About this file

This document is a Project Statement from the State of Michigan Department of Technology, Management and Budget (DTMB) for a wastewater repairs project at the Port Crescent State Park. The Department of Natural Resources (DNR) Parks and Recreation Division is requesting design consulting services for this project. The project involves evaluating the existing wastewater system, including the lagoons, lift station, and aeration tank, and making necessary repairs and improvements to eliminate issues and increase capacity. A mandatory pre-proposal meeting will be held virtually on February 12, 2024, and proposals are due by February 22, 2024, at 2:00 p.m. Eastern. The project is located in Huron County and the City of Pontiac, and the work is expected to be completed prior to the Spring 2025 park opening.

The proposal should include consulting fees for two options: 1) evaluating the lagoons to the outfall and making necessary repairs, and 2) evaluating the system from the lift station inlet to the lagoons. The consultant should provide recommendations on system performance, capacity, and best management practices. The proposal should be based on specific PSC phases, and additional phases may be added in the future. The proposal will be evaluated based on a combined scoring ratio of 80% technical and 20% cost, and the total not-to-exceed cost for all services should be provided.

SCOPE OF WORK:

The DNR Parks and Recreation Division (PRD) is requesting design consulting services for the Port Crescent State Park Wastewater Repairs. Existing wastewater system drawings, O&M manual, EGLE permit and the system narrative with schematic and photos are provided.

Additional information The campground includes 144 sites, 8 lodging units (1 having its own kitchen and bathroom), 2 toilet-shower buildings, the contact station, and a 3-lane dump station. The main lift station at the campground was replaced in 2022. The campground is undergoing extensive renovations and will be closed until the spring of 2025. The expectation is to have all work on the wastewater system renovations complete by the 2025 park opening.

Itemized consulting fees are requested for 2 options:

1. Lagoons to Discharge: The lagoon liners are the primary concern for the project stemming from a bubble forming last year in lagoon #2 (cell #1). The intent would be to evaluate the system from the lagoons to the outfall and make repairs deemed necessary. Evaluations are expected to be generally visual in nature with appropriate lifecycle consideration. Where deemed necessary list detailed investigation services as reimbursable line items for consideration. Based on the age of the system some repairs or replacement (liners, valves, etc.) are anticipated to eliminate future liner bubbles and for prolonged operation. Some input on operation of the lagoons, options for increased capacity and best management practices shall be included. The proposal should be based on scope for PSC phases 100, 300, 500, 600 and 700.

2. Balance of the Wastewater system Evaluation: The intent is to evaluate the system from the lift station inlet to the lagoons. Evaluations are expected to be generally visual in nature with appropriate lifecycle consideration. Where deemed necessary list detailed investigation services as reimbursable line items for consideration. Some maintenance work is expected on the aeration tank based on evaluations done on a similar tank a Sleeper State Park, see evaluation report attached. Include a reimbursable allowance amount of $2,000 for a tank inspection. Feedback on the wastewater system expected performance, options for increased capacity, best management practices and recommended improvements shall be included. The park is in the process of working through the EGLE permit renewal. It is not expected that the scope would include any direct effort with EGLE on this renewal although some review and input should be included for the support for the park staff. The proposal should be based on scope for PSC phase 100. Based on the evaluation, additional scope phases may be added in the future to complete necessary improvements.
