About this file

This Single Source Justification (Simplified Acquisition) document details a purchase of 9 portable Movincool Climate Pro K18 air conditioners and ceiling tile kits for the 78th Civil Engineering Group. The urgent requirement stems from a non-functioning HVAC system in a facility where building temperatures are reaching the 80s. The specific air conditioner units have detailed technical specifications including 16,800 BtuH cooling capacity, 550-750 sq ft coverage area, 115V power, and 3 fan speeds. The ceiling tile kits are designed to work specifically with these Movincool units and include a 12-inch duct diameter.

The document outlines that market research was conducted, identifying multiple companies capable of providing air conditioners. The Civil Engineering Group will install the units, with C-17 working to expedite delivery before summer temperatures potentially reach the 90s and 100s. This purchase is considered a temporary, stop-gap solution, with no additional portable air conditioning purchases anticipated in the future. The contracting officer has determined, in accordance with Federal Acquisition Regulation (FAR), that the single-source procurement is reasonable given the urgent circumstances and commercial marketplace availability.

Single Source Justification (Simplified Acquisition)

This requirement is for the purchase of 9 (each) portable Movincool Climate Pro K18 air conditioners. This requirement is the result of a non-functioning, non-reparable air conditioning system. The system is not able to be replaced currently or in the near future, and this temporary solution is needed to bring temperatures from the middle of the building down from the 80s. The ceiling tile kit will allow ventilation of the units.

The 78th Civil Engineering Group (CE) will install the units as they have responsibility over the facility. Because of the non-functioning, non-reparable Heating, Ventilation, and Air Conditioning unit (HVAC), CE recommended purchase of the portable units to help bring the temperatures down. CE was originally going to purchase the units, but because of demand base wide, all of the units needed would not be able to be purchased at once and in time for summer. As such, CE recommended C-17 purchase the units, and to use the following brand and characteristics to ensure compatibility and installation success:
