The project involves the selection of a Construction Manager at Risk firm to oversee a comprehensive interior and exterior renovation and restoration of the historic Governor's Mansion in Tallahassee, Florida, a 11,894 square foot building constructed in 1956 and listed on the National Historic Register. The original RFQ was released on October 14, 2025, with a response deadline of November 13, 2025, at 4:00 PM. The shortlist and responsiveness determination were issued on December 5, 2025, followed by the final results announced on January 13, 2026. The anticipated pre-construction start date is January 26, 2026. The Department recommended approval of Childers Construction Co. as the number one ranked firm, with Allstate Construction, Inc. and D.E. Scorpio Corporation listed as alternates two and three, respectively.
The construction budget is approximately $20,000,000, with the selected Construction Manager responsible for managing bidding and construction processes to ensure timely completion, budget adherence, and compliance with historic preservation standards. The RFQ does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. The Department reserves the right to negotiate with the top-ranked firm and execute a contract at a price determined to be fair, competitive, and reasonable. Should negotiations with Childers Construction Co. be unsuccessful, the Department will pursue negotiations with the alternate firms in ranked order. Protests concerning the agency decision must be filed timely with the Agency Clerk at the Department of Management Services, Office of the General Counsel, via courier, hand delivery, U.S. mail, fax, or email.
