About this file

This document is a Radon Test Kit procurement attachment from the Illinois Emergency Management Agency (IEMA), detailing mandatory specifications for a short-term radon testing kit contract. The solicitation covers a two-year contract period from July 1, 2025, to June 30, 2027, with IEMA estimating approximately 1,500 test kit units per year. The procurement requires vendors to provide activated charcoal radon test kits that include sequential numbering, color illustrated instructions, USPS business-reply return postage, laboratory analysis within 24 hours, and detailed test reports. Vendors must meet ten mandatory specifications, including kit manufacturing requirements, packaging weight limitations, and licensing with IEMA.

The pricing structure requires vendors to submit per-unit costs inclusive of shipping to Springfield, IL, return postage, and lab analysis. While no minimum purchase quantity is guaranteed, the contract will be executed through a Basic Ordering Agreement (BOA). Vendors must be licensed with IEMA in accordance with Illinois Administrative Code, maintain a quality assurance program approved by the agency, and comply with laboratory competence standards. The solicitation includes provisions that all quoted prices must remain valid for 90 days, with no price increases allowed and a guarantee of the lowest price in the event of a price decrease. The state reserves the right to reject offers, award partial orders, and require all products to carry a minimum one-year warranty.
