About this file

This is Addendum No. 2 to a Request for Proposal issued by the Red Clay Consolidated School District in Delaware for School Psychologist Services (RFP #2-26-72). The addendum, dated May 12, 2026, modifies the original RFP specifications and clarifies vendor requirements prior to the May 19, 2026 bid opening at 2:00 PM. The district seeks vendors to provide psychoeducational evaluations, behavioral supports including Functional Behavior Assessments and Behavior Support Plans, individual and group counseling, consultative support, and preventative interventions across six distinct programs: Elementary School, Secondary School, Autism Evaluation Team, Bilingual Evaluation Team, Early Years Program/Child Find Team, and Meadowood Program. The contract period runs from August 1, 2026 through July 31, 2027, with options to renew for subsequent full years by mutual agreement.

Key clarifications provided in the addendum address vendor inquiries regarding Medicaid billing procedures, staffing levels, vendor performance history, exception submission procedures, and multi-vendor coordination. The district clarified that Cost Recovery specialists handle the Medicaid billing process and vendors provide only documentation; the district does not have an approximate number of school psychologist FTEs readily available as staffing may vary throughout the contract term; prior vendors have been satisfactory with no significant performance challenges identified; any bid exceptions must be included within the formal bid response rather than submitted separately; and detailed information regarding multi-vendor role differentiation and service allocation will be provided to awarded vendors. Bidders must possess a Delaware School Psychologist License, demonstrate a minimum of three years of relevant experience, provide evidence of criminal background clearance, maintain liability insurance of at least $1,000,000, and submit three business references. Proposals will be evaluated on experience, ability to serve diverse student populations, professional learning capabilities, hourly rates, staff supervision, and administrative support capabilities.
