About this file

This is Addendum No. 2 to Request for Proposal #2-26-74 issued by Red Clay Consolidated School District in Delaware for Behavior Support Services delivered by Board Certified Behavior Analysts (BCBAs) and Registered Behavior Technicians (RBTs). The addendum, dated May 13, 2026, modifies specifications for services across multiple school programs serving approximately 50 students per program. The original RFP was issued on April 27, 2026, with proposals due electronically by May 20, 2026, at 2:00 PM and public opening scheduled for May 27, 2026, at 2:00 PM. The contract period runs from August 1, 2026, through July 31, 2027, with renewal options available by mutual agreement and at the district's discretion. The addendum clarifies that contractors must provide continuing education programs to school staff, parents, paraprofessionals, and administrators, including CEUs required for licensure of providers and optional additional offerings for families and staff.

The addendum addresses five key clarifications submitted by prospective bidders. Vendors must include any exceptions to terms and conditions within their formal bid response rather than submitting them separately. The addendum indicates that supplier diversity and second-tier reporting requirements (MBE/WBE/VOBE/SDVOBE participation) are currently unknown and will be provided later. Information regarding whether the district provides supervision for RBTs, COTAs, SLPAs, and PTAs or if vendors must provide their own will be determined at a later time. Details on how the district will differentiate roles and allocate services among multiple contracted vendors will be provided to awarded vendors post-award. Proposals must include hourly rate proposals for both BCBA and RBT services with all administrative costs incorporated into the hourly fee structure, and vendors must submit certificates of insurance before the August 1, 2026, contract start date.
