About this file
This is a Justification and Approval (J&A) document for sole source contract award by the Department of the Navy, Naval Supply Systems Command, issued in March 2026.
The contracting activity is Commander, Task Force 72, seeking to award a sole source contract to ASRC Communications, LTD (ASRC) for logistics services supporting P-8A aircraft operations. The required services include extending existing contracted support hours from Tuesday-Saturday 0700-1700 to 12 hours daily, 7 days per week (0700-1900), with potential 24/7 service as needed. Services encompass air traffic control, aircraft fueling and servicing, cargo handling, forklift services, and dining facility operations for approximately 150 personnel. The period of performance extends up to two 60-day periods (120 days maximum) between June 1, 2026 and November 30, 2026. The estimated dollar value is redacted in the document.
The justification for sole source award cites 10 U.S.C. 3204(a)(1), asserting that no other responsible source can satisfy agency requirements. The rationale emphasizes that Wake Island is the only military-approved/certified airfield meeting operational requirements in the geographic area, and ASRC is already responsible for maintaining existing facilities under existing Installation Support Services 2 – Geographically Separated Locations (ISS2-GSL) contract FA5215-24-C-0036. Additional justification includes security concerns regarding classified operations and the austere environment of Wake Island. Market research and a source sought posted to SAM.gov on April 6, 2026 (closing April 9, 2026) yielded no vendor interest. Future competition will be addressed by incorporating CTF-72 support requirements into the next ISS2-GSL contract advertisement.

(CLASS) JUSTIFICATION AND APPROVAL
FOR USE OF OTHER THAN FULL AND OPEN COMPETITION
1. Contracting Activity.
Commander, Task Force 72
2. Description of the Action Being Approved.
Award of a contract on a sole source basis for logistics services in support of P-8A aircraft from Commander, Task Force 72.
3. Description of Supplies/Services.
Extend existing contracted service hours (Tue-Sat 0700-1700) to provide service 12-hours per day, 7 days a week (0700-1900) with potential 24/7 service as needed, in support of Classified operations to include:
- Air traffic control
- Aircraft Fueling and Servicing
- Cargo handling
- Forklift services
- Dining Facility (DFAC) services for approximately 150 personnel
Period of Performance: Up to two 60-day periods (120 days max) between 01 June 2026 to 30 November 2026.
Estimated Dollar Value
4. Statutory Authority Permitting Other Than Full and Open Competition.
10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements.
5. Rationale Justifying Use of Cited Statutory Authority.
There is no military approved/certified airfield that can meet operational requirements in the identified geographic area, except for the facility on Wake Island. The intended contractor ASRC Communications, LTD (ASRC) is responsible for maintaining the existing facilities on the island and is providing the same services under the existing Installation Support Services 2 – Geographically Separated Locations (ISS2 – GSL) contract FA5215-24-C-0036. similar service from another contractor would be a duplication of efforts. Additionally, due to the classified nature of this operation, limiting the amount of contractor’s privy to the limited details related to this operation would be in the best interest of the government. Seeking an additional contractor to support these operations could seriously compromise security requirements.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.
Market research with the existing contracting office responsible for the ISS2-GSL contract as well as ASRC revealed the challenges inherent to providing support on Wake Island with technical capabilities. The lack of transportation options, the existing contract, as well as the island’s austere environment make contracting with a separate entity for the support required impractical.
In accordance with DFARS 206.302-1 a source sought was posted to SAM.gov on 06 April 2026. Upon closing on 09 April 2026 no vendors submitted interest or a capability statement to support CTF 72 Airfield Operations in Wake Island.
7. Determination of Fair and Reasonable Cost. The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.
8. Actions to Remove Barriers to Future Competition.
Planning is in progress to add future CTF-72 support requirements as an appendix to the next ISS2-GSL contract advertisement.
As this is a follow-on for supplies and services previously awarded on a non-competitive basis, in accordance with DFARS 206.104-71, the prior J&A was provided to the approval authority for review. Approval of this J&A signifies the approval authority has made the determination required by DFARS 206.104-72.
