SINGLE SOURCE DETERMINATION USING

SIMPLIFIED ACQUISITION PROCEDURES (SAP)

FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD

(AUTHORITY: FAR 13.106-1(b)(1))

REQ 141014-24-0021

1. Agency and contracting activity. Department of Commerce, NOAA Acquisition and Grants Office (AGO), Eastern Acquisition Division and NOS/Office of National Marine Sanctuaries, Monterey Bay.

2. Description of supplies or services required to meet agency needs (including the estimated value). Replacement of existing Crestron system components (visitor center exhibit controller) with new. Current components are over 11 years old and cannot be adapted to accommodate newer exhibits, nor can they be upgraded due to age.

4. Identification of the single source or the brand name to be solicited.

Brand Name: Crestron

5. Supporting rationale. Only one source or brand name is reasonably available as detailed below:

a. Compatibility to existing systems or equipment - The required supplies must be compatible in all aspects (form, fit, and function) with existing systems or equipment, and the source is uniquely qualified to meet the requirement.

The current system was built on a Crestron backbone and changing the processor brand would require the replacement of the entire system – including pulling new wiring through the walls to all of the visitor center exhibits, which would result in more than double the cost of replacing the above system components and would require extensive labor as well, which is not included in this contract.

6. Market Research.

a. Two alternate systems were explored in the determination of the need for a Crestron system. Both Extron and AMX systems were explored for this system refresh, and were found to be limited in their expandability and upgradability in the future. Providers for both systems spoke to the incompatibility of components and the need to start over with all new components and wiring.
