About this file

This is a Questions and Answers document clarifying requirements for a federal contract solicitation (M6700126Q007) for life support activities supporting Resolute Strike/FLEET EX 26 at Marine Corps Base Camp Lejeune, North Carolina. The document addresses 11 questions from potential contractors regarding scope, operational requirements, and responsibilities.

Key clarifications include: the contractor is responsible for cleaning, sanitization, and servicing of shower facilities to maintain safe and hygienic conditions; clean-up responsibilities are limited to contractor-generated trash and debris, not general site waste; the Government will provide dumpsters, though the contractor must dispose of shower waste if dumpsters become full; lighting will be provided by the Government, not the contractor; tent square footage requirements remain at a minimum of 40 square feet per person; shower facilities must remain fully operational through 2359 on June 22, with removal beginning June 23; tent demobilization may begin no earlier than June 27, with removal required by June 30; flooring must be industry-standard material capable of supporting pedestrian and light vehicle traffic; and laundry service requirements total approximately 696 loads (232 loads per day for three pickup dates: June 13, 15, and 17), with 48-hour turnaround service. Award will be based on price reasonableness in accordance with FAR 52.212-2, with the Government selecting the quotation representing best value.

1. Please advise if periodic cleaning/servicing of the shower trailers is desired/required under 3.2.

· Answer: Yes. The contractor is responsible for the cleaning, sanitization, and servicing of the shower facilities to maintain safe and hygienic conditions throughout the operational period of performance.

2. Please advise if any outlets/plugs are required in/around the admin tent under 3.5.

· No plugs or outlets will be required.

3. 3.1.4 mentions clean-up during performance, but please advise if this is clean-up of contractor generated trash or clean-up of all site trash/garbage (i.e. chow/MRE garbage, etc.).

· Answer: Clean-up refers to contractor-generated trash and debris associated with the delivery, setup, maintenance, and teardown of the contracted equipment. The contractor is not responsible for general site trash generated by Government personnel.

4. 52.212-2 mentions only Price evaluated for award. Please advise if/how technical or past performance will be evaluated to ensure contractor responsibility (i.e. CPARS, FAPIIS/SAM, PPQs, technical approach/mob/demob sked).

· Answer: In accordance with the stated FAR 52.212-2 provision, the Government will evaluate quotes based on Price to determine the Best Value for the Government.

5. Section 3.3: The Statement of Requirements references “rubber flooring” for the tent installations. Please provide additional details or minimum performance characteristics for the required flooring, including load rating and allowable use. A typical flooring system for this type of installation consists of an interlocking PVC flooring system designed for pedestrian and light vehicle traffic and manufactured to be free of trip hazards. Please confirm whether an interlocking PVC flooring system meeting these performance requirements would be considered an acceptable equal to the specified rubber flooring.

· Answer: See amended SOR. The Government accepts industry standard flooring capable of supporting what is stated in the SOR.

6. Section 3.5: The Statement of Requirements indicates that lighting is excluded from the tent systems. Please clarify the Government’s intent regarding illumination within the tents. Specifically, will the Government be providing and installing its own lighting, or are the tents intended to utilize open or translucent sidewalls/end walls to provide natural lighting? Clarification is requested to ensure the proposed solution aligns with the Government’s intended use and scope.

· Answer: The Government will provide its own illumination inside the tents. The contractor is not required to provide lighting systems. As previously clarified, the requirement for solid, securable walls remains.

7. Section 3.5: Industry standards for temporary dining facilities typically allocate approximately 15 square feet per occupant. Please confirm whether the Government would consider reducing the required tent square footage to align with this industry standard, provided the revised footprint adequately supports the intended occupancy, safety requirements, and operational use.

· Answer: The Government's requirement remains at the specified square footage (minimum 40 square feet per person).

8. Section 4.4.1: The Statement of Requirements indicates that the shower facilities are to be operational no later than 13 June and removed by 23 June. Please clarify the Government’s intent regarding demobilization. Specifically, may demobilization activities commence prior to 23 June once shower operations are no longer required, or are the showers required to remain fully operational through 23 June with removal occurring immediately thereafter? Clarification is requested to ensure proper planning, staffing, and sequencing of installation, operations, and removal activities.

· The showers must remain fully operational to support personnel showering through 2359 on June 22. Removal may begin on June 23rd, after the last day of showering occurred the day previous.

9. Section 4.4.3: The Statement of Requirements indicates that the tent systems are to be operational no later than 13 June with removal by 30 June. Please clarify the Government’s intent regarding demobilization of the tent structures. As currently written, the language could be interpreted to require the tents to remain operational through 29 June with removal occurring immediately thereafter. Please confirm whether demobilization activities may begin prior to 30 June once the tents are no longer required to be operational. Additionally, clarification is requested to account for the anticipated 2–3 days required to safely remove the tent structures and associated flooring, in order to ensure accurate scheduling and resource planning.

· Removal is required by June 30th. Removal may begin No Earlier Than (NET) June 27th.

10. General: Please clarify responsibility for waste management associated with shower operations. Specifically, will the Government be providing dumpsters for disposal of waste generated from shower use, including paper products and personal toiletries? If dumpsters are not Government‑provided, please confirm whether the Contractor is responsible for both emptying on‑site trash receptacles and providing dumpsters for final disposal. Clarification is requested to ensure proper coordination, compliance, and accurate pricing.

· Dumpsters will be provided by the Government on-site. However, the Contractor shall be prepared to dispose of shower waste generated from shower use if the dumpsters become full during the PoP.

11. According to SOR section 3.3.1. "The contractor shall provide a 48-hour turn around laundry service for 232 loads of laundry located at LZ Falcon. Pickup and drop-off will occur on the same day. The pickup and drop-off dates are June 13th, June 15th, and June 17th. Average load of laundry shall be considered 15 pounds." Can the government please clarify if there will be a total amount of 232 loads given to the contractor to wash, or if the contractor must account for 232 loads of laundry to be turned in each day of the laundry PoP (June 13th, June 15th, and June 17th.)?

· Answer: As clarified in a previous Q&A, the requirement is for an estimated 232 loads per specified pickup day (June 13th, June 15th, and June 17th), not a total across all days. The contractor should account for approximately 696 total loads over the three pickup days at LZ Falcon.
