standards and requirements of the contract.

1.6.1.2. Contractor Discrepancy Report (CDR): When the Contractor's performance is unsatisfactory, a CDR will be issued. The Contractor shall reply in writing within five (5) work days from the date of receipt of the CDR, giving the reasons for the unsatisfactory performance, corrective action taken, and procedures to preclude recurrence.

1.6.1.3. Quality Assurance: The COR will evaluate the Contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). This plan is primarily focused on what the COR must do to ensure that the Contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).

When an observation indicates defective performance, the COR will require the Contractor or designated on-site representative to initial the observation to acknowledge the defective performance. The acknowledgement of the observation does not necessarily constitute Contractor concurrence with the observation, only that the Contractor has been made aware of the defective performance.

1.6.2. Property Management System: The Contractor shall establish a system to manage Government Furnished Equipment (GFE), Government Furnished Property (GFP), and Government Furnished Materials in its possession to control, use, preserve, protect, repair and maintain. The Property Management System (PMS) must be adequate to satisfy the requirements of Property Management in accordance with (IAW) FAR clause 52.245-1 Government Property.

1.6.3. Recognized Federal Holidays: The Contractor is normally not required to perform services on recognized federal holidays. However, that requirement is subject to mission execution requirements. The recognized federal holidays include:

1.6.3.1. When a holiday occurs on a Saturday, Federal employees are normally granted the previous Friday as the holiday observance. When a holiday occurs on a Sunday, Federal employees are normally granted the following Monday as the holiday. The contractor shall work on the days the Government is scheduled to work.

1.6.3.2. When an unforeseen installation closure occurs on a regularly scheduled day of work, the Contractor will have the following options:

1.6.3.2.1. Reschedule the work so it is performed the following day unless the following day falls on a weekend.

1.6.3.2.2. Reschedule the work on any day that is mutually satisfactory.

1.6.4. Hours of Operation: The Contractor shall be responsible for providing services during irregular work hours.

A scheduled full work day can last up to 12 hours and a scheduled half work day can last up to 5 hours. The Contractor shall at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the government facility is not closed due to local or national emergencies, administrative closings or similar government directed facility closings. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential to successful performance under this contract.

1.6.5. Place of Performance: Contractor shall have routine access to Government-controlled facilities. The work to be performed under this contract shall be accomplished at Fort Bragg, NC, Fort Campbell, KY, Joint Base Lewis McChord, WA, Fort Benning, GA, Hunter Army Airfield, GA, Camp Merrill, GA, Richmond, VA, Fort A.P. Hill, VA, Virginia Beach, VA, Elgin Air Force Base, FL, Fort Carson, CO and other CONUS locations.

1.6.6. Security Requirements: Contractor shall possess a Top Secret at the time of the proposal submission and must maintain the level of security required for the duration of the contract. The security requirements are in accordance with the attached DD254. Contractor personnel shall comply with all applicable security and safety regulations, guidance, and procedures, including local, referenced in this PWS and in effect at the work sites. All personnel must meet requirements IAW DODD 8570.

1.6.6.1. (Include details for 1.6.6) How to submit security clearance requests, 2) Exact office location, 3) Documents required, 4) include the applicable data systems, JPAS, eQuip, etc, and 5) the website. Ensure we provide them with sufficient Phase-In days to obtain clearance.

1.6.6.2. Physical Security: The Contractor shall be responsible for safeguarding all government equipment, information and property provided for Contractor use. At the close of each work period, government facilities, equipment, and materials shall be secured.

1.6.8. Special Qualifications.

1.6.8.1. General:

1.6.8.1.1. The Contractor is cautioned that off duty active military personnel hired under this contract may be subject to permanent change of station (PCS), change in duty hours or deployment. Military Reservists and National Guard members may be subject to recall to active duty. Their absence at any time shall not constitute an excuse for nonperformance under this contract.

1.6.8.1.2. Contractor personnel performing work under this contract shall be able to read, write, speak, and understand the English language to effectively carry out all contract requirements. They shall have a command of both the written and spoken English language to properly clearly, and effectively communicate in person or via electronic devices (telephone or Email) with co-workers, customers, and the general public.

1.6.8.1.3. Contractor personnel performing work under this contract shall be U.S. citizens unless the provisions of Army Regulation 25-2, Information Assurance have been fully completed and approval has been granted by the Government for the non-U.S. citizen to perform the required support.

1.6.8.1.4. Contractor shall be responsible for ensuring all personnel performing work under this contract possess and maintain current Information Assurance Technician (IAT) Level I professional certification during the execution of this contract.

1.6.8.1.5. Access and General Protection/Security Policy and Procedures: All Contractor personnel performing work under this contract shall comply with applicable installation, facility and area commander installation/facility access, local security policies and security procedures provided by the Security Manager Government representative.

Contractor personnel shall provide all information required for background checks to meet installation access requirements to be accomplished by the installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor personnel shall comply with all personal identity verification requirements as directed by Department of Defense (DoD), HQ Department of Army (DA) or local policies. In addition to the changes otherwise authorized by this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in Contractor and subcontractor security matters or processes.

1.6.8.1.6. Anti-Terrorism Program

1.6.8.1.6.1. Anti-Terrorism (AT) Level I Training: Contractor personnel performing work under this contract that require access to Army installations, facilities and controlled access areas shall complete AT Level I awareness training within 30 calendar days after commencing performance under this contract. The Contractor shall submit employee certificates of completion within 30 calendar days after completion of the training. 1.6.8.1.7. iWATCH Training: The Contractor shall brief all personnel performing work under this contract on the local iWATCH program [training standards provided by the requiring activity Anti Terrorism Office (ATO)]. This local developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR. This training shall be completed within 30 calendar days of contract award with the results reported to the COR NLT 45 calendar days after contract award. New employees shall complete the training within 10 calendar days of commencing performance of work under this contract.

1.6.8.1.8. Contractor personnel shall have a favorable National Agency Check (NAC) with inquiry in accordance with Security definition for personnel who occupy “ADP (Automated Data Processing) Sensitive” positions, as per AR 380-67, paragraph 3-601, “The Personnel Security Program” prior to starting any support.

1.6.8.1.9. Contractor Employees Requiring Access to Government Information Systems: Contractor shall have access to Government-controlled information systems during performance of work under this contract. All contractor employees and associated subcontractors who require access to a government information system shall be registered in the ATCTS (Army Training Certification Tracking System) at commencement of support services, and must successfully complete the DoD Information Assurance Awareness prior to access to the information systems.

Training shall be required annually after the initial training. Completion certificates shall be submitted to the COR within fifteen (15) calendar days from date of commencing performance under this contract.

1.6.8.1.10. OPSEC Training: Per AR 530-1, Operations Security, the Contractor shall complete Level I OPSEC training within 30 calendar days of their reporting for duty and annually thereafter.

1.6.8.1.11. Information assurance (IA)/information technology (IT) training: The Contractor employees working IA/IT functions shall comply with DoD and Army training requirements in DoD 8570.01, DoD 8570.01-M and AR 25-2 within six months of employment.

1.6.8.2. Other Qualifications: Current active U.S. state license as an independent practitioner of psychology (exception: industrial organizational psychologists are not required to be licensed.). Experience working with active duty military or national security organization populations. Experience conducting personnel assessment and selection interviews (exception: if the psychologist is providing training, A&S program development and validation, or other services that do not involve assessment and selection interviews, this requirement may be waived by the COR.) Possess or be eligible for a Secret clearance. Access to some facilities and records shall require a clearance. A limited number of will require a TOP SECRET clearance. The COR reserves the right to determine the qualification required (i.e., clinical/counseling psychologist, industrial organizational psychologist, research psychologist, sports psychologists, etc.) to support specific programs or identified requirements.

1.6.8.2.1. Assessment and Selection Operational Psychological Support- Doctorate in clinical/counseling psychology and a trained operational psychologist as defined by the DPA Director. The psychologist will need to have completed the following course, OPPS, SERE, and AOPAC. If courses have not been completed an exception can be granted by the COR with DPA Director Guidance. Also must be subject matter experts with practical experience with the psychological testing instruments used in the various USASOC programs (i.e., MMPI-2, MAB, NEO-PI-R, TAIS, etc.). Other aspects of assessment and selection support requires subject matter expertise in personnel selection program development, program execution (observation, cadre consultation, etc), and program validation.

1.6.8.2.2. Training Support or actual research, white paper creation, testing applicants, and providing SME input for plans pertaining to regulations and policies Support- Doctorate in clinical/counseling psychology or industrial organizational psychology or equivalent training. Psychologists should have experience providing operational psychology/national security psychology support to military, intelligence, or law enforcement communities. This requirement may be waived by the COR in the case of qualified professionals providing training consistent with the PWS i.e. a psychiatrist, statistician, behavioral scientist, etc.

1.6.8.2.3. SERE Operational Psychology Support- Contractor psychologist(s) providing support to SERE programs must meet current requirements to be certified by the Joint Personnel Recovery Agency, Joint Forces Command, as a SERE Psychologist. These requirements are described in Joint Forces Command Executive Agent Instruction "Policy for Qualification and Utilization of DOD Survival, Evasion, Resistance and Escape (SERE) Psychologists".

1.6.8.2.4. 160th SOAR Support- Contractor psychologist(s) providing support to the 160th SOAR must have formal training and/or equivalent experience in Aviation Psychology with experience in Rotary Wing Assessment and Selection psychological support services.

1.6.9. Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation (FAR) Subpart 42.5. The post award conference will also be utilized to ensure contractor understands all HSPD-12 requirements. The KO and/or COR may meet periodically with the Contractor to review the Contractor's performance. At these meetings the KO and/or COR will apprise the Contractor of how the Government views the Contractor's performance and the Contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the Government.

1.6.10. Contracting Officer Representative (COR): The COR will be identified by separate letter of appointment.

The COR monitors all technical aspects of the contract and assists in contract administration. The COR is authorized to perform the following functions: Assures that the Contractor performs the technical requirements of the contract; performs inspections necessary in connection with contract performance; maintains written and oral communications with the Contractor concerning technical aspects of the contract; issues written interpretations of technical requirements, including government drawings, designs, specifications; monitors Contractor's performance and notifies both the KO and Contractor of any deficiencies; coordinates availability of government furnished property, and provides site entry of Contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting contract.

1.6.11. Key Personnel: Key personnel shall not be added to or removed from the contract without express acknowledgement of the COR. Any changes to the working status of these key personnel shall be transmitted (in writing) to the KO/COR within ten (10) work days of the proposed change. If, for any reason, any of the key personnel becomes, or is expected to become, unavailable for work under this contract for a continuous period exceeding 30 work days the contractor shall promptly replace personnel with personnel who possess qualifications equal to or better than that of the original employee. The Contractor shall ensure all key personnel terminated or released from employment under this contract are replaced within ten (10) work days of the termination.
