About this file
This document appears to be a Sole Source Justification for a federal contract opportunity. The key details are:
The government is seeking a sole source contract with PixLit Productions, Inc. to provide Learning Management System (LMS) support and data migration services for the Defense Contract Audit Agency (DCAA). PixLit is the only responsible source qualified to provide these services, as the existing LMS (Learning Target) is proprietary to PixLit and they are the only company able to ensure the proper transfer of all training data to the new LMS. The anticipated period of performance is July 1, 2024 to June 30, 2025, and this will be the last contract for this LMS support. The government does not anticipate any future sole source requirements for this effort.

CONTROLLED UNCLASSIFIED INFORMATION; SOURCE SELECTION SENSITIVE – SEE FAR 2.101 & 3.104 2 of 3
The anticipated period of performance is July 1, 2024 to June 30, 2025. This will be the last contract for LMS support.
2. Identify the specific characteristics of the material or service that limit the availability to a single source (unique features, function of the item, licensing agreement, urgency, brand name, etc.). Describe in detail why only this source can furnish the item or service to the exclusion of other sources.
Only one responsible source is qualified to provide the required support because the system that DCAA is transitioning from (Learning Target) is proprietary to PixLit Productions, Inc. and only PixLit can ensure that all data is transferred in the required formats as no other companies are able to modify or make changes to the Learning Target software. As such, DCAA requires a sole source contract award to PixLit to ensure that all data currently housed within the Learning Target and all prior training systems is appropriate transferred as required for record retention and auditability purposes to the new LMS.
The government does not anticipate any future sole source requirements for this effort at this time.
