PERFORMANCE WORK STATEMENT (PWS)

RAVE SYSTEM DEVELOPMENT SUPPORT

1.0 DESCRIPTION OF SERVICES/INTRODUCTION: To develop, assemble, and test a system to inspect rudder tapers for the Rudder Analysis Verification and Evaluation (RAVE) system. Successful testing will lead to the procurement and installation of four systems, one for each US Navy shipyard.

2.0 BACKGROUND: The current piece-to-piece blue-hit pre-installation, verification and refurbishment for rudder stock/casting tapers does not efficiently inform the contact achieved between tapered surfaces. This type of inspection can result in poor or incomplete data which leads to wasted work. Furthermore, unlike in submarine propulsion shafts, there are no gages, so everything must be fit piece-to-piece which leads to a very cumbersome process. The RAVE system seeks to develop a digital system that will leverage the Shaft Taper Analysis Verification and Evaluation (STAVE) system, and adapting them to rudder tapers for rudder stock/casting taper inspections. A previous contract was able to identify feasible inspection technology for the RAVE system. Based on the identification of a successful candidate, the project is ready to move into the detailed development, assembly, and demonstration testing phase. The end result would be a baseline RAVE system that could be used by a rudder repair facility.

3.0 OBJECTIVE: Initiate a five (5) Year Blanket Purchase Agreement to develop, assemble, and demonstrate a RAVE system and replace piece-to-piece blue-hit preinstallation verification and refurbishment process for rudder stock/casting tapers, with digital inspection and analysis.

3.1 The contractor shall provide engineering support.

3.1.1 The contractor shall attend bi-weekly meetings with sponsor, Technical Warrant Holder (TWH), Engineering Manager (EM), Technical Point of Contact (TPOC) and contractors to discuss progress and provide status updates. (A001)

3.2 The contractor shall specify the bill of materials for a RAVE system. (A002)

3.3 The contractor shall develop and document procedures for inspecting the rudder casting and rudder stock tapers for the CVN.

3.4 The contractor shall develop necessary inspection fixture conceptual, preliminary, and detailed design as well as prototyping.

(A003)

3.5 The contractor shall specify the rudder taper inspection report and submit for Navy review

3.6 The contractor shall test and refine the system and system procedures on available CVN rudder taper hardware.

3.7 The contractor shall develop software (to include user interface, and analysis software) for the operation of the system and execution of the procedure.

3.8 The contractor shall develop a user-training course. (A004)

3.9 The contractor shall provide a quotation for system cost.

3.10 Upon successful completion of testing, the contractor shall deliver up to five RAVE systems over a five-year period, contingent upon the availability of funding from the program office. (A005)

4.0 SPECIAL QUALIFICATIONS:

4.1 The contractor shall have familiarity with the STAVE interface, STAVE analysis software, and STAVE system procedures.
