About this file
This is a Simplified Acquisition Procedures (SAP) Determination Memorandum for a sole source acquisition authorizing a contract award to Kimball International for office furniture in support of the Hyperspace VJETTS project Phase 2. The procurement falls under the $10,000 to $250,000 threshold and is funded through FY25 Operation & Maintenance appropriations for the Air Force, with PSC code 7110 for office furniture.
The government requires various commercial components and installation services that must integrate with existing Narrate furniture systems manufactured exclusively by Kimball International. The justification emphasizes that the cubicle and conference table furniture must be interoperable with the existing installed systems to enable rearrangement and building-wide functionality, and that only Kimball International produces compatible components. CDS holds the exclusive installation license for this geographic area. The contracting officer conducted market research including a two-week SAM.gov synopsis posting and searches on Google and GSA, with no competing vendors identified capable of providing matching furniture systems with equivalent Small Business preferences. The government posted a seven-day notice of intent to sole source without responses. NAWCTSD indicated no plans to compete future contracts for these supplies unless alternative sources emerge, at which point feasibility of competition will be reassessed.

SIMPLIFIED ACQUISITION PROCEDURES (SAP)
Determination Memorandum for Sole Source Acquisitions Over $10,000 but not Exceeding $250,000
SOLICITATIONS MAY BE LIMITED TO ONE SOURCE ONLY IF THE CONTRACTING OFFICER DETERMINES THAT ONLY ONE SOURCE IS REASONABLY AVAILABLE. WHEN THE CUSTOMER DESCRIBES AN ITEM OR SERVICE, WHICH LIMITS THE AVAILABILITY TO ONE SOURCE, THE DETERMINATION MUST EXPLAIN WHY THE ITEM OR SERVICE PROVIDER IS THE ONLY ONE THAT WILL MEET THE GOVERNMENT'S REQUIREMENT. STATEMENTS SUCH AS "ONLY KNOWN SOURCE" OR "ONLY SOURCE WHICH CAN MEET THE REQUIRED DELIVERY DATE" ARE INADEQUATE TO SUPPORT A SOLE SOURCE PURCHASE. THIS FORM MAY BE USED IN LIEU OF THE DETERMINATION DESCRIBED IN FAR 13.106. THE CUSTOMER SHALL
PROVIDE THE FOLLOWING INFORMATION:
1. PURCHASE REQUEST OR REQUISITION NUMBER: 2. PROJECT/TASK NUMBER:
ON FILES
3. ESTIMATED AMOUNT:
ON FILES
4. BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED AND THE INTENDED USE:
This Simplified Acquisition Procedures (SAP) Justification and Approval (J&A) authorizes and approves a sole source award to Kimball International, the Original Equipment Manufacturer (OEM), for the procurement of various commercial components and installation in support of the Hyperspace VJETTS project Phase 2. See attachment for the list of various commercial components. The appropriation is FY25 O&M (Operation & Maintenance) AF (Air Force). PSC 7110, Offiice Furniture. This is also used as the brand-name justification to purchase furniture from Kimball International.
5. UNIQUE CHARACTERISTICS THAT LIMIT AVAILABILITY TO ONLY ONE SOURCE, WITH THE REASON NO OTHER SUPPLIES OR
SERVICES CAN BE USED:
Furniture system provided must match existing system currently installed so that it can operate and integrate with existing systems. The current system’s management, operation, and maintenance depend on systems being identically paired. Moreover, furniture matching the existing furniture is needed in order to efficiently facilitate repairs, particularly under warranty. The existing Narrate furniture is manufactured by Kimball International and they are therefore the only vendor to carry this line of products to meet the forms and function of the existing furniture system.
CDS has an exclusive license to install this furniture in this geographic area. The cubicle furniture (systems furniture) must be interoperable with the existing systems furniture so that cubicles can be rearranged as needed. Systems furniture from other vendors is not interoperable with the existing systems furniture. Similarly, the conference tables must be able to connect with existing conference tables and be able to nest with existing tables to facilitate building-wide interoperability and rearrangement needs.
6. EXPLAIN WHY AN ADEQUATE PURCHASE DESCRIPTION OR OTHER INFORMATION SUITABLE TO SOLICIT MORE THEN ONE
SOURCE HAS NOT BEEN DEVELOPED:
10 U.S.C. 2304(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements.
Kimball International is the only manufacturer of the Narrate furniture system required. A synopsis was posted to SAM.gov to see if any other had the ability to complete the job needed with the specs listed. The synopsis was posted for two weeks with no responses. There were no two or more vendors were found with the same Small Business preferences that could supply the listed purchased items. We searched on Google and GSA. We found several companies that sell office furniture; however, Kimball International (CAGE: 4V077), which is the OEM of the existing furniture system, was the only vendor that could make and supply the listed purchased items. Kimball International usually subcontracts to a local reseller to install the furniture on site when the furniture are delivered. None of the Small Business vendors found in our searches on both sites could provide the furniture system that match our existing furniture system.
7. PROVIDE A STATEMENT OF ACTIONS, IF ANY, THE GOVERNMENT MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS TO
COMPETITION BEFORE FUTURE ACQUISITIONS ARE REQUIRED:
A notice of intent to sole source was posted on sam.gov for 7 days without any responses. For the reasons set forth in Paragraphs 5 and 6, NAWCTSD has no plans at this time to compete future contracts for the types of supplies/services covered by this document. If another potential source emerges, NAWCTSD will assess whether competition for future requirements is feasible.
See attached Market Research report.
