About this file
This is Addendum No. 1 to Request for Proposal #2-26-74 issued by Red Clay Consolidated School District in Delaware on April 30, 2026, for Behavior Support Services provided by Board Certified Behavior Analysts (BCBAs) and Registered Behavior Technicians (RBTs). The district seeks qualified vendors to staff approximately 15-20 BCBAs and 20-25 RBTs across three programs: Autism Services (5-7 positions), Early Years Program (5-7 positions), and Meadowood Program (1-2 positions), with services delivered on-site across multiple school sites. The RFP opening date is May 20, 2026, at 2:00 PM, with proposals submitted electronically to bids@dataservice.org. Award is anticipated approximately 90 days after opening, and the contract term runs from August 1, 2026, through July 31, 2027, with renewal options available by mutual agreement and at the district's discretion. Services are required for a 10-month school year following the Red Clay calendar, with a voluntary 5-week summer program option. School days consist of 7.5 hours with tiered variations by school level (pre-K/elementary, middle, and high school). BCBA time allocation is estimated at 60 percent for Functional Behavior Assessment and Behavior Intervention Plan development, 20 percent for direct support, and 20 percent for staff training, with RBTs serving in both 1:1 and multiple-student support roles.
Vendors are not required to submit resumes or bid deposits, and performance bonds are waived. Electronic signatures are acceptable for bid documents. Historical hourly rate ranges for previous vendors span from $35 to $185 per hour depending on discipline and position level, with no established rate cap. Vendors may select monthly or bi-monthly billing cycles, and indirect and training hours are billable. The district is satisfied with current incumbents but rebids all contracts every 2-3 years; there is no local vendor preference. Vendors must hold current Delaware licensure and certification, demonstrate minimum three years' school-based experience with students with disabilities, provide criminal background checks or current public school employment, maintain general liability and professional liability insurance of $1,000,000 minimum, and be trained in the district's de-escalation and personal emergency intervention protocols. No teletherapy services are permitted. Performance measurement is based on positions filled, vendor performance, and agency support of staff, with removal or reduction triggered by performance issues or funding changes. The district utilizes an internal system for service logging, progress reporting, and Medicaid reimbursement tracking; Medicaid billing is not currently required but could change if the state expands coverage for BCBA services.
