About this file

This is an internal email correspondence regarding procurement decision-making for the State of Illinois Department of Natural Resources concerning bid B-50363 for a Shelbyville SFWA tractor. The procurement administrator notified the approving authority that the lowest bidding vendor, Linwood Kubota LLC, was deemed non-responsive and non-responsible due to failure to meet all procurement standards, with this determination documented on a signed Non-Responsive and Non-Responsible form. The secondary bidder, German-Bliss Equipment Inc., was identified as the recommended contractor after full vetting of documentation and contractor qualifications. The email indicates this procurement decision occurred on January 7, 2026, with approval granted on the same date.

German-Bliss Equipment Inc. submitted a bid of $120,065.00 for the tractor, which remains within the approved purchase request budget. The procurement administrator confirmed that German-Bliss provided all required documentation necessary to proceed with contract award. The correspondence references attached product and machinery documentation supporting the bid and offers to provide additional build sheet specifications if required by the approving authority. No specific contract term, renewal options, or funding source details are mentioned in this decision communication.

Good afternoon. I want to reach out and let you know we have a change. I inadvertently shared the specifications and product information with you prior to vetting all the vendor’s documentation. I have noticed that our low bidding vendor Linwood Kubota LLC failed to meet all the procurement standards, and we have a non-curable issue. Their low bid will not be acceptable. I have attached the SPO Signed Non-Responsive and Non-Responsible form to the procurement file.

The secondary is German-Bliss Equipment Inc. (I have vetted German-Bliss information, and the potential contractor has provided all documentation to move forward) German-Bliss Equipment Inc bid came in at $120,065.00. (Still under budget according to the approved Purchase request.) See attached the documentation for the piece of machinery they are quoting. Vern, if you would like a full build sheet like the last vendor, I’d be happy to ask for that. Wanted to keep you in the loop as we progress. I’m hoping we don’t have any more setbacks. Please advise if you wish to move forward and award or if you need anything else including the build sheet. Thanks.
