About this file
This is a Statement of Work (SOW) for the Rudder Analysis Verification and Evaluation (RAVE) System Development Support Contract under Naval Surface Warfare Center Carderock Division. The contract objective is to develop, assemble, and test a digital inspection system to evaluate rudder tapers, replacing the current manual "blue-hit" pre-installation verification process. The RAVE system will leverage and adapt existing technology from the Shaft Taper Analysis Verification and Evaluation (STAVE) system to provide quantifiable surface-to-surface contact measurements for rudder stock and casting tapers used in CVN-class aircraft carriers.
The contractor must deliver five specific deliverables: a system bill of materials (A001), system process documentation for inspecting rudder casting and stock tapers (A002), sample rudder taper inspection reports (A003), a user-training course (A004), and up to four production RAVE systems over a five-year period contingent on program funding (A005). Key performance requirements include participating in bi-weekly status meetings with government stakeholders, developing inspection fixture designs through conceptual to detailed phases with prototyping, creating software including user interface and analysis capabilities, and conducting testing and refinement using available CVN rudder hardware at Navy shipyards. The contractor must demonstrate proven technical familiarity with STAVE systems and procedures. All work is unclassified but involves Controlled Unclassified Information (CUI) requiring strict compliance with DoDI 5200.48 and NIST SP 800-171 standards. The contractor must also report labor hours via the ECMRA secure data collection site by October 31 of each calendar year, with specific Product Service Code exclusions identified.

STATEMENT OF WORK (SOW)
RAVE SYSTEM DEVELOPMENT SUPPORT CONTRACT
1.0 DESCRIPTION OF SERVICES/INTRODUCTION: The objective of this contract is to develop, assemble, and test a digital inspection system to evaluate rudder tapers for the Rudder Analysis Verification and Evaluation (RAVE) system. Successful prototyping and demonstration testing under this effort will establish the baseline system required to support the subsequent procurement and installation of up to four (4) complete systems—one for each U.S. Navy shipyard.
2.0 BACKGROUND: The current "blue-hit" pre-installation, verification, and refurbishment process for rudder stock/casting tapers relies on physical fit-ups. This manual, piece-to-piece method does not efficiently quantify the actual surface-to-surface contact achieved between the tapered surfaces. Consequently, inspections can result in subjective or incomplete data, leading to costly rework. Furthermore, unlike submarine propulsion shafts, there are no standardized physical gages for rudder tapers, resulting in a cumbersome and highly manual fitting process.
The RAVE system aims to replace this manual method with a digital inspection and analysis system by leveraging and adapting existing technology from the Shaft Taper Analysis Verification and Evaluation (STAVE) system. A previous feasibility contract successfully identified a candidate inspection technology for RAVE. Building upon those findings, this project transitions the RAVE system into detailed development, assembly, and demonstration testing to deliver a functional baseline system for Navy rudder repair facilities.
3.0 OBJECTIVE AND SCOPE OF WORK: To develop, assemble, and demonstrate a RAVE system to replace piece-to-piece blue-hit preinstallation verification and refurbishment process for rudder stock/casting tapers, with digital inspection and analysis.
3.1 The contractor shall provide engineering support.
3.1.1 The contractor shall participate in bi-weekly meetings with sponsor, Technical Warrant Holder (TWH), Engineering Manager (EM), Technical Point of Contact (TPOC) and contractors to discuss progress and provide status updates.
3.2 The contractor shall perform this work at their facility, and perform onsite testing at the USN shipyards.
3.3 The contractor shall specify the bill of materials for a RAVE system. (A001)
3.4 The contractor shall develop and document procedures for inspecting the rudder casting and rudder stock tapers for the CVN. (A002)
3.5 The contractor shall develop necessary inspection fixture conceptual, preliminary, and detailed design as well as prototyping.
3.6 The contractor shall specify the rudder taper inspection report and submit it for Navy review. (A003)
3.7 The contractor shall test and refine the system and system procedures on available CVN rudder taper hardware.
3.8 The contractor shall develop software (to include user interface, and analysis software) for the operation of the system and execution of the procedure.
3.9 The contractor shall develop a user-training course. (A004)
3.10 The contractor shall provide a quotation for system cost.
3.11 Upon successful completion of testing, the contractor shall deliver up to five RAVE systems over a five-year period, contingent upon the availability of funding from the program office. (A005)
4.0 SPECIAL QUALIFICATIONS:
4.1 The contractor shall possess proven technical familiarity and demonstrated experience working with the STAVE user interface, STAVE analysis software, and STAVE physical system procedures to ensure technological alignment between the STAVE and RAVE programs.
