About this file

This is an email correspondence between Kim Morales, a Labor Compliance Analyst at GCAP Services, Inc., and Ashley Townsend of the City of Santa Monica's Information Services Department, regarding prevailing wage determination for an on-call fiber optic infrastructure services contract. The scope of work encompasses four primary service categories: underground utility construction (excavation, trenching, conduit installation, pull boxes, and pavement restoration); fiber optic cable installation and splicing (fusion splicing, termination, and testing); building cabling (coring, firestopping, conduit installation, and patch panel setup); and small cell equipment installation (radio and antenna mounting, power and fiber drops, and equipment testing). The contract is for a five-year term with the City of Santa Monica's Community Broadband Division managing the procurement. The City posted the bid on February 26, 2026, with a vendor questions deadline of March 11, 2026, and a bid submission deadline of March 26, 2026, at 3:00 p.m. Pacific Time.

Kim Morales requests specific information from the City to process the prevailing wage determination, including the contract number, project title for DIR registration, prime contractor name, bid first advertise date, contract amount, federal funding status, Caltrans governance determination, expense/charge account, COSM Division, scope of work, and project manager contact details. The project is subject to prevailing wage requirements under California Labor Code sections 1770 et seq. No contract award value or budget range is disclosed in the available documents. Bidders must submit unit pricing for all service categories and fully burdened hourly labor rates, with pricing firm for 90 days from bid opening. The selected contractor must maintain California contractor licenses (Class A General Engineering and Class C-10 Electrical), register with the California Department of Industrial Relations, and maintain specified insurance coverage including Commercial General Liability of at least $1,000,000 per occurrence.
