About this file

This document is a Questions and Answers (Q&A) clarification record for a federal task order solicitation involving temporary field support services at Camp Lejeune, North Carolina.

The requirement encompasses mobile shower facilities, field tents, floodlights, laundry services, water delivery, and grey water removal for a military exercise scheduled June 8–30, 2026, with active operations June 11–23. Key service parameters include: 35 shower heads minimum (1 per 10 people) for 350 personnel showering once daily for 10 days; 2 large tents (200-person capacity each) configured as a chow hall and administrative space with flooring but no lighting or climate control; 22 floodlights across two locations (LZ Falcon and LZ Goose) operating dusk-to-dawn at 4000W light output equivalent; off-site laundry service for 232 total loads (15-lb maximum per load) across six pickup days (June 13, 14, 15, 17, 19, 20) with 48-hour turnaround; water delivery of 35,000 gallons total for showers (10 gallons per person × 350 personnel × 10 days); and off-site grey water removal estimated at 35,000 gallons from shower operations. The contract will be awarded firm-fixed-price with no Economic Price Adjustment clause for fuel, which must be included in pricing. Mobilization, demobilization, delivery, toiletries, and 24/7 maintenance with 2-hour response are priced within respective CLINs. The Government clarified multiple SOR ambiguities including shower operational dates (June 13–23), laundry load definitions, tent specifications, floodlight locations and removal dates, water volumes, and pricing structures. No security clearances are required; however, DBIDS enrollment and facility access compliance are mandatory post-award. The applicable Service Contract Act wage determination will be included in the final solicitation.

DISTRIBUTION: DoW COMMUNITY ONLY

1. Please confirm whether the vendor is responsible for providing daily towels for shower services.

• Answer: The vendor is not responsible for providing daily towels for the purposes of personnel drying off after showers.

2. Please confirm whether restroom facilities/trailers are to be provided under this task order or if they are intended to be excluded.

• Answer: Restroom facilities/trailers are not required under this contract.

3. Please confirm whether the structure tents are permitted to be staked directly into the ground.

• The tents provided by the vendor are permitted to be staked directly into the ground.

4. Please confirm whether walls and doors are required for the structure tents.

• Answer: The SOR has been amended as a result of this question. See section 3.5.6.

5. Please confirm whether the 232 laundry loads represent a daily requirement for the specified period.

• Answer: The SOR has been amended as a result of this question. See section 3.3.1.

6. Please advise whether the Government will allow offsite laundry services, or if laundry operations must be maintained on-site.

• The Government is requesting off-site laundry services and will not require on-site services.

7. Section 3.4.1 states showers must be removed NLT June 23 at 1600 EST. §5.1 states shower removal NLT June 29 at 2359 EST. The two sections give conflicting removal dates (a 6-day difference).

• Answer: The SOR has been amended as a result of this question. See section

3.2.1 and 4.4.1.

8. SOR section 2 vs section 5 Overall PoP: section 5 (Scope) states the exercise spans 22 days. Section 5 (Period of Performance) states 8 – 30 June 2026 (23 days inclusive). Tent setup begins June 11 and teardown by June 30 = 19.3 days on-site.

• Answer: The SOR has been amended as a result of this question. See section 2 and 4.3.

9. SOR Section 3.5 Laundry load count: SOR states '232 loads of laundry in 1 day' in the Pricing Workbook CLIN 0005 and '48-hour turnaround laundry service for (6) days for 232 loads of laundry' in SOR §3.5. It is not clear whether 232 is the total load count across the 6 pickup days or 232 per pickup day (total 1,392 loads).

• Answer: The SOR has been amended as a result of this question. See section

3.3 and the updated Pricing Workbook.

10. SOR section 3.4 Shower head ratio vs. surge demand: SOR requires minimum 1 shower head per 10 people, capacity for 350 people to shower once per day. This supports 24-hour distributed demand but does not explicitly address surge demand windows (e.g., post-PT or pre/post-chow).

• Answer: The Government confirms the shower head ratio as stated in the SOR and will facilitate its own shower times, to include surge demand.

11. Section 3 (grey water bullet) Water Quality Spec: SOR requires the contractor to deliver water off-site for showers and laundry. No specification is given for potable

vs. non-potable water, source certification, delivery cadence, or on-site storage (bladder, frac tank, etc.).

• Non-potable water acceptable.

12. Section 3 (grey water bullet) Grey Water Volume: Grey water must be hauled off-installation. No estimated total volume is provided. At 10 gal/person × 3,500 showers = approximately 35,000 gal of shower grey water alone; laundry grey water is additional and not specified.

• The estimated volume of grey water for showers is as stated: At 10 gal/person × 350 pax = 3,500 showers. 3,500 showers x 10 days = 35,000 gal of shower grey water for the entire period of performance.

• The estimated volume of grey water for laundry is not relevant to the off-installation disposal requirement because the Government is not requesting on-site laundry services.

13. Section 3.6 vs 3.1 Shower Fuel Price Risk: Pricing for showers and floodlights is required to include fuel for generators over the PoP. No economic price adjustment (EPA) clause is referenced.

• Answer: This will be a Firm-Fixed-Price award. The Government will not include an Economic Price Adjustment (EPA) clause for fuel.

14. Section 6 vs 7 Security / DBIDS Inconsistency: Section 6 (Security Requirements) is marked Not Applicable. §7 (Government Facility Access) requires DBIDS enrollment for all contractor and subcontractor personnel.

• Security Requirements refer to security clearances (Secret, Top Secret, etc…). This is separate from Government Facility Access and DBIDS enrollment requirements. The Security Requirements are not applicable, as previously stated. Section 4.6 Government Facility Access is applicable as stated in the SOR.

15. Section 3.5 Uniform loss / damage liability: Contractor is required to provide 100% accountability for military uniforms and reimburse replacement cost and damage.

No cap on liability or recourse to insurance requirements is specified.

• Answer: The SOR has been amended as a result of this question. See section 3.3.

16. Pricing Workbook (Sheet1) Workbook Defects: CLIN 0002–0005 rows have blank Qty fields, zero-hardcoded Unit Price / Extension / Total, and no Extension formula (= Qty × Unit Price). No grand total row. No column for mobilization, demobilization, or delivery fees as separate line items.

• CLIN 0002-0005 are intentionally left blank. As stated in rows 2-6 (CLIN 0002-0005) on the Pricing Workbook, the contractor must provide the quantities required to meet the Government’s request. The Government, in this particular case, is not mandating the quantity, but rather stating the requirement. The vendor’s responsibility is to provide the quantity necessary to meet the Government’s needs. Once the vendor fills out both the quantity and the unit price, the excel sheet’s cells will auto-populate the extended price as well as the total price.

• The CLINs are all-inclusive of the mobilization, demobilization, and delivery associated with the requirements.

17. SOR silent Service Contract Act / DOL Wage Determination: SOR does not reference an applicable DOL Wage Determination or SCA clause. NAICS 561210 Facilities Support Services at Camp Lejeune typically falls under SCA.

• The applicable Wage Determination will be identified and included in the final solicitation.

18. Section 3.4.2 Shower replacement SLA: if a shower cannot be repaired within 4 hours, contractor must replace with a new unit within 4 hours. This effectively requires a spare unit staged on-site or within trucking range for the 10-day operational shower window.

• Answer: The SOR has been amended as a result of this question. See section 3.2.2.

19. SOR section 3 intro 2-hour maintenance response: 24/7 maintenance with 2-hour response applies across all equipment categories (tents, showers, laundry, floodlights) simultaneously for 22 days.

• Answer: The SOR has been amended as a result of this question. See section

3.1.1 and 3.1.2.

SOR section 3.6 Tent flooring specification: Flooring capable of supporting cots, gear, tables, and chairs' is required but not specified (plywood, interlocking panels, raised platform, concrete pads, etc.).

• Answer: The SOR has been amended as a result of this question, see Section 3.5.2.

20. SOR section 3.6 Lighting/climate control in tents: SOR explicitly states no lighting or climate control requirement for tents. June temperatures at Camp Lejeune historically run 70-90°F with high humidity.

• Answer: There is no requirement for lighting or climate control.

21. Schedule and Duration Discrepancies

• Discrepancy: The Background/Scope states "22 days," while Section 1.0 Period of Performance is June 8 – June 30, 2026 (23 days)..

• Answer: The SOR has been amended as a result of this question.

• Discrepancy: Shower operational dates conflict: Section 4.1 states showers must be operational by June 13 at 0800 EST and removed NLT June 23 at 1600 EST, but Section 4.3.1 (Mobile Shower Facility Location) lists removal by June 29 at 2359 EST. This affects 6 additional days of rental, fuel, water delivery, grey water removal, and consumables.

• Answer: The SOR has been amended as a result of this question.

• Discrepancy: Shower demand stated as "350 people showering once a day for 10 days" but dates June 13–23 span 10–11 days depending on inclusive counting; please confirm dates.

• Answer: The requirement is for 10 days of showering. Due to the final day, June 23rd, being considered a tear-down day, it is not inclusive in the total count since personnel will not be showering that day.

• Discrepancy: Floodlight removal at Location #2 is June 25 at 1600 EST, but at Location #1 is June 29 at 2359 EST. Please confirm.

• Answer: The Government confirms this. Floodlight removal occurs on different days at different locations as specified in section 4.4. See amended

SOR.

22. Laundry Requirements

• Discrepancy: "232 loads," please clarify whether this is 232 loads in total across 6 pickup days or 232 loads per pickup day. At 15 lbs/load average, the total pounds of laundry processed differs by a factor of 6.

• Answer: The SOR has been amended as a result of this question. See section

3.3.1 of the updated SOR.

• Discrepancy: Laundry pickups are listed as June 13, 14, 15, 17, 19, and 20 (note: June 16 and 18 skipped). Please confirm this schedule is intentional.

• Answer: The SOR has been amended as a result of this question. See section

3.3.1 of the updated SOR.

• Discrepancy: 48-hour turnaround with the last pickup on June 20 implies final delivery on June 22, please confirm final laundry obligation date.

• Answer: The SOR has been amended as a result of this question. See section

3.3.1 of the updated SOR. Final laundry drop off date shall occur on June 19th, 48-hours after final pick-up date on June 17th.

• Discrepancy: Number of personnel supported by laundry service is not specified (only the 232-load figure). This affects laundry-bagging and tagging.

• Answer: The number of personnel supported by laundry service is equal to the load count specified. The 232-load figure is representative of 1 person = 1 load.

23. Shower Requirements

• Discrepancy: Specification of "10 gallon of water planning factor per person" and "350 people for 10 days" yields 35,000 gal/day and 350,000 gal total, please confirm this planning figure so bidders can price water delivery consistently.

• Answer: The government confirms the 10 gallons of water planning factor per person. However, for clarification, 350 people for 10 days yields 3,500 gallons/day and 35,000 gallons total over the period of performance.

• Discrepancy: Gender separation / privacy configuration is not specified.

Industry standard is separate male/female units or time-shared use with a privacy attendant. Please specify.

• Answer: Gender separation will be facilitated by the government during shower times.

• Discrepancy: ADA / accessibility requirements are not specified.

• Answer: There are no ADA / accessibility requirements for this contract.

• Discrepancy: "1 shower head per 10 people" minimum, please confirm this is based on the 350 PAX (yielding 35 heads) or on some other planning number.

• Answer: The Government confirms that “1 shower head per 10 people” minimum is based on the 350 PAX (yielding 35 heads) planning number.

• Discrepancy: Hot water temperature range, flow rate per head, and duration per shower are not specified, industry standard is 100–110 °F and approximately 2.0 GPM for 5–7 minutes per user.

• Answer: The Government accepts industry standard.

24. Tents (Section 4.4)

• Discrepancy: SOR states "no lighting or climate control requirement" for the 200-person tents. Please confirm this applies even for overnight or severe-weather use; many comparable requirements include at least emergency lighting and passive ventilation for occupant safety.

• Answer: There is no requirement for lighting or climate control.

• Discrepancy: Flooring type is not specified (e.g., rolled vinyl, rigid decking, plywood subfloor). Please confirm acceptable flooring standard.

• Answer: The SOR has been amended as a result of this question, see Section

3.5.2.

• Discrepancy: Tent use case (briefing space, dining facility, billeting, etc.) is not identified, this influences table configuration (rectangular vs. round) and chair style.

• Answer: One tent will be utilized as a chow hall (dining facility) and the other will be used for general administrative purposes.

• Discrepancy: Wind/load requirements and anchoring (ballast vs. stake-down) are not specified.

• Answer: The SOR has been amended as a result of this question. See section 3.5.5.

25. Floodlights (Section 4.3)

• Discrepancy: "Minimum watts equivalent shall be 4000W," please confirm whether this refers to LED-equivalent lumens or actual draw. A modern 4000W-equivalent LED lighttower may draw far less; a 4000W metal-halide tower is a different unit.

• Answer: The '4000W' requirement refers to the light output equivalent, not the power draw.

• Discrepancy: Operating hours per day (dusk-to-dawn vs. 24/7 vs. scheduled) are not specified, this drives fuel consumption.

• Answer: Dusk-to-dawn

26. Grey Water

• Discrepancy: Estimated grey water volume is not provided. Based on 350 PAX × 10 gal shower + laundry volume × 10 days, bidders should plan for approximately 35,000–40,000 gallons per day during peak shower-and-laundry overlap. Please confirm.

• Discrepancy: Frequency of removal (daily, every other day, on-call) is not specified.

• Answer: The SOR has been amended as a result of this question. See section 3.1.6.

• Discrepancy: Designated off-base disposal facility is not identified, this affects transit time. Is there an approved disposal location?

• Answer: Determining the off-base disposal facility is the responsibility of the vendor.

27. General / Administrative

• Discrepancy: No site-visit or pre-proposal conference is mentioned. Given the terrain sensitivity at LZ Falcon and LZ Goose, a non-mandatory site visit prior to proposal would reduce bidder risk and improve accuracy.

• Answer: No site-visit or pre-proposal conference will be conducted.

• Discrepancy: The Deliverables table lists only a POC list due within 7 days of award. Recommend adding standard deliverables: daily/weekly service reports, fuel consumption logs, grey water removal manifests, laundry accountability logs, and a final closeout report.

• Answer: See amended SOR.

• Discrepancy: Wage determination (SCA) applicability is not stated. NAICS

561210 services at this location typically fall under the Service Contract Act;

please confirm the applicable WD.

• Answer: As a result of this question/clarification the applicable Wage Determination will be added to the final solicitation.

• Discrepancy: Insurance, bonding (if any), and any Defense Base Act coverage expectations are not specified.

• Answer: Not applicable to this requirement.

• Discrepancy: Quality Assurance Surveillance Plan (QASP) is not attached;

please include.

• Answer: The SOR has been amended as a result of this question.

• Discrepancy: Please confirm that all equipment staging, fuel, and potable/grey water vehicles will be granted base access to Location #1 and Location #2 and that escort requirements (if any) are defined.

• Answer: Will be coordinated with the TPOC upon award.

28. CLIN 0004 (and all other applicable CLINs) Power generation for showers (no shore power available): Priced within CLIN 0004 lot price. Recommend the Government confirm whether generator fuel is a reimbursable cost-plus item or must be priced firm-fixed.

• Answer: The contract will be awarded as Firmed-Fixed Price (FFP). Fuel shall be included in the pricing of any CLIN that involves the use of fuel.

29. CLIN 0004 Toiletries (shampoo, conditioner, body wash, 350 people x 10 days): SOR requires contractor provision of toiletries. Vendor will price within CLIN 0004 unless directed to create a separate line item.

• Answer: The contract will be awarded as Firmed-Fixed Price (FFP). The Government confirms that vendor will price toiletries within CLIN 0004.

30. 24/7 maintenance labor (all equipment, 2-hr response) on all CLINs: Labor cost distributed across all CLINs. Recommend the Government confirm whether a dedicated maintenance/management CLIN is preferred for cost transparency.

• Answer: The Government clarifies that a dedicated maintenance/management CLIN is not required.

31. Mobilization, Demobilization and site cleanup (CLIN 0001/all applicable CLINs):

Vendor will price within each applicable CLIN. Confirm if the Government prefers a consolidated mobilization/demobilization CLIN.

• Answer: The Government clarifies that a consolidated mobilization/demobilization CLIN is not required.

32. Laundry bags (loaned to all personnel, CLIN 0005): Minor supply cost. Priced within CLIN 0005. Confirm if bags are government-furnished or contractor-provided.

• Answer: See section 3.3.1.1 of the updated SOR.

33. Showers – Water Volume (Section 3.1 & Spec.): The SOR specifies 10 gallons per person per day for showers. Does this factor also cover water used in laundry operations, or is laundry water demand additive? Clarification is required to accurately size daily off-site water delivery and avoid under-procurement of a critical consumable.

• The estimated volume of grey water for laundry is not relevant to the off-installation disposal requirement because the Government is not requesting on-site laundry services.

34. Showers – Operational Days (Sec. 3.1): Shower service is described as 10 days of operations; however, the overall Period of Performance runs June 8–30 (22 days), and tents must be available June 11–30. Please clarify: are showers only required for 10 of those days, and if so, which specific dates? Industry standard for military field camp billets assumes daily shower availability for the full exercise duration.

• Answer: The requirement is for 10 days of showering, dates specified in updated SOR section 3.2.1. Due to the final day, June 23rd, being considered a tear-down day, it is not inclusive in the total count since personnel will not be showering that day.

35. Shower Head Count – Verification: The SOR requires 1 shower head per 10 people for 350 personnel (minimum 35 heads). Vendor notes this is the minimum; industry standard for a 22-day exercise cycle recommends 1:8 ratio to prevent 60–90 minute wait times during peak morning hours. Does the Government wish to retain the 1:10 minimum, or would a higher ratio be considered?

• Answer: The Government retains the 1:10 ratio minimum.

36. Grey Water Disposal – Approved Sites: The SOR prohibits on-base grey water disposal. Please provide or identify the list of NC-approved off-installation disposal facilities, or confirm that the contractor is responsible for coordinating with Onslow County environmental authorities. This determination affects subcontractor sourcing and daily scheduling.

• The Government confirms that the contractor is responsible for coordinating grey water removal requirements.

37. Laundry – Definition of a ‘Load’: The SOR states an average load shall be 15 pounds.

However, the pricing unit is listed as 'loads.' Please clarify whether pricing should be per pound (with a 15-lb average load factor) or per load as a flat unit, and confirm the maximum allowable weight per load before it counts as two loads.

• Answer: Pricing is per load. Maximum load shall be 15 lbs.

38. Laundry – Pickup Days vs. Available Days: The SOR specifies six pickup days (June

13, 14, 15, 17, 19, 20) with a 48-hour turnaround. June 16 and June 18 are not listed as pickup days. Please confirm: is the contractor expected to be on-site for drop-off/return on non-pickup days, or only on the six specified dates? This affects staffing and standby cost structure.

• Answer: The SOR has been updated as a result of this question. See section 3.3.1.

39. Floodlights – Split Locations, Single CLIN: CLIN 0006 covers 22 floodlights across two locations with different operational start and end dates (LZ Falcon: June 12–29;

LZ Goose/GP-10: June 11–25). Pricing a single CLIN for two locations with differing timelines creates ambiguity in per-unit pricing and removal logistics. Vendor recommends the Government consider splitting CLIN 0006 into two sub-CLINs by location.

• Answer: The SOR and Pricing Workbook has been updated as a result of this question.

40. Tents – Climate Control Clarification: The SOR states there is 'no lighting or climate control requirement' for the 200-person tents. However, the exercise period runs mid-June in coastal North Carolina — a high-humidity environment where WBGT heat index regularly exceeds 90°F. Vendor requests confirmation that climate control is definitively excluded, or that the Government accepts risk associated with heat-related incidents. If climate control is ultimately required, it will constitute a material change to scope and pricing.

• Answer: There is no requirement for lighting or climate control.

41. Inclement Weather / Cancellation – Equipment Storage: The SOR states that if the exercise is cancelled, the contractor shall remove all equipment with no requirement to set it back up. Please clarify: (1) Will a partial payment be made for the setup effort already completed prior to cancellation? (2) Is there a minimum notice period before equipment removal is required? Industry standard is 72 hours minimum notice for demobilization of this equipment footprint.

• Answer: The contract will be awarded as Firmed-Fixed Price (FFP). Vendor will be paid for set up performance based on the FFP.

42. DBIDS Enrollment Lead Time: The SOR requires contractors to register all employees in DBIDS prior to base access. DBIDS enrollment typically requires 10– 21 business days. Given the June 8 start date, the contractor must begin enrollment no later than the award date. Please confirm: (1) Will the contract include a pre-award period of performance for enrollment, or (2) will a temporary paper pass be issued to allow setup to begin by June 11 while DBIDS enrollment is completed?

• Answer: Base access will be conducted in accordance with the instructions provided on the contract post-award.

43. No CLIN for mobilization / demobilization: Industry-standard military field support contracts include a separate mobilization/demobilization CLIN to capture the cost of transporting, staging, and returning large equipment. The current workbook embeds these costs inside each CLIN, making it difficult for the Government to evaluate value for money or adjust scope without repricing all CLINs.

• Answer: Mobilization / demobilization should be priced within the CLINs that have mobilization / demobilization involved in them.

44. No contingency / option CLINs: The SOR includes an inclement weather/cancellation clause but the pricing workbook does not include a corresponding option CLIN for early removal or a reduced-scope scenario.

Recommend adding an Option CLIN for partial performance (e.g., early demobilization triggered by CO notification).

• Answer: The contract will be awarded as Firmed-Fixed Price (FFP). Vendor will be paid for set up performance based on the FFP.

45. CLIN 0004 bundles multiple high-value services: CLIN 0004 currently encompasses shower trailers, power generation, water delivery, grey water removal, and toiletries as a single lot. This makes pricing opaque and prevents the Government from exercising scope reductions (e.g., if water delivery scope changes). Recommend sub-CLINs or a cost breakdown requirement within the CLIN 0004 lot pricing submission.

• Answer: See updated SOR.

46. No unit specified for CLIN 0004: The workbook lists CLIN 0004 with a blank quantity.

The correct unit of measure for shower capacity is not clearly defined — whether it should be priced per shower head per day, per person per day, or as a firm fixed lot for the full 10-day period. Standardizing the unit will allow apples-to-apples price comparison across offerors.

• Answer: See updated SOR.
