About this file

This is a combined synopsis and solicitation for a Request for Quotes (RFQ) for commercial engineering services issued by Naval Surface Warfare Center Carderock Division (NSWCCD). The procurement seeks engineering services to develop, assemble, and test a digital inspection system for the Rudder Analysis Verification and Evaluation (RAVE) system, which will replace manual "blue-hit" inspection processes for rudder tapers at U.S. Navy shipyards.

The solicitation is structured as a Blanket Purchase Agreement (BPA) with a master dollar ceiling of $9,000,000 and individual call limitations of $9,000,000 each. The period of performance extends five years from September 2026 through September 2031. This is a 100% small business set-aside under NAICS code 541330 (Engineering Services) with a small business standard of $47 million and PSC code R425. Interested parties must submit quotes on company letterhead including pricing, CAGE code, FOB destination, point of contact, GSA contract number (if applicable), and business size by 11:00 AM Eastern Time on August 31, 2026, to david.w.crouch3.civ@us.navy.mil. At least one agreement will be issued. The contractor must develop system bill of materials, inspection procedures, fixture designs, software (including user interface and analysis tools), user-training courses, and deliver up to four RAVE production systems over the five-year period. Special qualifications require proven technical familiarity with the STAVE system. Work will be performed at contractor facilities with onsite testing at U.S. Navy shipyards. All pricing must be rounded to the nearest whole dollar with shipping included in quoted prices. Invoicing will be submitted electronically through the DoD Wide Area Workflow (WAWF) system with payment via electronic funds transfer.

STATEMENT OF WORK (SOW)

RAVE SYSTEM DEVELOPMENT SUPPORT CONTRACT

1.0 DESCRIPTION OF SERVICES/INTRODUCTION: The objective of this contract is to develop, assemble, and test a digital inspection system to evaluate rudder tapers for the Rudder Analysis Verification and Evaluation (RAVE) system. Successful prototyping and demonstration testing under this effort will establish the baseline system required to support the subsequent procurement and installation of up to four (4) complete systems--one for each U.S. Navy shipyard.

2.0 BACKGROUND: The current "blue-hit" pre-installation, verification, and refurbishment process for rudder stock/casting tapers relies on physical fit-ups. This manual, piece-to-piece method does not efficiently quantify the actual surface-to-surface contact achieved between the tapered surfaces. Consequently, inspections can result in subjective or incomplete data, leading to costly rework. Furthermore, unlike submarine propulsion shafts, there are no standardized physical gages for rudder tapers, resulting in a cumbersome and highly manual fitting process.

The RAVE system aims to replace this manual method with a digital inspection and analysis system by leveraging and adapting existing technology from the Shaft Taper Analysis Verification and Evaluation (STAVE) system. A previous feasibility contract successfully identified a candidate inspection technology for RAVE. Building upon those findings, this project transitions the RAVE system into detailed development, assembly, and demonstration testing to deliver a functional baseline system for Navy rudder repair facilities.

3.0 OBJECTIVE AND SCOPE OF WORK: To develop, assemble, and demonstrate a RAVE system to replace piece-to-piece blue-hit preinstallation verification and refurbishment process for rudder stock/casting tapers, with digital inspection and analysis.

3.1 The contractor shall provide engineering support.

3.1.1 The contractor shall participate in bi-weekly meetings with sponsor, Technical Warrant Holder (TWH), Engineering Manager (EM), Technical Point of Contact (TPOC) and contractors to discuss progress and provide status updates.

3.2 The contractor shall perform this work at their facility, and perform onsite testing at the USN shipyards.

3.3 The contractor shall specify the bill of materials for a RAVE system. (A001)

3.4 The contractor shall develop and document procedures for inspecting the rudder casting and rudder stock tapers for the CVN.

(A002)

3.5 The contractor shall develop necessary inspection fixture conceptual, preliminary, and detailed design as well as prototyping.

3.6 The contractor shall specify the rudder taper inspection report and submit it for Navy review. (A003)

3.7 The contractor shall test and refine the system and system procedures on available CVN rudder taper hardware.

3.8 The contractor shall develop software (to include user interface, and analysis software) for the operation of the system and execution of the procedure.

3.9 The contractor shall develop a user-training course. (A004)

3.10 The contractor shall provide a quotation for system cost.

3.11 Upon successful completion of testing, the contractor shall deliver up to five RAVE systems over a five-year period, contingent upon the availability of funding from the program office. (A005)

4.0 SPECIAL QUALIFICATIONS:

4.1 The contractor shall possess proven technical familiarity and demonstrated experience working with the STAVE user interface, STAVE analysis software, and STAVE physical system procedures to ensure technological alignment between the STAVE and RAVE programs.
