About this file

The document is an email chain from the City of Tampa's Purchasing and Mobility Departments discussing a rebid for Roadway Materials (Prime and Tack Coats) contract. The solicitation involves procuring roadway materials, specifically emulsified asphalt and trackless tack coat, with an estimated budget of $600,000. The initial bid quantity for Emulsified Asphalt, Grade SS-1 & SS-1h is 100,000 gallons, and the roadway materials plant must be within a 15-mile radius of specified Tampa locations. The contract involves two primary divisions: Division I for emulsified asphalt and Division II for furnishing and installing trackless tack, with additional requirements including product approval and technical specifications.

Funding for the project is identified through two specific project codes: Project 1001421 (30600.243000.563001.0000.1001421) and Project 1002350 (30600.243000.560005.0000.1002350). The procurement team is seeking to attract more vendors by potentially adjusting the geographical radius and has included specific bidder requirements such as providing evidence of a permanent business place, equipment, finances, personnel, factory authorization, references, and required licenses. The contract discussions suggest previous challenges with vendor performance, including potential issues with shipping and product availability, which are driving the rebid process and careful vendor selection criteria.

Hello, I have updated the previous bid document to include the edits below. Not including the bid line because I have not received a response to that yet.

I will need the estimated budget amount and the funding string.

The bid will need a new name since it has been posted twice already. Which one of the bid names should be used below?

A. Bituminous Coating Materials for Roadway Projects, B. Roadway Surface Application Materials, C. Bituminous Bonding Agents, Asphalt Surface Preparation Materials

D. Road Construction Emulsions _ Prime & Tack

Good morning Ghoonesh and team, Apologizing upfront for the delayed response times as my Department deal with buyer shortages. Answering your questions below:

1.Options we could use moving forward until we get the Roadway materials BID out and completed which due to the amount and this BID having to go through resolution let’s say this will take 3 months at the most. So, to cover us until this is complete the following procurement methods we can use are as follows: P-card for order under 2k, Quote wire for purchases of up to 24,999.99 K, Letter of Conditions & Circumstances for purchases of up to 95K, or an Emergency Affidavit for anything over 100K. Let me know what route you guys need to go with until we get this BID completed.
2.I’m not tracking any other piggy backable contracts we can use based off an initial contract search in OpenGov.
3.Based off Michael’s assessment of storage issues and the possibility of contamination It will be best to cancel the current contract with Blacklidge sine they no longer have a lot here in Florida and shipping cost and the overall logistics in getting us the product will not be worth the risk and efforts, but I will leave this decision to you guys.

I will continue to work and put out the Roadway Materials BID and keep you guys looped in. Let me know if there is anything else I can do. Thanks, and Happy Friday!

Arian,

1.What are our options to get the product from another source?
2.Are there any other contracts we can piggy back off that’s close by?
3.Looping in the Transportation Team to advise on cancelling the contract.
4.I am not sure how shipping the product would work for us. Michael doesn’t want it. I would suggest setting a meeting with the Vendor and Mobility and find out how he plans on shipping the product, and what additional costs are involved. Al least we can have the product until the contract is in place. This is up to Bryan and Michael.

Good Morning Ghoonesh, Hope you are well; I was asked to do a peer review for the attached contract for Katrina and after the review I sent it to Cheryl for her review. Since Katrina is on her way out, I’m not sure who will follow this contract through. Once Cheryl assigns it to a buyer for further processing you will be notified of the next steps. Hope this helps.

I think that’s the best way – to have it in both. Because, as I understand it, the award could be different for each division. That’s the hope actually. In this case, contingency would need to be in both of them.

Good morning Brent 😊

I do have the items separated by division, see below…also the contingency will be one line because of how I have to set it up in the system…would you like me to create two contingency lines (one for division one and another for division II both for ($20,000)?

If so please let me know…

Katrina – I don’t see the Div 1 “Signs/Markings” contract contingency being listed. We initially had $20,000 for Signs/Marking and $20,000 for concrete separately. You just have it now as its own “Contingency” section. I’m not too familiar with how this goes so it could be correct. Am I looking at this right?

I have now fixed what was called the sheltered market. That was an error in itself. I have attached and placed “OPEN MARKET” at the beginning of the file’s name and I have also added the missing Type F curbing and fixed the bad numbering. I have now reviewed both open market bids. I don’t see where you’ve broken it into what we agreed to as sheltered, concrete and paving sections either because they all look alike.
