SUMMARY OF WORK

1.02 DEFINITIONS: The following terms shall have the meaning as defined:
A. Plans or Drawings: All officially approved drawings or reproductions pertaining to the work, including all standard details referred to thereon.
B. Site: The specific area, or area immediately adjacent, upon which construction works or maintenance is performed.
C.
Specifications: The officially approved document or reproductions thereof that outline the standards or construction required, requirements for acceptability of work and materials, general administrative procedures and requirements, safety standards and specific requirements.
D.
Using Agency: The occupant of the facility or the organization whose mission is directly impacted by the performance of the work.
E.
Contracting Officer (CO): A person with the authority to enter into, administer, and/or terminate contracts and make related determinations and findings.
F.
Construction Contract Administrator CCA : The individuals that performs pre and post award functions related to the administration of the contract as directed by the
Contracting Officer.
G.
Construction Management: The words "Construction Management" (CM) mean
"inspection" or "inspector" with the responsibility and authority to examine, measure and test any work and the quality, weight or quantity of any material used to insure compliance with the contract documents. CM shall report all non‑compliance work in writing to the CCA/CO who shall provide direction to the Contractor. CM has the authority to verbally order the Contractor to immediately stop work in the event of obvious violation of safe workmanship causing imminent threat of harm to life or limb or violation of fire safety regulations and such order shall be confirmed in writing within one (1) working day by the CO or CCA.
H.
Technical Representative: The words "Technical Representative" or "Technical
Representative of the Contracting Officer" mean any person or persons so delegated with authority as such to perform specific technical designs or evaluations on behalf of the
Contracting Officer. Such persons may have the authority to represent the Contracting
Officer when authorized, but only pertaining to the specific technical matter so designated or as contained herein.
I.
Specific Words: The words "install", "furnish", "provide", "construct", “new” or words of like import mean the Contractor shall perform such tasks. Similarly the words "approved", "authorized", "required", "satisfactory", "acceptable" or words of like import refer to the
Contracting Officer or authorized representative unless otherwise expressly stated.
J.
Submit: The word "submit" means the Contractor shall prepare and forward to the
Contracting Officer or authorized representative (samples, materials, tests etc.) those items noted as "submitted" for consideration. Written approval must be obtained prior to use.
K. Contractor Furnished Material (CFM): Any products, supplies, parts or items necessary to complete the work as specified the contract documents. The contractor shall purchase, deliver , provide and completely install these items.
1.03
WORK COVERED BY CONTRACT DOCUMENTS:
A. GENERAL: The work consists of furnishing all labor, materials, plant, transportation, equipment and services to accomplish all work in strict accordance with these drawings and specifications for the specific requirements of the contract documents
B. PROJECT NAME: Maintain, Paint Exterior and Interior Various Facilities, ID/IQ
WORK DESCRIPTION: The below general outline and list of Principal Features of Work in no way limits or reduces the responsibility of the Contractor to perform all work and to provide a complete and usable facility. The work includes but is not limited to the following primary items:
Principal Features of Work: The principal features consist of
Exterior Paint:
1. Repair cracked and deteriorated plastered and concrete surfaces.
2. Paint plastered and concrete surfaces with two coats of silicone based paint and one coat of primer. Color of plastered wall surfaces shall be yellow beige and shall be Betek, Amphisilan 3 S3 or equal. Color of concrete columns, beams and existing brown painted surfaces shall be gray and shall be Betek, Amphisilan 32 S4.
3. Provide and apply ready mixed colored plaster. Kaleterasit or equal.
4. Remove existing paint and rust and clean metal surfaces with solvent.
5. Remove existing lead based paint with paint removal system. (Dumond, Peel Away Smart Strip or equal, www.dumondchemicals.com). Paint remover shall be applied by brush, roller or conventional airless sprayer. Surface preparation, application and removal of paint shall be done in accordance with manufacturer’s specifications and Section 09900 Painting 3.08 Lead Based Paint Abatement.
6. Paint galvanized trapezoidal or corrugated metal roof & wall panels, metal gable walls, flashings, both surfaces of canopy roofs with one coat of epoxy resin based primer (Sika, Icosit Poxicolor Primer or equal) and two coats of synthetic enamel paint (Color: RAL 1015 Beige, Betek Caparol or equal). Metal doors & door frames, windows, window security bars, rain gutters, downspouts, hand rails and metal canopy structures shall be painted with one coat of antirust synthetic primer (Betek, Caparol Antirust Synthetic Primer or equal) and two coats of synthetic enamel paint (Betek, Caparol or equal). Color shall be RAL 8028, dark brown.
7. Scrape and sand exterior wood surfaces.
8. Paint wood surfaces (doors, door frames, windows, roof structure and fences) with two coats synthetic enamel paint and one coat of primer or colored wood protective with varnish. Color: dark brown.
9. Apply impregnate coat and two coats of colored wood protective stain with varnish on wood surfaces (doors, door frames, windows, roof structure and fences).
10. Paint plastered and concrete surfaces with acrylic or silicone based GFM (Government Furnished Material) paint.
11. Paint metal and wood surfaces with synthetic enamel GFM (Government Furnished Material) paint and primer.
12. Exterior concrete and metal surface preparation, cleaning and sand blasting. Surface cleaning and preparation shall be done in accordance with Manufacturer’s recommendations.
13. Removal of existing epoxy material, sand blasting and surface preparation. Surface cleaning and preparation shall be done in accordance with manufacturer’s recommendations. Surface preparation, application and removal of paint shall be done in accordance with manufacturer’s specifications and Section 09900 Painting, 3.08 Lead Based Paint Abatement.
14. Provide and apply one coat of epoxy resin based primer (Sika, Icosit Poxicolor Primer or equal) and two coats of epoxy resin based paint (Sika, Icosit Poxicolor or equal).
15. Provide and repair cracked and deteriorated exterior concrete surfaces with cement-based polymer modified, surface repair and finishing grout (thickness: 2mm. - 5 mm.). Sika Monotop 620 or equal.
16. Provide and seal exterior concrete surfaces with one component solvent containing acrylic resin based material. (Sikagard-680 S or equal). Apply two coats of material with airless spray after repairing and cleaning of the concrete surfaces.
17. Removal of existing joint sealant.
18. Provide & apply two-component cold sealant on joints of the concrete surfaces.1 cm.-2 cm. width x 2 cm. depth. Sikaflex PRO3 WF or equal.
19. Provide and apply traffic and road marking paint. Izosan or equal.
20. Apply 2-3 cm. thick Portland cement exterior plaster.
Building numbers and signs shall be painted after completion of the paint work. All necessary scaffolding work shall be included to the unit prices. Lightning Protection Systems of the Buildings shall not be painted and shall be protected by the Contractor.
Color of NATO Facilities shall be green and shall be matched to RAL 6013.
Interior Paint:
1. Surface preparation, repairing and cleaning and putty application.
2.
Remove existing paint and rust and clean metal surfaces with solvent.
3. Interior concrete and metal surface preparation, cleaning and sand blasting.
4. Remove existing lead based paint with paint removal system. (Dumond, Peel Away Smart Strip or equal, www.dumondchemicals.com). Paint remover shall be applied by brush, roller or conventional airless sprayer.
5. Provide and paint plastered, concrete, gypsum board metal and wood surfaces with one coat of primer (Betek Capalac Astar or equal) and two coats of synthetic enamel paint (Betek Capalac or equal).
6. Provide and paint interior plastered, gypsum board and concrete surfaces with one coat of primer (Betek Alpina Astar or equal) and two coats of water based satin paint (Betek Alpina Tek or equal).
7. Provide and paint interior plastered, gypsum board and concrete surfaces with one coat of silicone based primer (Alpinasilan or equal) and two coats of silicone based paint (Alpinasilan or equal).
8. Provide and apply impregnate coat and two coats of colored wood protective stain with varnish (Pinotex or equal) on wood and wood veneered surfaces c/w sandpapering.
9. Paint interior surfaces with two coats of GFM synthetic enamel paint and one coat of primer.
10. Paint interior surfaces with two coats of GFM water based paint and one coat of primer.
11. Removal of existing epoxy material, sand blasting and surface preparation. Surface cleaning and preparation shall be done in accordance with manufacturer’s recommendations
12. Provide and apply one coat epoxy resin based primer (Sika, Icosit Poxicolor Primer) and two coats of two component epoxy based paint (Sika, Icosit Poxicolor or equal) on steel and galvanized surfaces.
13. Provide and repair cracked and deteriorated interior concrete surfaces with cement-based polymer modified, surface repair and finishing grout (thickness: 2mm. - 5 mm.). Sika Monotop 620 or equal.
14. Provide and seal interior concrete surfaces with one component solvent containing acrylic resin based material. (Sikagard-680 S or equal). Apply two coats of acrylic resin based material with airless spray after repairing and cleaning of the concrete surfaces.
15. Provide & apply one coat of epoxy resin based primer (Sikafloor 94 primer or equal), two coats of epoxy resin based non-skid material on heavy-duty floors (Sikafloor 7530 or equal). Color shall be gray (RAL 7032).
16. Provide & apply one coat of epoxy resin based primer (Sikafloor 94 primer or equal), one coat of epoxy resin based self leveling material (Sikafloor 261 or equal), quartz sand and one coat of epoxy resin based non-skid material (Sikafloor 7530 or equal). Thickness: 2 mm. Color shall be gray (RAL 7032).
17. Provide & apply one coat of epoxy resin based primer (Sikafloor 94 primer or equal), one coat of epoxy resin based self leveling material (Sikafloor 261 or equal), quartz sand and one coat of epoxy resin based non-skid material (Sikafloor 7530 or equal). Thickness: 3 mm. Color shall be gray (RAL 7032).
18. Provide & apply one coat of epoxy resin based primer (Sikafloor 94 primer or equal) and two coats of epoxy resin based self-leveling material. Sikafloor 261 or equal.
19. Provide & apply one coat of epoxy resin based primer (Sikafloor 94 primer or equal) two coats of epoxy resin based non-skid self-leveling material c/w quartz sand. Sikafloor 261 or equal.
20. Removal of existing joint sealant.
21. Provide & apply one component, polyurethane based cold sealant on joints of the concrete surfaces.1 cm.-2 cm. width x 2 cm. depth. Sikaflex PRO3 WF or equal.
22. Apply Portland cement plaster on interior wall surfaces.
23. Provide and cover interior damaged wall surfaces with 12.5 mm. thick gypsum board panels c/w galvanized metal studs and runners (Tepe Knauf or equal).
24. Provide and cover interior damaged wall surfaces with 12.5 mm. thick gypsum board panels c/w gypsum adhesive (Tepe Knauf or equal).
25. Provide and apply satin gypsum primer and satin gypsum plaster on interior gypsum-board wall surfaces (Tepe Knauf, Satengips or equal).
26. Move furniture and equipment as required completing the paintwork.
D. LOCATION: The work locations shall be Incirlik Air Base, Yumurtalik Sea Terminal, Ankara Support Facilities and Izmir 425 ABS Facilities. Locations shall be indicated in each delivery order.
1.04 USE OF PREMISES: During the entire contract performance period, the facility will be occupied. Coordinate and cooperate with the using personnel in scheduling operations to minimize conflict and to facilitate government usage.

PART3 - EXECUTION:
3.01 WORKING HOURS: Regular working hours shall be 0730 until 1630 Monday through Friday with no work on weekends or holidays (American or Turkish) unless otherwise approved by the Contracting Officer.

SECTION 01080
FIRE PROTECTION
PART 1-GENERAL
REQUIREMENTS INCLUDED

Fire Prevention Rules.
RESPONSIBILITY
Base Fire Chief or his representative will attend pre-construction conferences to brief contractors on pertinent fire regulations and to provide guidance for fire safe operations for personnel.
It is the responsibility of any person who discovers a fire to report it immediately, even when it is extinguished without the aid of the fire Department. To do this:
1. Sound the alarm locally by activating the installed fire alarm or by shouting to notify the occupants.
2. Report the fire by dialing 911Base emergency number.
3. Give the Fire Department the following information: Building number, name of the person reporting the fire, type of fire (building , grass, automobile, etc.) and exact location of the building (north end, south end, etc.).
FIRE PREVENTION RULES
Smoking:
1. Smoking is not permitted in any facility. Cigars, cigarettes, matches or mechanical lighters will not be used in the building except in areas specifically designated as “Smoking Area”.
2. Smoking will not be permitted within 50 feet of repair dock, paint and dope shops, gasoline storage and dispensing areas and motor maintenance shops.
3. Smoking materials will be disposed of in special noncombustible receptacles at the lose of business or upon cessation of operations each day. These receptacles will be removed from the building and disposed of properly.
4. Smoking will be prohibited in any facility or area wherein use of flammable or combustible material is being used. Smoking permitted in designated areas only, verified by contracting officer.
Heating: None explosion proof heaters and all open flame heaters will be prohibited for use in any facility or area where volatile vapors are present or may accumulate.
Electrical:
1. During the Fire Prevention inspections conducted by Air Force Base Fire Department, all appliances deemed unsafe and connected to an electrical distribution system will be disconnected from the electrical system and not be reconnected until approved by the Contracting Officer. The Base Fire Department will perform a periodic inspection to verify compliance.
2. Only vapor-proof type drop cords will be used in hangars, sewage plants and buildings where volatile liquids are used or stored.
3. All flexible cords used on appliances will be used in continuous length and in good condition without splice tape.
Housekeeping:
1. Trash will not be allowed to remain in any building overnight.
2. Only noncombustible trash containers and waste paper containers will be used.
3. Trash will not be allowed to accumulate on the floors, in the attic or underneath stairwells of buildings. Attics and areas underneath stairwells will not be used for storage without prior written approval of the Base Fire Chief.
4. Outdoor trash receptacles will be located at a reasonably safe distance from buildings. In no instance will trash including scrap lumber be stacked less than 15 feet from any building.
5. Rags will be kept in a metal container with a metal lid. Container will be properly marked, stating contents.
Flammable Liquids:
1. Flammable or corrosive liquids will only be stored in buildings designated as approved for that purpose. “Flammable” and “No Smoking” signs shall be prominently posted.
2. Gasoline will not be stored in the building without approval from the Base Fire Chief.
3. A supplemental supply of flammable liquids kept on premises will be limited to the amount necessary for one day’s use. This supply will be kept in approved safety cans that will be stenciled with the name of contents and the word “FLAMMABLE”.
Liquid Fuel Powered Equipment:
1. Adequate ventilation will be maintained in all areas when power equipment is to be used and where an accumulation of explosive gases is likely to occur from the use of power equipment.
2. Privately owned vehicles will not be parked in any buildings or structure other than those designated and approved for this purpose.
During all floor finishing such as sanding, gluing or varnishing and any other work in which a concentration of flammable vapors or dust is likely, all open flames including gas pilots will be turned off and the building adequately ventilated. Further care must be taken to insure electrical circuits are not activated during any unsafe condition.

PART 3-EXECUTION:
3.01
FIRE PREVENTION:
A.
Contractor shall be responsible for fire prevention and fire protection practices in connection with performance of the work.
The Contractor shall be liable for all damage from fire due directly or indirectly to its own activities or to the activities of its employees or of its subcontractors of any tier or their employees.
Contractor shall provide fire extinguishers commensurate with the hazard of each work area and shall instruct its personnel in their location and use.
D.
Wherever welding and/or burning is conducted, flammable materials shall be protected and Contractor shall ensure that protective fire prevention measures are taken and the Fire Department is notified before any fire is started.
E The Contractor must obtain a Welding Permit from the Base Fire Department and additional permission on a daily basis from CCA or CM before initiating any welding work. All accidental fires shall be reported immediately to the Fire Department by following the procedures stated in Paragraph 1.02 above.

PROCEDURES
A.
Deliver all submittals to Contracting Officer as specified in the AF Form 66.
B.
All submittals shall be in the English except where brochures are used that are only available in Turkish. If brochures or segments of brochures are used that are only available in Turkish then English translations of salient characteristics shall be provided.
C.
Submittals shall be accepted only from the Contractor (not sub-contractor or material supplier), who shall check submittals for completeness, accuracy for construction purposes and conformance with contract requirements and shall indicate his concurrence on each submittal.
D.
After Contracting Officer’s review of submittal, revise and resubmit as required, identifying changes made since previous submittal.

TESTS: The Contractor shall submit in writing the name and qualifications of the professional testing laboratories to be used on this project, within the time as specified on the AF Form 66. All testing laboratory facilities shall be subject to inspection by the Contracting Officer or his Technical Representative.
Test Requirements: Shall be as stipulated in the various sections of this specification. The
Contracting Officer or his Technical Representative may require additional tests of materials or items/systems if any test for a material or installation shows unsatisfactory material quality or item/system performance. All additional tests resulting from system or material failure shall be at no additional cost to the Government.
Test Report Submittals: Unless otherwise stipulated on the drawings or in this specification, all test reports shall be submitted to the Contracting Officer a maximum of three (3) calendar days after completion of the test. All reports shall be submitted in triplicate and shall be in the English language.
1.07
COLOR BOARDS
A.
Submission Schedule: Consolidated construction color boards should be submitted within 10 days of the Notice to Proceed. Piecemeal submittals are not acceptable. All color boards are to be submitted in A4 size card stock in a ring binder. Contractor is required to certify availability of items at this time.
B.
Material Samples: Use actual materials rather than catalogs or photographs for colors, materials or samples.
Color Board Format: Color Boards shall be prepared in the following format:
1. Binders: Provide submittals in A4 size format. Use ring binders.
2. Sheet Material: Sheets containing samples shall be heavy, neutral colored (not white) illustration board capable of supporting a 8 inch by 10 inch carpet sample without distorting binder release or sheet tear-out due to hole failure.

SAMPLES
A.
When required by individual specification sections, submit samples that fully illustrate functional characteristics of the product, complete with integral parts and attachments
B.
Include identification in each sample, giving full information.
C.
Samples will be kept with Construction Management.
D.
Provide field finishes at project as required by individual specifications section. Install sample complete and finished. Acceptable finishes in place may be retained in complete work.

PRODUCT DATA
A.
Mark each copy to identify applicable products, models, options and other data; supplement manufacturer’s standard data to provide information unique to the work. Include manufacturer’s installation instructions when required by the specification section.
B.
Trade names of specific products used in this specification are used for purposes of defining general quality and performance. They are not used to preclude the use of products of equal characteristics by other manufacturers. The Government reserves the right to determine equality.
C.
The Contractor shall submit to the Government with any request for approval of substitutions, complete data including performance and chemical makeup for both the specified and proposed items.

CERTIFICATES
A.
Each certificate required by the contract Documents shall be signed by an officer, agent or individual lawfully authorized to execute the certificate and such authority shall be cited in the certificate by description, title or other acceptable evidence.
B.
Certificates shall be sworn and notarized as to correctness and validity of the contents, and the entire original, up to date and valid certificates shall be delivered to the Contracting Officer.

MANUFACTURERS DETAILED INSTRUCTIONS
Submit the manufacturers’ detailed preparation and installation instructions.
Furnish copies to all trades involved.
1.13
MATERIALS FURNISHED UNDER STANDARD SPECIFICATIONS
Various materials specified by reference to standard or reference type specifications, prepare and submit a list of such materials stating manufacturer’s name and identifications to extent requested by the Contracting Officer.
PART 2-PRODUCTS: NOT USED
PART 3-EXECUTION:
3.01
SUBMITTALS AND TECHNICAL DATA.
Approval of materials and equipment will be based on manufacturer’s published data.
SUBMITTALS: (Due within 14 days of award of basic Contract, on time only.)
1. Submittals shall be furnished in the number & copies as stated on the AF Form 66 One (1) signed and dated copy will be returned to the Contractor after approval or disapproval by the Contracting Officer.
2. All submittals should be furnished in accordance with the stated dates on the AF Form 66.
3. In no case will materials be incorporated into the work unless prior approval is obtained from the Contracting Office.
TECHNICAL DATA:
1. Data for operational test reports and commercial warranty and/or guarantee shall be furnished in three (3) copies.
2. Unacceptable technical data will be returned to the Contractor after resubmission.
3. All copies of acceptable technical data will be retained.
5. All technical data must be furnished and accepted prior to final acceptance of the contract work and prior to processing invoice for final payment.
Submit the items identified in the Schedule of Material Submittal, Air Force Form 66, in accordance with this section and the specified due date.
E.
The following is a list (AF Form 66) of the major items of material which shall be required to be provided by the Contractor. The contractor shall provide material in accordance with the drawings, specifications and schedule for this contract. This list shall in no way be construed to limit other material submittal requirements as may be required by this specification, drawings or as may be determined by the Contracting Officer.

FORMAT AND SCHEDULE
A.
Prepare schedules as a horizontal bar chart with separate bar for each major portion of Work or operation, identifying first work day of each week. The schedule must show phasing of the project.
PROGRESS CHARTS AND EQUIPMENT DELIVERY SCHEDULE:
1.
Progress Charts: After receipt of the "Notice to Proceed" submit to the Contracting Officer for approval a practical construction schedule within the number of days as stated on the AF Form 66.
2.
Equipment Delivery Schedule: After receipt of the "Notice to Proceed", submit to the Contracting Officer for approval, a schedule showing the procurement plans for materials, plant and equipment, within the number of days as specified on the AF Form 66. Schedule or Network. Update the progress chart and equipment delivery schedule at monthly intervals or as directed. Reflect any changes occurring since the last updating. 1.04 CONSTRUCTION PHASING: The contractor shall submit a proposed work phasing plan in accordance with the requirements on AF form 66 to the Contracting Officer for approval. The Contractor’s proposed work phasing plan shall be prepared with the objective of minimizing the disruption of traffic and inconvenience to Base personnel and the user but providing for efficient construction work. A new phasing plan shall be submitted each time there is a change in equipment/material delivery dates of missed milestones. Phasing schedules shall be presented with enough detail to allow for close coordination with the User and other known contractors work plans to minimize the disturbance to user operations and shall pay close attention to the following requirements.
A.
Show complete sequence of construction by activity, with dates for beginning and completion of each element of construction.
B.
Identify each item by specification section number.
C.
Identify work on separate buildings and/or phases and other logically grouped activities.
D.
Include conferences and meetings in schedule.
E.
Show accumulated percentage of completion of each item, and total percentage of Work completed, as of the first day of each month.
F.
Use AF Form 66 for separate schedule of submittal dates for shop drawings, product data and samples, etc..

REVISIONS TO SCHEDULES
A.
Indicate progress of each activity to date of submittal and projected completion date of each activity.
B.
Identify activities modified since previous submittal, major changes in scope and other identifiable changes.
C.
Provide narrative report to define problem areas, anticipated delays and impact on Schedule. Report corrective action taken, or proposed, and its effect including the effect of changes on schedules of separate Contractors.

TESTING SERVICES
Contractor will appoint and employ services of an independent firm to perform testing.
The independent firm will perform tests and other services specified in individual specification sections and as required by the Contract.
Testing and source quality control may occur on or off the project site. Perform off-site testing as required by the Contract.
Reports will be submitted by the independent firm to the Contractor, in duplicate, indicating observations and results of tests and indicating compliance or non-compliance with Contract Documents.
Cooperate with independent firm; furnish samples of materials, design mix, equipment, tools, storage, safe access and assistance by incidental labor as requested.
Notify Contracting Officer and independent firm 72 hours prior to expected time for operations requiring services.
Make arrangements with independent firm and pay for additional samples and tests required for Contractor's use.
Testing does not relieve Contractor to perform Work to contract requirements.
Re-testing required because of non-conformance to specified requirements shall be performed by the same or another independent firm on instructions by the Contracting Officer.

MANUFACTURERS' FIELD SERVICES
When specified in individual specification sections, require material or Product suppliers or manufacturers to provide qualified staff personnel to observe site conditions, conditions of surfaces and installation, quality of workmanship, start-up of equipment, test, adjust and balance of equipment as applicable and to initiate instructions when necessary.
Submit qualifications of observer to Contracting Officer 30 days in advance of required observations. Observer subject to approval of Contracting Officer.
Report observations and site decisions or instructions given to applicators or installers that are supplemental or contrary to manufacturers' written instructions.

SAFETY REQUIREMENTS:
In addition to the Contractor’s Safety Plan the Contractor shall furnish and install all necessary equipment to protect workmen during the performance of this contract.
All Contractor employees will be required to wear safety hats and safety shoes, etc. while on the job site during the accomplishment of this project. Safety glasses shall be worn by employees operating wire brushing, sawing, grinding and sandblasting equipment.
Contractor shall at all times conduct its operations at all locations where the work is performed in such manner as to avoid any risk of bodily harm to persons or damage to property. Contractor shall promptly take all precautions which are reasonable or necessary to safeguard against such risks, shall make regular safety inspections of the conditions where the work is performed and any materials or equipment used in the performance of the work.
Contractor shall be solely responsible for the discovery, determination and correction of any unsafe conditions arising in connection with the performance of the work and shall promptly comply with any safety instructions or directions given to the Contractor by CM, CCA or CO.
3.04
FIRST AID:
Contractor shall be responsible for providing adequate first aid at the work site for all personnel employed or retained by the Contractor or any of its subcontractors in the performance of the work.

SECTION 01600
MATERIAL AND EQUIPMENT
PART 1 - GENERAL
EQUIPMENT, MATERIALS AND SUPPLIES: All equipment, materials and supplies required to be furnished and installed by the specifications for this project shall be new.
MATERIAL AND EQUIPMENT OF ACCEPTABLE MANUFACTURE: An item of new material or equipment may be submitted for review as a substitute for an item which is specified by manufacturer and model number, type, provided that all the following provisions are met:
A.
The item is manufactured by an acceptable manufacturer that is judged by the Contracting Officer to be “or equal” or better than to the item specified.
B.
It must meet the requirements of service and maintenance features of the specified item of material or equipment including compatibility with the specific or related systems of the installation.
C.
The item of material or equipment meets or exceeds minimum qualities.
D.
After review and approval, the item must be used consistently throughout the project so that all items of material or equipment used in place of specified items are of the same make and type.
1.03
SUBSTITUTIONS
A.
The Contractor in submitting substituted material and/or equipment to the Contracting Officer will identify the items that are being submitted as a substitution.
B.
The Contractor will provide sufficient documentation to substantiate that the substituted items will meet all requirements of the specified item. Insufficient documentation will result in disapproval.
C.
All other material and/or equipment that will be impacted by a substitution shall be identified.
1.04
PRODUCTS
A.
Products include material, equipment and systems.
B.
Products shall comply with specifications and referenced standards and minimum requirements.
C.
Components required to be supplied in quantity within a specification section shall be the same and shall be interchangeable.
D.
No products or materials prohibited by federal, state or county statute or regulation shall be used in the performance of this contract.
E.
Do not use materials and equipment removed from existing structure, except as specifically required by contract documents or approved by the Contracting Officer.
1.05
TRANSPORTATION AND HANDLING
A.
Transport products by methods that avoid product damage; deliver in undamaged, dry condition in manufacturer’s unopened containers or packaging.
B.
Provide equipment and personnel to handle products by methods that prevent soiling or damage.
C.
Promptly inspect shipments to assure that products comply with requirements, quantities are correct and products are undamaged.

STORAGE AND PROTECTION
A.
Store products in accordance with manufacturer’s instructions, with seals and labels intact and legible. Store sensitive products in weather-tight enclosures; maintain within temperature and humidity ranges required by manufacturer’s instructions.
B.
For exterior storage of fabricated products, place on sloped support above ground. Cover products subject to deterioration with impervious sheet covering; provide ventilation to avoid condensation.
C.
Store loose granular materials on solid surfaces in a well drained area; prevent mixing with foreign matter.

DISPOSITION OF DEMOLITION AND WASTE MATERIALS:
A.
All waste materials and equipment, debris and rubbish generated by the work shall be transported and deposited off‑site and off‑installation at Turkish Government approved disposal sites. Trucks used for transporting debris and rubbish shall be covered to prevent blowing debris from the truck. Any debris, rubbish, mud, etc. that falls from any truck shall be cleaned up by the Contractor daily. Contractor shall clean up construction site daily. The Contractor shall provide a suitable container for trash at the job site. Container and location shall be approved by the Contracting Officer or their technical representative.

CONTRACTOR FURNISHED MATERIALS (CFM):
A.
The contractor shall furnish all materials (except GFM) required in accordance with the drawings and specifications to construct a complete and usable facility.
B.
All Contractor Furnished Material shall be the same as or match those given to the Contractor and/or used in the system or used in the same or like areas and shall conform to the applicable section of this specification and as shown on the drawings. Whenever a material or article required is specified or shown in the contract documents by using the name of the proprietary product or a particular manufacturer or vendor, any material or article which has the same salient characteristics and will perform adequately the duties imposed by the general design will be considered equal and satisfactory providing the material or article so proposed is of equal substance and function in the Technical Representative's opinion. The material or article shall not be purchased or installed without the Contracting Officer's prior written approval.
C.
Any Contractor Furnished Material that remains unused after proper completion of this contract shall remain the property of the Contractor.
D.
Contracting Officer Approval: The Contractor shall submit all Contractor Furnished Material which may be required (per AF Form 66) to the Contracting Officer for approval. Samples, shop drawings and/or technical data of the Contractor Furnished Materials, regardless of manufacturer, shall be submitted for approval as specified on the AF Form 66, in the drawings and/or specifications or as requested by the Contracting Officer whether or not they are listed in this section. The Contracting Officer will be the final approval authority on the acceptability of all materials.
Materials Approvals: All Contractor furnished materials are subject to the approval of the
Contracting Officer.
1. When samples, descriptive data, shop drawings, test data etc., are required to be submitted (per AF Form 66) to the Contracting Officer for approval, they shall be submitted in accordance with the contract. All submittals, descriptive data test reports, performance charts, etc. shall be in the English language.
2. Each sample item shall be properly marked in English to show the name of the item, its trade name, name of the manufacturer, place of origin, name and location of the work where the item is to be used and the name of the Contractor or subcontractor who is submitting the item(s).
3. When it is required that items be submitted for approval of the Contracting Officer, it is understood that the items shall not be used without the approval of the Contracting Officer.
F.
The list of the major items of material to be provided by the Contractor is shown on AF Form 66 (Section 01300). The contractor shall provide material in accordance with the drawings, specifications and schedule for this contract. This list shall in no way be construed to limit other material submittal requirements as may be required by this specification, drawings or as may be determined by the Contracting Officer.

SUBMITTALS
A.
When contractor considers work has reached final completion, submit written certification that contract documents have been reviewed, work has been inspected and that work is complete in accordance with contract documents and ready for final inspection.
B.
Contractor shall provide Contracting Officer with the required date of the final inspection not less than 5 (five) days prior to the proposed date of the final inspection to assure that all members of the inspection party be notified and make necessary arrangements to be available. If construction deficiencies are identified, request for re-inspection will be given upon correction of deficiencies.
Contractor shall submit the following items prior to final inspection:
1. Notice of project completion
2. Proposed date for final inspection
3. Maintenance manuals.
4. Warranties.
1.04
FINAL CLEANING
A.
Execute prior to final inspection.
B.
Clean interior and exterior surfaces exposed to view; remove temporary labels, stains and foreign substances, polish transparent and glossy surfaces, vacuum carpeted and soft surfaces. Clean equipment and fixtures to a sanitary condition.
C.
Clean site; sweep paved areas, rake clean other surfaces.
D.
Remove waste and surplus materials, rubbish and construction facilities from the project and from the site.

OPERATION AND MAINTENANCE DATA
Provide data for:
1. Cleaning and maintenance for CFM materials.
Submit prior to final inspection, bound in A4 size in ring binders with durable plastic covers.

Provide a table of contents and separate index tabs for each item.
Binder shall be divided into two parts:
1. Part 1: Directory - Directory shall list name, address and telephone number of the contractor.
2. Part 2: Operation and Maintenance Instructions - This section shall be arranged and divided by Specification Division. For each Specification Division, provide names, addresses and telephone numbers of subcontractors and suppliers. List:
a. Maintenance instructions, finishes
b. Shop drawings and product data
c. Warranties
d. Performance Test Reports
e. Provide copies in accordance with AF Form 66 requirements.

WARRANTIES
A.
Contractor shall provide all manufacturers warranty documents required by individual sections.
