About this file

This is a prevailing wage determination email correspondence involving the City of Santa Monica's Public Landscape Division and GCAP Services, Inc., a labor compliance firm. The email confirms that the City's Sports Field Lighting Repair project is subject to prevailing wage requirements. The project involves furnish, delivery, and installation of components and repair work on sports field lighting systems across six citywide locations: Marine Park, Clover Park, Memorial Park, Airport Park, John Adams Middle School, Belmar Park, and Los Amigos Park. The scope of work includes installation and replacement of 1500 watt metal halide lamps and ballast kits, repair and replacement of related electrical components, routine servicing of lighting controls and systems, and safe disposal of universal waste materials. The lighting infrastructure at these facilities includes poles reaching heights of 60 to 85 feet requiring specialized equipment and expertise. Service requirements specify that work must be scheduled within two weeks of the City's call-out, performed during standard weekday business hours (7 AM to 5 PM, Monday through Friday), with an estimated three call-outs annually on an as-needed basis. The contractual services agreement has a total contract value of $250,000 over five years, with an anticipated initial three-year term and potential two-year extension options.

The project is funded through local sources and requires all contractors to comply with prevailing wage standards. Contractors must possess a California C-10 Electrical Contractor License, demonstrate a minimum of five years of experience with high-mast outdoor lighting systems, and ensure all on-site electrical work is performed by state-certified journeyman electricians. Required insurance coverage includes Commercial General Liability ($1,000,000 per occurrence), Automobile Liability ($1,000,000 per accident), and Workers' Compensation insurance with statutory limits. Contractors must be registered with the Department of Industrial Relations and submit detailed unit pricing for labor rates, equipment use rates for 60-foot and 85-foot lift equipment, lamp replacements, and waste disposal fees. The solicitation emphasizes compliance with non-discrimination policies and the Oaks Initiative, with no specific set-aside designations for disadvantaged enterprises mentioned.
