About this file

This document is an Aquastore Wastewater Tank Inspection Report for the Sleeper State Park in Caseville, Michigan. The inspection was conducted by Bill Waller of Blue Water Engineered Storage Systems on April 7, 2022 to evaluate the overall condition and integrity of the 317,000-gallon wastewater storage tank after 20 years of service. The report details the findings from the interior and exterior inspections, including the condition of the sidewall sheets, concrete floor, manways, piping, and cathodic protection system. The key recommendations include replacing the interior sealant, cleaning and coating the tank spools, and replacing the depleted anodes. The report also suggests replacing the interior ladder within the next 10 years and upgrading the exterior ladder to meet new regulations.

The related state and local contract opportunity is for the Port Crescent State Park - Wastewater Repairs project, which involves Huron County and the City of Pontiac. The contract scope includes the repairs and upgrades recommended in the inspection report. The contract opportunity does not provide specific details on pricing, set asides, funding sources, or the incumbent contractor. However, it indicates that this is an ongoing project for the state and local agencies involved.

Scope:

On 4/7/2022, Bill Waller of Bluewater Engineered Storage Systems conducted an interior/exterior inspection on the 317,000-gallon Aquastore® wastewater storage tank noted above. This inspection is to provide information regarding the overall condition and integrity of the tank after it been in service for 20 years.

Figure 12: AERATION / DOSING INSPECTION REPORT

INTERIOR INSPECTION:

The interior of this tank, and all appurtenances were evaluated. This evaluation included the sidewall sheets with glass coating, floor, sediment accumulations, piping/sumps, interior of the manway, overflow, side-wall penetration, and sacrificial anodes.

The tank was empty at the time of inspection.

INTERIOR SIDEWALL SHEETS

Sealant:

Sika #79 sealant was used in the construction of this tank. The protective sheet edge sealant is missing on 75% of the sheets. This tank was fabricated back when the sheet edges were not able to be coated with the glass fused to steel coating. A new polyurethane edge seal needs to be installed.

Sidewall Sheets:

The bolt together panels of the tank were closely observed.

Sidewall sheets and connecting joints are in good condition.

There is rust with minimal corrosion on the tank sidewall sheet edges on the 1st lower full sheet ring where the sheet edge sealant is worn off. These areas of rust are mostly on the 1st ring on the top horizontal bolt seam edge.

There was also one area 1” in diameter that the glass fused to steel was broken on the body of a sheet. This was likely due to impact when the tank or aeration equipment was installed.

The vertical bolt seams and fasteners are in excellent condition.

The horizontal bolt seams and fasteners are also in excellent condition.

Most of the sheet edge protective coating is missing. Edges are beginning to show edge rust but there very little structural corrosion damage currently.

Sediment Accumulations

There was no sediment on the floor.

Concrete There are no cracks in the floor.

There is not a seal installed on the exposed perimeter floor. There was a bentonite and butyl rubber seal installed on the sidewall of the foundation sheet before the sheet was encased in concrete when this tank was built. The concrete has not pulled away from the foundation sheet and there are no signs of leakage.

There is a square sump in this tank floor that is in good condition without any concrete cracks visible.

The non-coated concrete floor is in good condition.

Manway

The (2) interior parts of the 24” diameter bottom manway are in good condition with no leakage.

The sealant around the manways exhibits wear and needs installing new.

There is not a reinforcing plate on the interior of this tank, N/A. The bolts are not showing any kind of excess stress around them.

The neck weldment, galvanized coating is in good/fair condition.

Piping

There is a stainless-steel aeration system install on the floor of this tank that was installed by others.

The piping for this aeration system is not connected to the tank wall on the inside.

All tank spools and backing rings need to be wire wheeled, cleaned and a polyurethane sealant coating need to be applied.

Internal ladder

There is an aluminum ladder installed on the inside of this tank. It has always been the recommendation from the tank supplier to not install aluminum ladders on the inside of a tank. They will act as an anode and sacrifice itself. The ladder is pitting but is sturdy now.

We are not certain why this ladder is needed in a wastewater application when someone will be entering a confined space.

Cathodic Protection System A passive (Zinc) Cathodic Protection System is installed in the tank.

All 7 anodes have been sacrificed and need replacing.

EXTERIOR INSPECTION:

The exterior of this tank, and all appurtenances were evaluated. This evaluation included the side-wall sheets with glass coating, web truss rings, the visible part of the tank foundation, the area immediately adjacent to the tank (grade elevations, drainage, fencing, trees, (etc.), bottom manway, ladder, safety cage, platform, roof, roof hatch, safety decals, nametag, and sealant sheet edge fillets.

EXTERIOR SIDEWALL SHEETS

Sealant Sika #79 sealant was used in the construction of this tank. The sealant is intact and a small amount of the sheet edges are exposed with no rust or corrosion. It is expected that an exterior reseal will be needed in 10 -20 years.

Sidewall Sheets Sidewall sheets, sheet edges, joints, are in good condition.

The color is glossy and there is no corrosion.

There is no sign of ever overflowing this tank and is clean.

Sidewall Fasteners The side wall fasteners were not covered with protective caps when this tank was constructed.

The nut washer combinations are in good condition

Vertical Expansion No vertical seam expansion is visible and appears to be non-existent.

No signs of vandalism are present.

Web-Trusses There is (2) 3” web-truss around this tank.

The galvanized coating on the webs and fasteners are in good condition.

Exterior concrete ringwall The concrete curb foundation was inspected throughout the circumference and found to be in good condition.

There are no stress cracks, but there are several very small radial shrinkage cracks that penetrate less than an inch. There are no signs of any leaks.

Drainage Drainage around the tank is good.

Side Access Manway

The tank was constructed with a (2 )24” diameter bottom manways.

The manway is in good condition with all fasteners in place and there are no signs of leakage.

The manway davit arm is secure and in good condition.

The reinforcing plate is installed on the exterior of the tank only and is in good condition.

The door gaskets are in good condition

Ladder & Cage

The exterior ladder is in good condition.

The safety cage bolts and straps are in good condition.

The step off platforms is in good condition.

There is a up and over platform with a ladder installed going down the inside of this tank.

There is hinged ladder blocking device installed on the ladder with a lock in place.

The ladder does extend down to grade.

Top Ring Angle Stiffener

There is a dome angle installed on this tank to accept a geodesic domed roof if needed that is in good condition.

Piping

All penetrations and spools that are bolted to the tank are in good condition.

Support brackets that are bolted to the tank are in good condition.

Perimeter / Site Security

There is an enclosed fence around 1/3 of this tank.

Included in this fenced in area is the access ladder and bottom manways.

Cathodic Protection System (External Portion)

Buss bars are installed on the exterior of the tank.

Wires are attached from the anode inside the tank to the tank bolt on the exterior.

All connections are in proper order.

Conclusion

Bluewater Engineered Storage Systems Inc. concludes that at the time of this inspection:

The tank sidewalls and glass-fused to steel coating is in good condition throughout.

The following repairs are recommended:

1. The interior sealant that serves as a sheet edge coating has deteriorated and needs to be replaced before the tank is put back in service next spring. This is done by scraping, wire wheeling, cleaning, and applying a new polyurethane coating to all interior sheet edges.

Repairs to the edgecoat were made at the time of this inspection on the worst areas that were starting to corrode. 140 oz of sealant were used at that time.

2. The backing rings and flanged tank spools are starting to corrode inside this tank. These pieces need to be cleaned and a urethane coating needs to be applied.

3. Replace 7 anodes that are depleted (spent).

4. Within the next 10 years the interior ladder needs to be replaced or removed. Due to new regulations the exterior ladder will need to be replaced at that time with a cable grab harness system, swing gates and tie off point at the platform.

It is our conclusion that this tank is performing within the expected manufacturers parameters but the repairs 1-3 above are needed.

Bluewater recommends this tank go on a standard inspection schedule from this point forward.

This tank being at least 20 years old we recommend re-inspection of this tank every 3 years after the repairs are made.
