About this file
This document is an attachment to a request for radioactive and mixed standards from the Illinois Emergency Management Agency (IEMA). The attachment outlines nine mandatory specifications that vendors must agree to and satisfy in order to be considered for this contract opportunity. The specifications cover requirements such as the traceability of the radionuclide solutions to the National Institute of Science and Technology (NIST), the qualifications of the vendor's radioactive standard solution supplier, the required nominal activity levels, certification of calibration, relative expanded uncertainty, packaging, and shipping costs. Vendors are required to indicate whether they meet each mandatory specification and provide a narrative explaining how they satisfy the requirements.
The document also includes a specification for the purchase of Marinelli beakers, which are to be constructed from polypropylene, resistant to acids and organic solutions, and compatible with a 3.00" detector end cap. Vendors are required to provide pricing for the purchase of 10 or more cases of 36 beakers.

Vendors are to specify whether each of the Mandatory Requirements is agreed to and satisfied by checking the appropriate “Met” or “Not Met” box, and where appropriate, provide the requested information. Vendors should complete the “Vendor Narrative” section to explain how they meet the requirement or provide requested information and/or include other documentation that provides additional detail.
If any mandatory requirement is not met, or requested information is not provided, the entire bid will not be considered. If all responding vendors fail to meet a particular mandatory, that mandatory may, at the sole discretion of the State, be removed so the evaluation process may continue.
Mandatory Specification M1: Traceable Standards – Vendor agrees that each radionuclide solution provided shall be traceable to the National Institute of Science and Technology (NIST).
☐ Met ☐ Not Met
Vendor Narrative:
Mandatory Specification M2: Radioactive Standard Solution Supplier – The vendor radioactive standard solution supplier shall have their measurement capabilities or manufacturing process is tested periodically by NIST. The supplier complies with ANSI N42.22.
☐ Met
Vendor Narrative:
Mandatory Specification M3: - Nominal Activity – The Vendor agrees that the activity provides shall be +/- 20% of the stated nominal activity.
☐ Met
Vendor Narrative:
Mandatory Specification M4: Certification of Calibration – The Vendor agrees to provide a certification of calibration for each standard radionuclide source provided.
☐ Met
Vendor Narrative:
Mandatory Specification M5: Relative Expanded Uncertainty – The vendor agrees to provide a document with each calibration certificate that shows the known activity with a stated relative expanded uncertainty.
☐ Met
Vendor Narrative:
Mandatory Specification M6: Coverage Factor - The Vendor agrees that the relative expanded uncertainty with a coverage factor of 2 should be at or below the listed values. Uncertainties are estimated using the guidance in NIST Technical Note 1297, “Guidelines for Evaluating and Expressing the Uncertainty of NIST Measurement Results.” http://physics.nist.gov/Pubs/guidelines/TN1297/tn1297s.pdf ☐ Met
Vendor Narrative:
Mandatory Specification M7: Packaging – The Vendor agrees that the liquid standards shall be 5-ml in 5-ml flamed sealed glass vials or ampoules unless otherwise noted.
☐ Met
Vendor Narrative:
Mandatory Specification M8: Shipping Costs – The Vendor agrees that the unit costs provided in Attachment B (pricing) are inclusive of all shipping costs and other applicable fees to Springfield, IL, unless Vendor notes otherwise on the Pricing Tables on Attachment B.
☐ Met
Vendor Narrative:
Mandatory Specification M9: Marinelli Beaker with Screw-On Type Lid – The Vendor agrees that the empty Marinelli Beaker provided shall be constructed from polypropylene and is resistant to acids and most organic solutions. The Marinelli Beaker shall have a screw-on lid. The Marinelli Beaker is designed for a 3.00” detector end cap and are compatible with 130G-E. Vendor pricing for the purchase of 10 plus cases of 36 beakers.
