1. REQUIRING ACTIVITY:
DFAS-ZTCEA HQ0360; ATTN: ; 3990 E Broad St; Columbus OH 43213;
2. DESCRIPTION OF THE ACTION BEING APPROVED: Solicit a Brand Name requirement and award a Contract/Order.
3. DESCRIPTION OF SUPPLIES/SERVICES: This justification covers the acquisition of the following article(s):
Electronic Document Management (EDM) PixTools .NET Software Purchase. DFAS is requesting the purchase of software development tool kits (SDKs), new production view licenses, as well as maintenance support for both the SDKs and licenses starting on date of award.
A 12-month period of performance is required for the base year and annually thereafter for the four subsequent option years of Maintenance Support.
This requirement is for the purchase of 1 year of PixTools .NET Maintenance Support, with the option of four additional years, as well as new licenses and software development kits. DFAS will need the following PixTools .NET components:
Base Year (2020):
Software Development Tool Kits (SDKs) – Qty. 3 Production View Licenses – Qty. 2500 Maintenance Support (SDKs, Production View Licenses) – Qty. 1 Year
Option Years 1-4 (2021-2024):
Maintenance Support (SDKs, Production View Licenses) – Qty. 1 Year

FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements.
5. RATIONALE JUSTIFYING USE OF CITED STATUTORY AUTHORITY
4. STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN COMPETITION:
For the purposes of this requirement, the brand name is limited to OpenText Captiva PixTools. PixTools VB 6.0 is the current development and runtime product used to produce and enable EDM’s client applications to interact with TIFF images. This unsupported version of PixTools must be replaced with the current supportable version, PixTools .NET, to strengthen EDM’s security posture by ensuring compliance with Defense Information System Agency (DISA) and Security Technical Implementation Guide (STIG) regulations requiring software applications to use supportable I&T products. There are no comparable products without a total redesign of the current EDM system, which would cost significantly more than the cost of the requested software licenses and annual maintenance support. A redesign would also take approximately 6 months which would significantly delay DFAS with being compliant to DoD standards. This acquisition is for the purchase of PixTools .Net software development tool kits (SDKs), new production view licenses, as well as maintenance support for both the SDKs and licenses starting on date of award. A 12-month period of performance is required for the base year and annually thereafter for the four subsequent option years of maintenance support. The PixTools .NET software upgrade is only pertinent to the EDM environment, therefore no other government agencies are purchasing this specific software license and maintenance support configuration. The potential suppliers were located through a direct vendor quote and a Request for Information (RFI) submitted through GSA eBuy-Open for the required PixTools .NET components. The DFAS estimate for the base year effort, based

The subsequent option year costs of maintenance support were determined by applying the appropriate inflation factor to the base year 2020 cost for 2021-2024.
6. DESCRIPTION OF EFFORTS MADE TO SOLICIT OFFERS FROM AS MANY OFFERORS AS PRACTICABLE:
Market Research determined that the requirement can only be provided by a single source
7. A SHORT DESCRIPTION OF RESULTS OF RFI/BETA.SAM.GOV POSTING, OR MARKET RESEARCH CONDUCTED OR A STATEMENT
OF THE REASON NONE OF THE ABOVE ACTIONS WERE CONDUCTED.
An RFI was posted through NASA SEWP that yielded no results. An RFI was posted through GSA in which 4 vendors expressed interest in the requirement. None of the vendors have the requested licenses and support on their current GSA Contracts.
8. LIST OF THE SOURCES THAT EXPRESSED A WRITTEN INTEREST IN THE ACQUISITION.
9. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND OPEN COMPETITION:
There are no additional supporting facts.
10. A STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE ANY SUBSEQUENT ACQUISITION FOR THE SUPPLIES OR SERVICES REQUIRED.
This procurement will be publicly posted through Contract Opportunities on Beta SAM. This will open the procurement up to any vendor with the ability to provide the requested licenses and support requested by DFAS for this requirement. We will therefore maximize competition to the greatest extent possible.

11. DETERMINATION OF FAIR AND REASONABLE COST: The contracting officer will determine that the anticipated cost to the Government of the service/supplies covered by this justification will be fair and reasonable.
12. TECHNICAL/REQUIREMENTS REPRESENTATIVE CERTIFICATION:
I hereby certify that this justification is made in good faith, that the supporting data and information are accurate and complete to the best of my knowledge and belief, and that I would not be making this request if it were feasible to fully compete this requirement. I further certify that this request is not the result of lack of advanced planning or a desire to expend funds while those funds are still available.
