About this file
This is an informational document issued by the Department of Homeland Security (DHS) and Transportation Security Administration (TSA) regarding REAL ID compliance requirements effective May 7, 2025. The document applies to all federal agencies and contractors requiring access to federal facilities, including TSA airport security checkpoints and Massachusetts National Guard facilities. The document establishes that only state-issued driver's licenses and identification cards bearing the REAL ID compliant star marking will be accepted for official federal purposes. Enhanced Driver's Licenses (EDLs) issued by Washington, Michigan, Minnesota, New York, and Vermont are designated as acceptable alternatives despite not containing the star marking. The requirements mandate that all individuals 18 years of age or older seeking to board commercial aircraft or access certain federal facilities must present valid REAL ID-compliant identification or an acceptable alternative beginning May 7, 2025. Any individual attempting to access a Massachusetts National Guard facility without compliant identification will be denied entry.
The REAL ID Act, enacted in 2005 through H.R. 418 as a recommendation of the 9/11 Commission, established minimum security standards for driver's license issuance and production. The document clarifies that these requirements apply specifically to three official purposes: accessing federal facilities, boarding federally regulated commercial aircraft, and entering nuclear power plants. The Act's prohibitions do not restrict the use of driver's licenses or identification cards for purposes unrelated to these official functions. The document provides references to the DHS REAL ID FAQs and congressional materials for additional information and includes visual examples of compliant REAL ID documents.

ATTENTION CONTRACTORS:
Effective 7 May, 2025: Federal agencies, including DHS and TSA, may only accept state-issued driver’s licenses and identification cards as identification for purposes of accessing federal facilities - including TSA airport security checkpoints - if the license or card was issued by a REAL ID compliant state in accordance with the REAL ID security standards (meaning the license or card must include the REAL ID compliant star marking).
REAL ID-compliant cards will have of one of the following markings on the upper top portion of the card. If the card does not have one of these markings, it is not REAL ID-compliant and won’t be accepted as proof of identity in order to board commercial aircraft.
Examples of Real ID’s are included at the conclusion of this document
Enhanced Driver’s Licenses (EDL) issued by Washington, Michigan, Minnesota, New York, and Vermont are considered acceptable alternatives to REAL ID-compliant cards and will also be accepted for official REAL ID purposes. Most EDLs do not contain the star marking and this is acceptable.
Any individual seeking access to a MA National Guard facility without a Real ID will be denied access.

The REAL ID Act, passed by Congress in 2005, H.R. 418 - Real ID Act of 2005 enacted the 9/11 Commission’s recommendation that the Federal Government “set standards for the issuance of sources of identification, such as driver's licenses and identification cards.” The Act and implementing regulations establish minimum security standards for license issuance and production and prohibit federal agencies from accepting for certain official purposes noncompliant driver’s licenses and identification cards.
The official purposes covered by the Act and regulation are:
• Accessing certain federal facilities;
• Boarding Federally regulated commercial aircraft; and https://www.dhs.gov/real-id/real-id-faqs https://www.congress.gov/bill/109th-congress/house-bill/418
• Entering nuclear power plants.
Secure driver's licenses and identification documents are a vital component of our national security framework. DHS/TSA is committed to enforcing the REAL ID Act, therefore, beginning May 7, 2025, anyone 18 years and older that plans to fly domestically or visit certain Federal facilities will need a REAL ID or another acceptable form of identification.
The Act’s prohibitions do not affect other uses of driver’s licenses or identification cards unrelated to official purposes as defined in the Act.
