About this file

This document contains email correspondence regarding questions submitted about the Notice of Funding Opportunity (NOFO) for the "Building Capacity for Responsible, Inclusive, and Rights-Respecting Approaches to AI" federal grant opportunity.

The key details are as follows:

  • The NOFO is seeking cooperative agreement applications from 501(c)(3) nonprofit organizations.
  • The project aims to support engagement with priority countries at UN fora and events to promote responsible, inclusive, and rights-respecting development, deployment, use, and governance of AI technologies.
  • The NOFO provides guidance on completing the Scope of Work template, including using the stated project objectives and indicators while expanding on proposed activities and outcomes.
  • There are no specific requirements for deliverables, status reports, or number of facilitated workshops/trainings, only that the proposal should have an appropriate cadence.
  • Allowances should be budgeted separately from fringe benefits.
  • The anticipated project start date is between late August and early October, depending on when funds are obligated.
  • There are no preferred resource allocation or engagement ratios between government officials and non-government stakeholders outlined in the NOFO.

Question

Reference

Can the government expand on how applicants should submit the Scope of Work Template? Section A4 of the NOFO states that All applicants will also be required to address the entirety of Section A.3 within this NOFO in their completion of the Draft Scope of Work attached to this NOFO (see Section D.2.1, item #5). Should applicants simply be expanding on the detail provided for project objectives 1 & 2 in Section A3 of the NOFO? Similarly, for the logic model, should applicants use the objectives, activities and indictors from Section A3 to complete the logic model or should applicants revise or expand on the provided objectives, outcomes, activities and indicators?

CDP Response: Applicants should use the project objectives and indicators as written. Applicants should expand and provide their own individual proposed activities and outcomes, but they must align with and meet all required activities and outcomes listed in the NOFO.

Applicants are also encouraged to include additional activities that align with the optional activities listed in the NOFO. The applicant should also expand on how their unique proposal will ensure project sustainability in line with project objectives and the scope of the NOFO.

Scope of Work template

Does the government require specific deliverables, status reports, or have expectations on the number of facilitated workshops/trainings?

CDP Response: All required objectives and deliverables are listed in the NOFO. Expectations are the implementer will submit a proposal with an appropriate training cadence that matches the scope, period of performance, and budget listed in the NOFO.

NOFO

Should applicants include allowances under fringe or should allowances have a separate section?

CDP Response: Allowances should be a separate section and explained in the budget narrative.

Line 39. B. Fringe Benefits – Responsible Approaches to budget Detail

Does the government have an anticipated start date for this work?

CDP Response: We are only able to provide an estimate. The awarded implementer would be expected to start work as soon as the funds are obligated and the agreement is finalized, likely between late August and early October.

NOFO Period of Performance

Section A3 of the NOFO outlines activities for both government officials and non-government stakeholders. Does the government have a preferred allocation of resources or activities between these two groups? For instance, should the project aim for an equal split, or is there a desired ratio of engagement between government officials (as described in Project Objective 1) and non-government stakeholders (as described in Project Objective 2)?

CDP Response: There is no preferred split, and applicants can delineate resources as necessary between groups, as long as enough funds are allocated to achieve both objectives through activities within the scope of the NOFO.

Section A3, NOFO

In Project Objective 2, the NOFO mentions "empowering stakeholders from civil society, academia, the private sector, and marginalized groups." Are there specific representation goals or minimum engagement levels for each of these stakeholder groups? For example, should the project aim for equal representation across all groups, or are there priority stakeholders among these that should receive more focus in terms of activities and resources?

CDP Response: There are no representation goals or minimum engagement levels. The awarded implementer will identify target beneficiaries in collaboration with CDP.
