Solicitation GS-08P-10-JA-C-0002 RECOVERY—Tier III Data Center Construction Management as Agent

The purpose of this amendment is to provide answers to questions received from Contractors regarding this solicitation as follows:

1. Will a sponsorship letter from the GSA which will enable us to begin the FCL application process be sufficient to remain a “go” for this RFQ? Our understanding is that most procuring agencies allow a window of time after pre-qualification in Phase I for Shortlisted Offerors to obtain FCL status.

Response: GSA will not issue a sponsorship letter to begin the FCL application process.

The project schedule does not permit adequate time to complete the clearance process.

Therefore, all offerors must currently hold SECRET Clearances.

2. Part III – Past Performance Questionnaire, Page ii, Overview:

A. The form references the Byron G. Rogers FOB, please confirm this is incorrect and reissue a corrected version of this document.

Response: This is incorrect. A corrected document is provided with this amendment.

B. The Past Performance Questionnaires states that evaluations are due by October 27, 2009. Is this correct or do we have until the offer due date to submit evaluations (2:00 PM MST on November 4, 2009)?

Response: The revised document includes the November 4, 2009 deadline.

C. Is it possible to get the Past Performance Questionnaire in Word Format?

Response: The revised Questionnaire is provided in Word Format.

3. Reference RFQ page 5 and pages 7-8. Page 5 contains a list of CMa key team members that does not match the list of key personnel on pages 7-8 for Factor 1 – Individual Experience.

Should Offerors prepare Standard Form 330 Section E resumes for each of the CMa key team members listed on page 5 in addition to the key personnel listed on pages 7-8? If yes, please provide minimum qualifications for each of the key team members listed on page 5.

Response: Please provide resumes for the CMa key team members listed on pages 7-8.

4. Reference RFQ page 13, Factor 2 – Company Past Performance, item b. “The projects must have been completed within the last ten (10) years.” Is it acceptable to provide projects that are ‘substantially’ complete? For example, if a project is in the final punch list phase and will be turned over to the customer within 120 days would the government consider that to be an acceptable example project?

Response: Please provide projects which most closely meet the solicitation requirements.

5. Reference Appendix: Standard Form 330 Architect Engineer Qualifications and Section

1.5 Source Selection Evaluation Criteria. Are Offerors required to complete the remaining sections of the SF 330 - Sections A – D, G, H, and I of Part I and Part II?

Response: Offerors should complete the remaining sections of the SF330 so that all projects, experience, and key personnel are cross-referenced.

6. If a complete SF 330 is required, are there specific items the government would like addressed in Section H of the SF 330 Part I? If so, what are these specific items?

Section H is provided for additional information the offeror finds supportive of its qualifications for the project and which may not otherwise be included or addressed. GSA has no specific requests or requirements for this section.

7. Reference RFQ page 7, Factor 1 – Individual Experience. “Provide the names, qualifications, and relevant projects of each key personnel (listed below) who will be assigned to this Project by completely filling out “Section E” on Standard Form 330.” Please verify if there is a page limit for each resume.

Response: There is no page limit for each resume, but the entire package must be within the 50-page limit.

8. There are 12 roles identified on the key personnel team (pages 8-9, Factor 1 – Individual Experience). May one individual fill more than one role on the team?

Response: Yes.

9. Reference RFQ page 13, Factor 2 – Company Past Performance. “The contractor shall provide a maximum of three (3) example projects by completing Section F on Standard Form 330.” Please verify that only 3 projects are to be included in Section F. Please verify if there is a page limit for each project presented in Section F.

Response: Yes – only 3 projects are to be included in Section F. There is no page limit for each project, however the entire package must be within the 50-page limit.

10. Does the government plan to conduct oral interviews during Phase One of the solicitation process?

No. Interviews will be conducted during Phase II with those firms included in the Competitive Range.

11. If an Offeror is shortlisted during Phase One of the solicitation process, will their ranking from Phase One be considered in the Phase Two evaluation? In other words, if an Offeror is ranked number 5 in Phase One, will this be included in the Phase 2 evaluation?

Yes. This is a Best Value evaluation, so all information must necessarily be considered.

12. Is an offeror allowed to provide an introduction to their experience and capabilities in addition to Factor 1 – Individual Experience and Factor 2 – Company Past Performance? Will this additional information be evaluated in the Phase One process?

Response: An offeror may provide introductory information, but the entire package including such information must be within the 50-page limit.

13. Reference Amendment 001. Section 1.5.1 Phase One – Minimum Requirement. “The construction management prime contractor shall provide evidence of its possession of current

SECRET facility security clearances (FCLs) issued in accordance with the National Industrial Security Program to be considered for this effort”

a. Is there also a requirement for a SCIF to be located within a certain distance from the Federal Center in Lakewood?

b. If yes, what is the maximum distance from the Federal Center in Lakewood?

Response: There is no requirement for a SCIF in this particular project

14. Reference RFQ page 7, Factor 1 – Individual Experience. “Provide the names, qualifications, and relevant projects of each key personnel (listed below) who will be assigned to this Project by completely filling out “Section E” on Standard Form 330.”

a. Please verify if a security clearance of SECRET is required for key personnel.

Response: The key personnel would have been cleared Secret as part of the facility clearance process anyway. When Defense Security Service clears a company for a Secret facility security clearance, one of the main things they do is clear the Key management personnel. If you are speaking of key personnel for this particular project, any person who will have access to Secret information will have to have a Secret clearance.

b. If required, please specify whether all key personnel are required to have a SECRET clearance.

Response: Any personnel who will require access to Secret information will have to have the clearance.

c. If only some key personnel are required to have a SECRET clearance, please specify which personnel need this clearance.

Response: Anyone who will have access to Secret information will need the clearance

15. We are requesting further explanation for the Phase One requirement that the construction management prime contractor provide evidence of its possession of a current SECRET Facility Security Clearance (FCL) with submission of the Request for Qualifications (RFQ) response.

Our firm has vast experience in constructing data centers, completing three data centers in the last three years, and six within the last 10 years. All were for high profile corporate clients with extensive security requirements. None, however, had the Secret Facility Security Clearance requirements. We are confident, however, if recommended, we would comply with the requirements.

Our experience and expertise make us a viable candidate for this project, however, with the requirement for a security clearance prior to any submission we are not able to submit our qualifications for review.

Response: The project schedule does not permit sufficient time to begin and conclude the SECRET Security Clearance application process.
