Solicitation GS-08P-10-JA-C-0002 RECOVERY—Tier III Data Center Construction Management as Agent Amendment 0003
A. The purpose of this Amendment is to provide the questions received through October 13, 2009 with answers as follows:
1. Reference Amendment 0001. Section 1.5.1 Phase One – Minimum Requirement. “The construction management prime contractor shall provide evidence of its possession of current SECRET facility security clearances (FCLs) issued in accordance with the National Industrial Security Program o be considered for this effort”
a. Is there also a requirement for a SCIF to be located within a certain distance from the Federal Center in Lakewood?
b. If yes, what is the maximum distance from the Federal center in Lakewood/
Response: There is no requirement for a SCIF in this particular project.
2. Reference RFQ page 7, Factor 1 – Individual Experience. “Provide the names, qualifications, and relevant projects of each key personnel (listed below) who will be assigned to this Project by completely filling out “Section E” on Standard Form 330.”
a. Please verify if a security clearance of SECRET is required for key personnel.
b. If required, please specify whether all key personnel are required to have a SECRET clearance.
Response: The key personnel would have been cleared SECRET as part of the facility clearance process. When Defense Security Service clears a company for a Secret facility security clearance, one of the main things they do is clear the Key management personnel. If you are speaking of key personnel for this particular project, any person who will have access to SECRET information will have to have a SECRET Clearance.
3. Is the reference to architectural/engineering firm requiring Security clearance just the architect or does it also include the structural engineer, mechanical engineer, electrical engineer, etc.?
Response: For purposes of the RFQ (Phase I, Current Phase - responses due 10/29), the Prime Contractor must have a SECRET clearance as evidenced by its CAGE Code.
During the proposal process with the short-listed firms (12/09), when the Bridging Documents are released, the Prime Contractor must have a SECRET Clearance.
After award (current estimate is late March 2010), the A/E and security subcontractor must have SECRET Clearance. Any person who will have access to the information after award must have Clearance.

4. Our local PTAC is of the understanding that we could still have enough time to get security clearance if given an endorsement to DISCO. What is your perception of chances without an FCL in place and would you think a proposal on our part would be futile?
Response: Interim facility clearances which have already been issued by the Defense Security Service will be sufficient for this phase of the procurement. At this time, it is not GSA’s intention to sponsor any uncleared firms for facility clearances.
5. RFP Page 9 – Key Personnel Minimum Qualifications. The RFP states that the Project Construction manager/Inspector “shall have a minimum of a four-year college degree in architecture, engineering, architectural engineering, construction management, or related field and shall be a registered Architect or Engineer.”
There is an ambiguity because having a Construction Management degree excludes the person from Architectural and Engineering registrations. Would GSA accept the Corporate Executive with an Architect/Engineer registration and a Construction manager/Inspector with a Construction Management degree?
Response: Yes
