About this file
This document is a Shortlist Results and Responsiveness Check issued by the Florida Department of Management Services, Division of Real Estate Development and Management for RFQ REDM2526-06, concerning Construction Management Services for Florida Governor's Mansion Renovations in Tallahassee. The RFQ sought a Construction Manager at Risk firm to oversee comprehensive interior and exterior renovation and restoration of the historic 11,894 square foot Governor's Mansion, originally constructed in 1956 and listed on the National Historic Register. The response deadline was November 13, 2025, at 4:00 PM, with an anticipated preconstruction start date of January 26, 2026. The project involves a construction budget of approximately $20,000,000, requiring the selected firm to manage bidding and construction processes while ensuring timely completion, budget adherence, and compliance with historic preservation standards and coordination with the Florida Department of Law Enforcement regarding safety and security measures.
The responsiveness check evaluated all timely-received responses against RFQ requirements, specifications, terms, and conditions. Three firms were found responsive and selected for interview by the Selection Committee: Allstate Construction, Inc., Childers Construction Co., and D.E. Scorpio Corporation. Two firms were deemed non-responsive: Southern Standard Construction and TSpark Enterprises, LLC. The Department reserves the right to negotiate with the top-ranked firm and execute a contract, with provisions to select an alternate firm if initial negotiations are unsuccessful. Protests concerning the agency decision must be filed with the Agency Clerk within the timeframe prescribed in Section 120.57(3), Florida Statutes, with filing options available by courier, hand delivery, U.S. mail, fax, or email.
