Solicitation GS-08P-10-JA-C-0002 RECOVERY—Tier III Data Center Construction Management as Agent Amendment 0004

A. The purpose of this Amendment is to provide the questions received through October 20, 2009 with answers as follows:

1. While this project is described in the RFQ as "new" construction with core and shell work, can you please confirm if GSA is also contemplating doing any retrofits or modifications to existing buildings as part of the overall project, or if it is entirely new?

Response: An existing building will be demolished and its replacement will be built at an alternative site at the Denver Federal Center.

2. Are all team members required to be U.S. citizens?

Response: The solicitation does not specifically require that all team members must be U.S. Citizens. However, as provided in Amendment 0001, the Prime contractor is required to hold a SECRET Facility Clearance. Any team members who will have access to documents classified as SECRET must also have SECRET Clearance. A requirement to receive a SECRET Clearance is that the person must be a U.S. Citizen. Therefore, any team member who holds a SECRET Clearance will necessarily be a U.S. Citizen, and any team member who will have access to SECRET documents will necessarily be a U.S. Citizen.

3. What are the anticipated time commitments for the support staff? (project scheduler, claims analyst, cost estimator, construction inspector - architectural, construction inspector -structural, construction inspector - civil, construction inspector - mechanical, construction inspector - electrical, fire protection engineer, roofing inspector)?

Response: The anticipated time commitments for support staff is best estimated by the Offerors.

4. Who will be the client contact for day-to-day project activities?

Response: The client contact for day-to-day activities will be the designated Contracting Officer's Representative. The specific person fulfilling that role will be designated at the time of contract award.

5. Will the 5 firms who are shortlisted for the Phase II RFP be given additional information about the project and have an opportunity to submit additional questions?

Response: The firms that are included in the Competitive Range will receive additional information.

6. The presolicitation notice stated that "An Offeror that is not a small business concern, offering to perform a contract that has subcontracting possibilities, must submit a Subcontracting Plan for acceptance by the Contracting Officer." Will offerors that are large businesses be required to submit subcontracting plans as part of Phase II? Will GSA specify specific subcontracting targets for each of the different categories of small business (e.g. SDVOSB, 8(a)) that it would like for the large businesses to achieve, or if will leave that up to the offerors? Will a higher percentage of proposed small business subcontracting have a favorable impact on the evaluation of an offer from a large business?

Response: The Small Business Subcontracting Plan will be required prior to award but not as part of the Phase II submittal. GSA will specify minimum subcontracting target goals. The Subcontracting Plan is not an evaluation factor for purposes of evaluating the technical proposal.

7. The RFQ states that "the RFP for Phase Two proposal submissions is anticipated to be released to the shortlisted firms no later than November 16th, 2009." The RFQ also states that "The Government anticipates award of this contract prior to April 2010." Can you please provide a general anticipated timeline that lists some of the key bid process milestones occurring over these months and confirm the anticipated contract award date?

Response: The dates provided in the RFQ are estimated dates. A more refined schedule is not available for release to offerors.

8. Please clarify if any of the following proposed key personnel are required to be registered Professional Engineers or Architects (lead engineer/inspector, project scheduler, claims analyst, cost estimator, construction inspector - architectural, construction inspector -structural, construction inspector - civil, construction inspector - mechanical, construction inspector - electrical, fire protection engineer, roofing inspector)?

Response: The Project Construction Manager must be a registered engineer. Although not required, the use of registered engineers in a firm's qualifications statement will be considered in the Phase I Evaluation.

9. For informational purposes, the following is provided:

Response: If the firm has an ‘inactive’ facility clearance, the firm’s facility clearance was administratively terminated less than 2 years ago and there has been no change in the key management personnel for the firm, they would likely be eligible for a reinstatement of the facility clearance. The CAGE Code, and any documentation from Defense Security Service regarding the facility clearance status, should be submitted as part of your Phase 1 response.

10. On page 3 of the RFQ, a Construction Quality Assurance Inspector is mentioned.

Does that position refer to the Project Engineer / Inspector position or is it a separate role?

Response: We have identified these positions as two separate positions. If you feel that you have a qualified person that can fill both rolls, you may include this approach in your proposal.

11. “Reference paragraph 1.2, Services to be Provided, page 3 of RFQ. The role of “Construction Quality Assurance Inspector” is mentioned as an on-site staff position.

However, this title is not used again on pgs. 7 and 8. May we assume that the title “Project Engineer / Inspector” is performing the function of Construction Quality Assurance

Inspector?? (Note: the answer to a previous question instructed proposers to use the Key Personnel on pgs 7-8 in lieu of those on page 3).”

Response: Yes, assume that the title “Project Engineer / Inspector” is performing the function of Construction Quality Assurance Inspector.

12. ‘Reference Factor 2 – Company Past Performance, page 13 of RFQ states….”The Contractor shall provide a maximum of three (3) example projects by completing Section F of Standard Form 330”… Our proposal will include a Prime with two teaming partners. We would like to submit two (2) example projects from the Prime and one (1) example project from one of the teaming partners to meet the requirement for three (3) example projects.

Would this be acceptable? If not acceptable, alternatively we could submit three (3) example projects from the Prime and one (1) from the teaming partner for a total of Four (4) example projects, if acceptable. ‘

Response: Two example projects from the prime and one from one of the teaming partners is acceptable.
