About this file
This is Addendum No. 4 to a Request for Proposals issued by Red Clay Consolidated School District in Delaware for Homeless and Foster Care Student Transportation services. The addendum, dated August 6, 2026, modifies the original specifications and provides clarifications to prospective bidders. The RFP seeks transportation services for Pre-K through 12 students, including standard transportation, transportation with attendants, wheelchair-accessible transportation, out-of-state service, and sole passenger service. Proposals are due August 12, 2026, at 2:00 p.m., with public opening at the same date and time. The contract term runs from award through August 1, 2027, with an option to renew by mutual agreement. The district reserves the right to award the contract to multiple vendors and may terminate with thirty days' written notice.
The addendum clarifies three key procedural matters regarding subcontractors and vehicle information submission. Vendors are not required to identify proposed subcontractors by name in the proposal submission; however, they may describe their subcontracting approach and identify selected subcontractors post-award, subject to district approval and verification that all personnel meet specified requirements. Regarding vehicle information, the addendum distinguishes between Question 3, which requests information about currently available vehicles that must be submitted with the proposal, and Question 26, which pertains to vehicle updates and fleet changes that may be submitted post-award. All drivers and aides must meet background check requirements, child protection registry clearances, and motor vehicle record standards, with general liability and professional liability insurance of $1 million required prior to contract commencement.

To all prospective bidders under the specifications and contract documents described above, this Addendum to RFP is being issued to modify the specifications as follows:
1. If a vendor intends to use a subcontractor under this contract, must the proposed subcontractor be identified by name in the proposal? We are currently vetting qualified subcontractors and may not complete the selection process before the proposal deadline.
-No, we do not need the name of the subcontractor when the proposal is submitted. However, any one who drivers our students or who rides on a bus with our students must meet all the requirements specified in the proposal.
2.If the subcontractor has not been selected by the submission date, may the vendor describe its proposed subcontracting approach in the proposal and identify the selected subcontractor after award, subject to the
District’s approval and verification of all applicable requirements?
-Yes
3. Per addendum #3, question and answer #5 states vehicle information is required to be submitted with the proposal. However, question and answer #26 states that vehicle information can be submitted upon contract award. Can the district please clarify if vehicle information is required with the proposal submission or post-award?
-Question 26 pertains to vehicle updates and any changes to your fleet. However, Question 3 is requesting information regarding your current offerings and the vehicles you presently have available.
