Federal Emergency Management Agency (FEMA) Region VIII Level II Armed Security Guards/Officers – DR-4807-SD

1. Is the government planning emergency badging to get the deadline up and running, then doing the more intensive background checks at a later date? ? Yes, we will be doing the preliminary “disaster surge” vetting which will allow us 24-48 grant/deny determinations for the guards. So I will be sending the vetting packets for the potential guards to bring with them on their first day reporting so that I can send for expedited return from HQ PERSEC.

2. Does the government have locations for the DRCs currently, and what towns not just the counties, if so can the government share that information yet? So far the cities identified for (likely) DRCs are: N. Sioux City (Union county), Canton (Lincoln county), Viborg (Turner) and Mitchell (Davison). And the JFO is set to be in Sioux Falls (Minehaha county). Again, this plan is subject to change.

3. Does the government have the location for the JFO that's located in Sioux Falls, if so can that be shared currently yet? The tentative location for the JFO is: Sioux Empire Corporate Park Building II: 705 E 60th Street N, Sioux Falls, SD 57104. However this is subject to change.

4. Can the government clarify that the JFO in Sioux Falls is the only location doing 24/7 coverage and that the DRCs are just running from 0700-1900? A document titled, “Tentative Plan” was posted as an attachment to this solicitation. However, that plan is subject to change. Actual postings will be issued via Post Order as the government’s needs shift. See

5. Does the government expect the security force to be on-site for the DRCs at 0630 and run until 1930 to make sure staff arrive and leave without a problem, if so, can the government change the hours that the contractor will be bidding? A document titled, “Tentative Plan” was posted as an attachment to this solicitation. However, that plan is subject to change.

Actual postings will be issued via Post Order as the government’s needs shift. See SOW.

6. Can the government clarify for the JFO if the 3 daytime Officers include 2 stationary Officers and 1 rover or are all 3 Officers stationary Officers, if so, can the government change the request to 4 Officers so there will be a rover to relieve the other officers? A document titled, “Tentative Plan” was posted as an attachment to this solicitation. However, that plan is subject to change. Actual postings will be issued via Post Order as the government’s needs shift. See SOW. The hours for bidding purposes are outlined in the attachment titled, “Pricing Worksheet”.

7. Does the contractor need to send in all the Combined Synopsis/Solicitation from page 9 thru 36. The information required to be submitted are outlined under 2.0 Proposal Contents, within the document titled, “Instruction to Offerors”.
